The working trip is also one of the first activities in the field of law and justice to implement the Strategic Partnership between Vietnam and the Czech Republic, which was upgraded in January 2025.

At the working session with Czech Deputy Minister of Justice Karel Drovak on the morning of April 9, Deputy Minister Mai Luong Khoi expressed his hope that the cooperation between the Vietnamese Ministry of Justice and the Czech Ministry of Justice will be increasingly promoted and deepened, contributing to strengthening the legal and judicial cooperation between the two countries in general; thereby, helping the business community and people of the two countries have more information and understanding of the legal system of each country, which is an important basis for promoting civil, commercial and people-to-people exchanges between the two countries.

The Deputy Minister shared information about the fact that the Vietnamese Ministry of Justice has been assigned many important tasks by the Party, State and Government in the context that Vietnam is carrying out a revolution in restructuring and streamlining the apparatus with the aim of improving the effectiveness and efficiency of the state agency system; continuing to build and perfect the socialist rule-of-law state to meet the requirements of Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee and building and perfecting laws to serve the breakthrough in science, technology development, innovation and national digital transformation.

Wishing that the two sides will have many cooperative activities in the future so that the Ministry of Justice can learn from experience in carrying out these important tasks, Deputy Minister Mai Luong Khoi also handed over to his Czech counterpart the draft Memorandum of Understanding on cooperation between the two countries' Ministries of Justice, suggesting that the two Ministries soon have discussions and reach an agreement on the draft so that this cooperation document can be signed as soon as possible, in line with the current context of good cooperation between the two countries.

Agreeing with the view that legal and judicial cooperation between Vietnam and the Czech Republic will create a legal basis for protecting the legitimate rights and interests of citizens, organizations and businesses of the two countries, contributing to promoting economic and social development between the two countries, Czech Deputy Minister of Justice Karel Drovak informed that he will study and soon give feedback on the draft Memorandum of Understanding on cooperation between the two ministries.

The Czech Deputy Minister of Justice highly appreciated the good traditional cooperation between the two countries and shared information about a number of activities that the Czech Ministry of Justice is implementing, especially digital transformation in the implementation of judicial activities.

He expressed his willingness to exchange and share experiences with the Vietnamese Ministry of Justice in similar areas of work between the two ministries such as law making and implementation, training of legal staff and management of judicial professions.

On the afternoon of April 9 and on April 10, the working delegation of the Ministry of Justice worked with President of the Czech Notary Association Radim Neubaker, Vice President of the Czech Bar Association Monika Novotna, and President of the Czech Bailiffs Association Jan Mlynarčík.

At the working sessions, Deputy Minister Mai Luong Khoi shared information on the development of notaries, lawyers and bailiffs in Vietnam; the process of perfecting and enforcing laws on notaries and lawyers, and enhancing the role of judicial positions in the process of building and perfecting the socialist rule of law state in Vietnam.

Deputy Minister Mai Luong Khoi also hopes that the Czech and Vietnamese professional associations will establish cooperative relations so that the parties can have many specific cooperative activities in the coming time, in the form of direct and online seminars, to share experiences in the management and practice of notaries, lawyers, bailiffs as well as training to improve the quality of the team of lawyers, notaries, and bailiffs.

During the working sessions, the delegation listened to experts from the other side introduce regulations and software supporting the implementation of electronic notarization, the process of execution of judgments, the use of information technology in the management and execution of judgments, the training and management of lawyers, notaries, bailiffs, digitization of judgment execution records as well as data sharing between judicial agencies such as courts, judgment execution agencies with other agencies and organizations, etc.

President of the Czech Notary Association Radim Neubaker, Vice President of the Czech Bar Association Monika Novotna, and President of the Czech Bailiffs Association Jan Mlynarčík all expressed their willingness to cooperate and share information with the Ministry of Justice and judicial associations of Vietnam in the near future.

Working with the Czech National Agency for Digital Transformation and Information, Deputy Minister Mai Luong Khoi shared about the implementation of digital transformation in the judicial work of the Ministry of Justice.

Director of the Czech National Agency for Digital Transformation and Information Martin Mesršmíd introduced and shared experiences as well as difficulties and challenges in setting up software to synchronize databases between ministries and branches, managing, exploiting and operating databases, providing online public administrative services to serve people and applying artificial intelligence in exploiting, processing and managing data in the Czech Republic.

Deputy Minister Mai Luong Khoi and the Director of the National Digital Transformation and Information Agency agreed that the two sides will continue to cooperate through online seminars to share information and experience in improving the capacity of officials in the field of information technology, ensuring the provision of convenient and accessible public administrative services to people, including online services.

Working group with Czech Arbitration Court.

On April 11, during a working session with the President of the Arbitration Court at the Czech Chamber of Commerce and Agriculture Juraj Szabó, Deputy Minister Mai Luong Khoi shared information on the development of the arbitrator team in Vietnam, the need to improve Vietnamese laws on commercial arbitration, and enhance the role of arbitrators in the process of building and perfecting the socialist rule of law state in Vietnam.

The President of the Czech Arbitration Court introduced to the Delegation the model and organization of the Czech Arbitration Court, the regulations on the annulment of arbitral awards and the enforcement of arbitral awards, the process of dispute resolution by arbitration, the development trends of commercial arbitration as well as information on the relationship between the Court and commercial arbitration in the Czech Republic.

Also within the framework of the working trip, the delegation visited and worked with the Vietnamese Embassy in the Czech Republic, exchanging general information on the situation and results of cooperation between the two countries in the fields of law and justice.

Vietnamese Ambassador to the Czech Republic Duong Hoai Nam highly appreciated the delegation of the Ministry of Justice to work with legal and judicial agencies in the Czech Republic to promote cooperation between the two countries in this extremely important field, and affirmed that the Embassy will closely coordinate to act as a bridge in implementing legal and judicial cooperation activities between the two sides.

The Ambassador believes that the Memorandum of Understanding on cooperation between the two Ministries of Justice will soon be signed, creating a legal basis to further promote cooperation between the two Ministries of Justice, contributing to the increasingly strong development of the Vietnam-Czech Strategic Partnership.
