Hai Phong wants to establish a southern coastal economic zone

On August 2, the Central Economic Commission coordinated with the Hai Phong City Party Committee to organize a conference to review 5 years of implementing Resolution 45 of the Politburo on building and developing Hai Phong to 2030, with a vision to 2045.

The conference was attended by Deputy Head of the Central Economic Commission Nguyen Hong Son, Deputy Minister of Planning and Investment Tran Quoc Phuong, leaders of central departments, ministries and branches; leaders of provinces and cities in the Red River Delta region and many economic experts.

Hai Phong plays a major economic center role.

At the conference, Mr. Le Tien Chau - Secretary of the Hai Phong City Party Committee - recalled that the late General Secretary Nguyen Phu Trong had suggested that instead of summarizing 5 years of implementing Conclusion 72 of the Politburo, Hai Phong City could consider asking the Politburo to issue a new resolution to suit future trends, directions and desires.

From the above suggestion, Resolution No. 45 of the Politburo was born and this is the "compass" for the development of Hai Phong with clear and specific directions, with strong enough mechanisms and policies for the city to be able to promote all potentials, advantages, and make strong breakthroughs in recent times.

After 5 years of implementing the resolution, Hai Phong has achieved many important results and gradually affirmed its position and role as a major socio-economic center of the Red River Delta as well as the whole country.

However, Mr. Chau also frankly stated that Hai Phong still has many difficulties and challenges, both internal difficulties and problems with general mechanisms.

Specifically, Resolution 45 sets the goal of Hai Phong leading the country in industrialization and modernization, but in reality, Dinh Vu - Cat Hai economic zone currently fills more than 80% of industrial land, and the development of new industrial zones and clusters is still slow compared to the plan.

Hai Phong is considered one of the fastest growing localities in the country, but the system of specific policies and mechanisms to promote development is still modest, not strong enough to create a strong driving force for the city's development and be worthy of the potential and position of this land.

In particular, Resolution 45 also sets out the goal of Hai Phong becoming an international center for education and training, but investment in the education sector is not yet commensurate with demand. The city is seriously lacking in centers for training high-quality human resources to serve the development of advanced and modern industries.

"Hai Phong hopes to receive more opinions and specific solutions to focus on implementing and speeding up the progress of some key breakthrough tasks in the coming time," Mr. Chau expressed.

Accordingly, Hai Phong hopes to soon establish and implement investment in the southern coastal economic zone to create new growth momentum in the coming period. At the same time, it will complete the system of specific policies and mechanisms, and pilot the model of the Hai Phong city free trade zone.

Focus on improving the quality of human resources, promoting the attraction of high-quality human resources; especially prioritizing the transport infrastructure system connecting with seaports in the city to maximize the efficiency and capacity of the seaport system in the area.

Research on pilot implementation of free trade zone in Hai Phong

Proposing solutions for Hai Phong to continue to accelerate in the coming time, Deputy Minister of Planning and Investment Tran Quoc Phuong said that the city needs to focus on 8 groups of tasks and solutions, such as: piloting a number of new, breakthrough, and specific mechanisms and policies for the city in a reasonable correlation with other provinces and cities in the country.

Implement decentralization and delegation of power in conjunction with the responsibilities of local authorities; focus on researching and evaluating mechanisms, policies and good practices both domestically and internationally. Especially the mechanisms and policies being applied in successful free trade zones around the world to suit the city's development conditions.

The Politburo has approved a number of new, breakthrough mechanisms and policies specific to Hai Phong, such as the establishment of a free trade zone and piloting the organization of a one-level and two-level urban government model.

Concluding the conference, Deputy Head of the Central Economic Commission Nguyen Hong Son emphasized that immediately after this preliminary conference, the Steering Committee for the preliminary review of Resolution 45 will propose to the competent authority to issue a conclusion on continuing to implement Resolution 45 dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong until 2023, with a vision to 2045.

At the same time, supplement and perfect specific mechanisms and policies for the development of Hai Phong city, especially in financial and budget management; land management; planning management; improving the income of cadres and civil servants; training, applied research and development of science and technology, especially for sectors such as maritime, oceanography, marine economy, etc.

Hai Phong City leaders also requested that competent authorities promptly approve and immediately implement the organization of an urban government model in Hai Phong similar to Ho Chi Minh City and Da Nang.

At the same time, research and soon issue a pilot project to establish a free trade zone in Hai Phong; approve the project of the southern coastal economic zone of Hai Phong to realize the tasks set out in Resolution 45 of the Politburo.
