Vice Chairman of Hanoi People's Committee Duong Duc Tuan has concluded on the review of the detailed planning plan for the renovation, reconstruction and reconstruction of three old apartment buildings Thanh Cong, Giang Vo, Ngoc Khanh, Ba Dinh district and vicinity.
The Office of the Hanoi People's Committee has issued Notice No. 111/TB-VP on the Conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to review the detailed planning plan for the renovation, reconstruction and reconstruction of 3 old apartment buildings Thanh Cong, Giang Vo, Ngoc Khanh, Ba Dinh district and vicinity.
Accordingly, Vice Chairman of Hanoi People's Committee Duong Duc Tuan agreed to conclude and direct as follows:
Regarding the Thanh Cong Old Apartment Complex and its vicinity, the Hanoi People's Committee basically agreed with the architectural planning study proposed by the Ba Dinh District People's Committee and the consulting unit; the proposed plan is relatively orderly and strict but lacks innovation or breakthrough.
Therefore, based on the proposed plan, some further research is needed to complete the plan:
Research some roads connecting Thanh Cong Lake space and flower garden and green space in the reconstruction area; research to expand some internal roads large enough, research to supplement and develop green space, possibly combining underground space; some renovated and renovated technical infrastructure land is combined and integrated in green space and landscape;
Research on developing higher-rise buildings for the “core” space for apartment and resettlement (maximum 40 floors), applying landmark works for TOD areas (According to the provisions of the Capital Law); harmoniously calculating the surplus commercial apartment floor area, creating a larger “commercial” land fund for commercial services.
For the area of commercial service space arrangement, it is necessary to study more special forms into a complex with innovative space; create unique commercial podiums, creating more diverse functional and formal tolerance at the podium.
Assign the People's Committee of Ba Dinh District to urgently coordinate with the consulting unit to complete the plan, send it to the Department of Planning and Architecture for appraisal according to the process and regulations, and submit it to the People's Committee of Hanoi City for approval before March 25, 2025.
Regarding the old Giang Vo Apartment Complex and its vicinity, the Hanoi People's Committee basically agrees with the research plan proposed by the Ba Dinh District People's Committee and the consulting unit; the Ba Dinh District People's Committee and the consulting unit need to focus on completing and supplementing a number of contents:
Receive complete contents that are similar, correlated, and unified as for Thanh Cong Old Apartment Complex to complete the plan.
Developing innovative, visionary landscape architecture and infrastructure; Maximizing green space and underground space; It is necessary to study some breakthrough high-rise buildings in the area near Giang Vo and Kim Ma streets to create a complex of building bases with commercial and service functions, increasing commercial and service areas, etc.
Study the plan to synchronize the architectural space, landscape and infrastructure of the area west of Giang Vo Lake, close the planning block, suitable for the detailed planning at land plot No. 148 Giang Vo Street and suitable for the overall detailed planning of the old Giang Vo Apartment Complex and vicinity.
The Hanoi People's Committee assigned the Ba Dinh District People's Committee to urgently coordinate with the consulting unit to complete the plan, send it to the Department of Planning and Architecture for appraisal according to the process and regulations, and submit it to the Hanoi People's Committee for approval before March 31, 2025.
For the old Ngoc Khanh apartment complex and its vicinity, the Hanoi People's Committee requested the Ba Dinh District People's Committee and the consulting unit to re-study the functional space and infrastructure plan, have stronger solutions, and not leave the space fragmented; Kim Ma area, TOD area of S9 station must have specific solutions; research and create a traffic axis combined with landscape space; connect Ngoc Khanh lake - Giang Vo lake, the axis connecting Kim Ma street and Nguyen Cong Hoan street; in case of being forced to accept the demolition of some unsuitable constructions;
Check, re-investigate, and handle the whole situation; create an innovative model; consider the option of selecting a block for on-site inductive research, re-divide space, and arrange for on-site resettlement (narrow scope);
Research and impact the area for arranging commercial and service land along Nguyen Chi Thanh Street, determine appropriate architectural planning solutions, research plans to connect projects, avoid disjointedness and dispersion; Ba Dinh District People's Committee urgently guides and coordinates with consulting units to complete the plan, organize to collect opinions from the community according to regulations; submit to the Department of Planning and Architecture for re-evaluation; submit to Hanoi People's Committee for approval in May 2025.
