Suggesting some contents on the organization of specialized agencies under the People's Committees at provincial and district levels, Minister of Home Affairs Pham Thi Thanh Tra said that Hanoi and Ho Chi Minh City can maintain the Department of Transport and merge the Department of Planning and Architecture into the Department of Construction.


Merge 10 departments into 5

Minister of Home Affairs Pham Thi Thanh Tra has just signed on behalf of the Steering Committee summarizing Resolution 18 of the Government to issue guidelines and suggest some contents on the organization of specialized agencies under the People's Committees at provincial and district levels.

For specialized agencies under the provincial People's Committee (departments), provinces and cities maintain (with arrangement and streamlining of internal organization) the following departments: Department of Justice; Department of Culture, Sports and Tourism (or Department of Culture and Sports for localities maintaining the Department of Tourism); Provincial Inspectorate; Office of the provincial People's Committee.

The Government Steering Committee also oriented and suggested the merger of some departments and branches similar to the arrangement of ministries at the central level.

Specifically, the Department of Planning and Investment and the Department of Finance will be merged, with the name of the merged department expected to be the Department of Economics and Finance, taking over the original functions and tasks of the two departments before the merger.

Merge the Department of Transport and the Department of Construction, expected to become the Department of Construction and Transport, receiving the original functions and tasks of these two departments.

Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, expected to become the Department of Agriculture and Environment, receiving the original functions and tasks of the two departments.

Merge the Department of Information and Communications and the Department of Science and Technology, tentatively named the Department of Science, Technology and Communications, taking over the original functions and tasks of the two departments before the merger.

Merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs with the proposed name of the Department of Home Affairs and Labor, performing the function of advising and assisting the provincial People's Committee in state management of the field of home affairs and receiving functions and tasks on labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance; gender equality.

Three departments are arranged and restructured, corresponding to the arrangement of ministries at the Central level.

The Department of Health receives the functions, tasks and organization of the state management staff on social protection; children and prevention and control of social evils; management and use of the Children's Protection Fund according to regulations from the Department of Labor - Invalids and Social Affairs and receives the task of monitoring and managing the health of provincial officials (after the end of the activities of the Provincial Health Care Protection Board).

The Department of Education and Training takes over the functions, tasks and organization of the state management advisory apparatus on vocational education from the Department of Labor, War Invalids and Social Affairs.

The Department of Industry and Trade received the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganized it into the Market Management Department under the Department of Industry and Trade.

In addition, the Government Steering Committee also oriented and suggested the structure and arrangement for specific departments such as: Foreign Affairs; Tourism; Planning and Architecture (for Ho Chi Minh City and Hanoi), Food Safety (established in provinces and centrally run cities according to the National Assembly's Resolution on piloting a number of specific mechanisms and policies) and the Ethnic Committee.

Specifically, the Department of Foreign Affairs shall make arrangements in accordance with the situation and characteristics of the local agency. For localities that currently have a Department of Foreign Affairs, based on the situation and characteristics of the locality, it shall proactively decide on a plan to merge with the Provincial People's Committee Office or maintain, consolidate, arrange, and streamline the internal organization of this department, ensuring to improve the effectiveness and efficiency of operations.

For localities that have merged the Department of Foreign Affairs into the Office of the Provincial People's Committee, continue to implement as present.

Can maintain the Department of Transport suitable to the characteristics of Hanoi and Ho Chi Minh City?

The Department of Planning and Architecture shall be merged into the Department of Construction and Transport. In case of special requirements for state management of the transport sector in the area, Hanoi and Ho Chi Minh City may consider and decide to maintain the Department of Transport and implement the plan to merge the Department of Planning and Architecture into the Department of Construction, ensuring that it is suitable to the situation and characteristics in Hanoi and Ho Chi Minh City.

For the Ethnic Committee, with existing localities, it is necessary to reorganize it similarly to the Ethnic Committee - Religion (at the Central level) by changing its name to the Ethnic Committee - Religion; receiving the functions, tasks and organization of the state management advisory apparatus on religion from the Department of Home Affairs; and the task of poverty reduction from the Department of Labor - Invalids and Social Affairs.

For localities that do not establish an Ethnic Committee, they proactively decide to transfer the advisory function on ethnic affairs from the Provincial People's Committee Office to the Department of Home Affairs - Labor (after consolidation) to unify the focal point for advising on state management of ethnic and religious affairs and implementing poverty reduction tasks.

The Department of Tourism with existing localities shall, based on the situation and characteristics of the locality, proactively decide on the plan to merge with the Department of Culture and Sports to form the Department of Culture, Sports and Tourism or maintain, consolidate, arrange, and streamline the internal organization, ensuring to improve the effectiveness and efficiency of operations.

In case the Department of Food Safety cannot maintain it, its functions, tasks, and organization of the state management advisory apparatus on food safety will be transferred to the Department of Health; specialized food safety management tasks will be transferred to the Departments of Health; Industry and Trade; Agriculture and Environment.

The arrangement according to the above orientation and suggestions ensures that the total number of departments under the provincial People's Committee does not exceed 14 departments. Hanoi and Ho Chi Minh City alone have no more than 15 departments.

Localities completing this arrangement are expected to complete before February 20, 2025 and report the results to the Ministry of Home Affairs before February 28, 2025.
