According to the Hanoi Department of Information and Communications, the number of people downloading and installing the iHaNoi app currently accounts for 9.1% of the capital's population (only counting people over 15 years old who own smartphones).
iHaNoi is an application that helps people and businesses in the capital interact online with authorities at all levels. The platform helps create a connection channel, narrowing the gap between the government and the people.
Outstanding features of the iHaNoi application include on-site reflection, administrative procedures, sending petitions, receiving citizens online and updating the latest warnings from the government.
As of August 2024, Hanoi has granted and created accounts for civil servants and public employees of 61/61 districts, towns and affiliated departments, branches and sectors to participate in receiving and handling on-site feedback and complaints.
Statistics show that since its implementation, up to August 8, 2024, the iHaNoi application has received 2,350 on-site complaints and feedback from citizens. Of these, 1,654 feedbacks (accounting for 70.4%) have been processed. Also during this period, Hanoi received 247 feedbacks and recommendations related to administrative procedures and transferred 40.1% of the cases for processing.
According to the application operator, the Office of the Hanoi People's Committee, the number of complaints and recommendations sent to the city for resolution increased rapidly in the first weeks of August 2024. On average, each day, the city receives and processes about 40 complaints sent to relevant departments, agencies, and sectors or returns them to the correct locality for resolution.
Urban civilization is the field with the most on-site reflections via the iHaNoi application, accounting for 30.97%; Next are traffic (21.49%), people's livelihood (18.71%), environmental sanitation (10.87%), and security and order (7.7%). By region, Hoang Mai and Ha Dong districts are the places with the highest number of on-site reflections.
Up to now, 65.6% of people have been satisfied and accepted the results of handling complaints and recommendations sent to the iHaNoi application. However, about 34.4% of people are still not satisfied with the results.
The Office of the City People's Committee said that Hanoi will review the results of the people's unsatisfied feedback and recommendations. Through preliminary assessment, about 10% of the cases were not really satisfactory, the handling results were still general, there were no images or documents to prove it, and even forgot to enter the answer.
Sharing about the processing process, a representative of the Hanoi People's Committee Office said that after receiving people's opinions via the iHaNoi application, the reflections and recommendations will be automatically forwarded to districts, towns and cities based on the results of analyzing location information.
Based on the content of the feedback, the Chairman of the People's Committee of the district, town will assign the departments, offices, and affiliated units to receive and handle it according to their assigned authority, functions, and tasks. Depending on the content of the feedback, these recommendations will be selected for processing according to different priority levels, from normal to urgent and complex.
With complete and accurate feedback and recommendations, the processing staff will receive and resolve them according to regulations. The processing results will then be submitted to the competent authority for approval, before responding to the organization or individual.
If the feedback is incomplete, the assigned officer will refuse to accept it. In case the feedback or recommendation is not within the authority to resolve, the citizen's request will be forwarded to the superior agency for assignment to the appropriate unit.
To date, Hanoi has received 285 comments to improve the iHaNoi application. It is expected that in the near future, the Hanoi People's Committee will issue regulations on management, operation and use of the "Digital Capital Citizen" application. In particular, there will be content requiring agencies and functional units to promote interaction with people, especially the younger generation, through the iHaNoi application.
