Mr. Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province, has just signed a document to the Vice Chairmen of the Provincial People's Committee; provincial departments, branches, and units; agencies and units under the Provincial Party Committee; state-owned enterprises under the management of the province and the People's Committees of districts, cities, and towns on focusing on resolving backlog projects, stopping construction, urgently implementing, completing, putting into use, and preventing waste and loss.

The Chairman of the People's Committee of Ha Tinh province requested units and localities to seriously implement Regulation No. 189-QD/TW, dated October 8, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in the management and use of public finance and assets.

Accordingly, the Chairman of Ha Tinh province requested relevant units to review and count all projects, backlog works, construction stops, headquarters, and offices that are not in use or are not used effectively within the scope and area of ​​management.

Urgently develop a plan for handling measures and proactively find solutions to immediately and completely resolve problems and issues with projects and works that are backlogged, stopped, or behind schedule; effectively use headquarters and office buildings under the responsibility and authority of one's level.

In addition, the Chairman of Ha Tinh province requested to handle according to authority or propose competent authorities to handle the responsibility of individuals and organizations for projects and works to be delayed for a long time.

Resolutely replace or transfer to other jobs cadres and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in solving related issues, causing projects and works to be behind schedule, prolonged, wasting resources...

Assign the Department of Finance and the Department of Planning and Investment to preside over the review, statistics, and synthesis of all headquarters and offices that are not in use or are not used effectively, proactively implement within their authority and advise the Provincial People's Committee on immediate solutions; at the same time, complete the plan for handling measures; propose handling of responsibilities of related individuals and organizations.

The above contents must be completed and reported to the Provincial People's Committee before November 24.
