At noon on April 11, the Ho Chi Minh City Department of Education and Training officially announced the 10th grade enrollment quota for the 2025-2026 school year at 115 public high schools in the city.
Regarding this year's 10th grade target, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the expected number of 9th grade students passing the graduation exam for the 2024-2025 school year is 88,210 students.
The 10th grade quota is built on the principle of creating conditions for students to study at public high schools and based on the school's facilities, the transfer rate from junior high school to public high school according to the enrollment quota is over 80% (increased compared to the previous school year).
According to Mr. Ho Tan Minh, in the 2025-2026 school year, the total enrollment target of 115 public high schools in Ho Chi Minh City is 70,070 students, reaching 79% of the expected number of students graduating from grade 9 (88,210 students) according to the target.
Of which, there are 110 schools under the Department of Education and Training with 68,830 students, and 5 schools under the University with 1,240 students. In addition, the Department of Education and Training of the City submitted a request to the City People's Committee for approval to adjust the enrollment quotas on the project of Tran Dai Nghia High School for the Gifted, Nguyen Thi Dinh High School for the Gifted in Sports and Enrollment for a new high school in Binh Tan District.

In addition, in the 2025-2026 school year, the total quota of public Continuing Education Centers and Continuing Vocational Education Centers in the city implementing the high school program is 17,244 quotas, accounting for 19.5%.
The spokesperson of the Department of Education and Training of the city added that the enrollment quota for grade 10 is built with specific priority principles, which are: There is a roadmap to arrange class size to meet the material facilities conditions according to Circular No. 13/2020 of the Ministry of Education and Training promulgating regulations on material facilities standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools, amended and supplemented in Circular No. 23/2024.
In addition, the 10th grade quota is determined based on the physical facilities (especially the cultural classroom block, whether the school is repaired, newly built, expanded, or renovated); Classroom utilization coefficient (classroom/classroom); Number of 12th graders graduating in the 2024-2025 school year; Demand from the school's proposal to increase/decrease the total number of classes.
