From the center of Phan Thiet City, following the coastal route of Lac Long Quan to the South, there are many coastal resort real estate projects such as The Gioi Xanh, Doi Phong Lan, Anh Duong Resort, Doi Su Resort... that have been abandoned for many years. Some projects have been renovated into makeshift shops, no longer recognizable as tourist areas.
Forgotten gold land
Ke Ga Cape is located in Tan Thanh Commune, Ham Thuan Nam District; it is a famous tourist destination of Binh Thuan Province, where Ke Ga Lighthouse was built more than 100 years ago. This area is conveniently located at the gateway to Binh Thuan tourism, 160 km from Ho Chi Minh City and 80 km from Ba Ria - Vung Tau Province. Thanks to its long, pristine beach, Ke Ga Cape has attracted many investors over 15 years ago with the expectation of turning this place into "the second Mui Ne". In early 2000, anticipating the trend of resort tourism, investors focused on building many resort and resort real estate projects.
A series of coastal resorts in Mui Ke Ga (Binh Thuan province) are abandoned, causing waste.
However, in 2007, the Prime Minister decided to approve the planning of Ke Ga Deep-Water Port, with the Vietnam National Coal and Mineral Industries Group (TKV) as the investor.
In April 2008, the Department of Planning and Investment of Binh Thuan province issued a document announcing the investment policy to project investors in the area where Ke Ga Deepwater Port is expected to be built. Since then, many tourism and resort real estate businesses have been required to stop construction of ongoing projects and not continue to build new ones.
In February 2014, the Prime Minister issued a document agreeing to stop the investment in Ke Ga Deepwater Port, assigning the People's Committee of Binh Thuan Province to coordinate with TKV to assess and compensate for damages to those whose land was recovered for this project. However, many investors, including tourism and resort real estate businesses, decided not to return to this place once considered the "second Mui Ne".
Many solutions
According to the Department of Planning and Investment of Binh Thuan province, the Ke Ga Cape area has 38 valid tourism projects with a total registered investment area of 706.9 hectares and a total registered investment capital of more than VND1,237 billion. Of these, 13 projects have been put into operation, 11 projects are under construction and 14 projects have not been implemented. The Department of Planning and Investment believes that the slow implementation of projects, in addition to the causes of problems related to the Ke Ga Deep-water Port project, is also due to the difficulty in compensation and site clearance here, which has been prolonged due to changes in compensation price policies, failure to agree on prices and having to carry out legality review procedures.
At the end of 2023, the Chairman of Binh Thuan Provincial People's Committee chaired a meeting and listened to reports on investment projects using non-state budget capital that were slow to implement and slow to put land into use in the province. On that basis, the Provincial People's Committee issued a notice on continuing to direct and assign specific tasks to each department, branch and Ham Thuan Nam district to closely monitor projects that are under construction and have not yet been implemented, thereby advising competent authorities on handling plans according to regulations. In particular, resolutely handle and recover projects showing signs of "clinical death" and "waiting for the right time", not allowing waste of land resources to occur.
Set up a working group to remove obstacles
In the whole province of Binh Thuan, there are currently 380 valid resort tourism investment projects. Of these, 193 projects have been put into operation, 94 projects are under construction and 93 projects have not been implemented.
In April 2023, Binh Thuan province established Special Task Force 1279 to remove difficulties and obstacles, support businesses, investors, and investment projects in the province, including coastal resort real estate projects. To date, the Task Force has received and handled 69 petitions, of which 50 cases were directly handled, 1 case was reported to the Provincial People's Committee for settlement, and 18 cases were transferred to other agencies for settlement according to their authority.
According to the Department of Planning and Investment, the establishment of Working Group 1279 has contributed to promptly resolving difficulties and problems for investors in implementing investment projects in the province.
