Many apartment buildings in Hanoi have increased car fees.
Following that, many apartment buildings in Thanh Xuan, Ha Dong, Nam Tu Liem, and Bac Tu Liem districts announced an increase in car parking fees. The applicable price will increase by about 1.2 - 1.5 million VND/month for the first car and about 1.8 million VND/month for the second car, depending on the location of the apartment building.
Recently, Goldmark City apartment building has also announced that it will apply a new car parking fee in area R starting from December 15, 2023. Accordingly, the new fee for the first car will be 1,450,000 VND/month, for the second car will be 1,750,000 VND/month (including VAT). Previously, Goldmark City applied a price of 1.1 million VND/month for the first car, 1.5 million VND/month for the second car, much cheaper than apartments in the same segment.
The price increase at Goldmark City is considered equivalent to the general market level. Previously, some apartment buildings around Trung Hoa - Nhan Chinh (Thanh Xuan), My Dinh, Ho Tung Mau (Nam Tu Liem) such as Thang Long Number One, HD Mon, Vinaconex Ho Tung Mau, Iris Garden, Imperia Smart City... all applied car parking service fees from 1.2 - 1.4 million VND/car/month.
There are also some apartments with shocking price increases. For example, a 5-star apartment building in Thanh Xuan district has applied a new car parking fee that is 53% higher than the old price: from 1.5 million VND/car/month to 2.3 million VND/car/month. The car parking service fee at this apartment building will continue to increase to 2.5 million VND/car/month from January 1, 2024. Thus, the total increase is up to nearly 67% in just 2 months.
What increase is reasonable?
The Hanoi Statistics Office has just announced the Consumer Price Index (CPI) in November 2023 in Hanoi. Accordingly, the CPI in November 2023 increased by 0.07% compared to the previous month and increased by 4.72% compared to the same period last year. In the 11 months, the CPI increased by 1.8% compared to the average of the same period in 2022.
In 2023, the basic salary increased by 20.8%, leading to an increase in labor costs. In addition, electricity prices increased twice, by 3% and 4.5%, respectively. Water prices also increased from July 1, 2023. This affected the cost of operating parking garages in apartment buildings, leading investors to increase service fees to compensate for inflation.
The investor of Goldmark City said: “The car parking fee at the project has remained the same for the past 5 years, although the market has seen many increases in prices of basic services and goods. To ensure the payment for the operation and normal business activities of the enterprise, we are forced to adjust the car parking fee at the project.”
It is known that, in addition to operating personnel costs, electricity bills, etc. from July this year, the project investor must also pay service fees for the parking garage and commercial center to the current management unit.

Up to now, car parking service fees in apartment buildings and shopping malls have often led to long-lasting disputes. In big cities, local authorities have issued Decisions on parking prices for bicycles, motorbikes, and cars in the area as a basis for investors to set unit prices.
In Hanoi, the City has issued Decision No. 44/2017/QD-UBND with an Appendix specifying the collection rates per trip and per month for each type of vehicle, classified according to specific belt roads and district areas.
In addition to the classification by routes, Table 2.2.1 Section I Appendix of Decision No. 44/2017/QD - UBND also stipulates that for apartment buildings, shopping malls, and modern parking lots invested by the state budget, the price of car parking services is calculated based on the price of car parking services for cars with up to 9 seats on routes and streets in districts within Ring Road 1 and above Ring Road 1.

Experts say that, according to Decision No. 44/2017/QD-UBND of Hanoi City, investors can base on the location of the apartment building and the level of investment in the car parking basement to set a reasonable price for the car parking service fee within the allowable limit.
Service requesters have the right to choose the service provider at a price that suits their budget. However, the parking lot owner is also allowed to decide on an annual fee increase to compensate for the increase in the consumer price index, ensure the cost of operating activities as well as the investment amount for the technical infrastructure of the parking area.
