The City People's Committee has just reported to the Quang Ninh Provincial People's Committee to consider and approve plans to handle a series of degraded apartment buildings and collective housing areas that have damaged the urban landscape and posed a danger to people.

Accordingly, there are currently 6 apartment buildings and collective housing areas in the city that need to be handled, including: 2-storey Ha Tu coal mine building (Ha Tu ward); 4-storey apartment building behind Hon Gai High School (Hong Hai ward); 5-storey Bach Long apartment building; 5-storey Lan Be apartment building; Lot A and Lot C of the Provincial General Hospital collective housing area (Bach Dang ward).

These apartments and collective housing areas are over 40 years old, built in the 1970s and 1980s, and are now seriously degraded.

After that, the Department of Construction organized an inspection and issued a notice concluding that the quality inspection of the above 6 constructions was all at level D danger, the bearing capacity of the structure did not meet the conditions of use, and the building appeared to be in an overall dangerous state.

According to Tien Phong newspaper reporters, the 4-storey apartment building behind Hon Gai High School is showing signs of serious deterioration.

According to people living around this apartment building, during storm No. 3 - Yagi (September 2024), Ha Long City authorities had to evacuate all residents living here to ensure safety.

In another D-class apartment building located in Bach Dang ward, unsafe degradation is also occurring.

According to the plan, the city government will organize the relocation of people from the 5-storey Bach Long apartment building, the 4-storey building behind Hon Gai High School and the 2-storey Ha Tu coal mine and will not rebuild a new apartment building. The land area after the demolition of the old apartment building will be used for public benefit as a parking lot, playground, etc.

For the group rebuilding the apartment building (5 floors in Lan Be, lot A and lot C of the Provincial General Hospital's residential area), the City People's Committee proposed a plan to create a clean land fund and organize an auction to refund the State budget for advance payment for site clearance work.

Recently, Ha Long City has renovated a series of old and degraded apartment buildings located in Tran Hung Dao and Bach Dang wards. New modern apartment towers have sprung up, contributing to creating a spacious and modern appearance for the city and solving the housing needs of the people.

Currently, the People's Committee of Ha Long City is reporting to the People's Committee of Quang Ninh province to consider, approve the policy and direct functional units to guide and advance the budget source to implement the land acquisition for the 5-storey Lan Be apartment building, the land of Quang Ninh Pharmaceutical - Medical Supplies Joint Stock Company, the interspersed households, the plan to handle public assets with the headquarters of some agencies and units, lots A and C of the collective housing area of ​​the Provincial General Hospital and the Cultural House of Zone 5B (Bach Dang ward) to create a clean land fund, organize an auction for investors interested in implementing the project according to the planning orientation of subdivision 1, and refund the money advanced to the State budget.
