The iHanoi application will be upgraded and expanded in Hanoi in the period of 2025 - 2026, aiming to make the iHanoi application a centralized and unique social networking application platform of the City, to best serve people and businesses with the motto "Taking people and businesses as the subject, as the center for the government to serve".

APPLYING ARTIFICIAL INTELLIGENCE, BUILDING CHATBOT SYSTEM AND VIRTUAL ASSISTANT ON IHANOI

According to Plan No. 310/KH-UBND Hanoi dated October 28, 2024 on developing, upgrading, and expanding the "Digital Capital Citizen" platform - iHanoi in the city in the period of 2025 - 2026, the iHanoi application will be developed, expanded and upgraded, enhancing information security and applying powerful AI. Specifically, in the period of 2025 - 2026, Hanoi will upgrade and expand the iHanoi Application to improve user experience through a friendly, easy-to-use and intuitive interface. New features will be added to meet the increasing needs of people and businesses in areas such as transportation, healthcare, education, environment, tourism, and public services. In particular, an important development direction is to research and develop iHanoi according to the super app model to integrate a variety of services and features to serve people and businesses from suitable partners. To improve support capabilities, artificial intelligence (AI) applications will be introduced, including building a chatbot system and virtual assistant to support officials and civil servants in receiving and processing feedback and recommendations from people and businesses quickly, promptly and accurately. At the same time, AI also supports people and businesses in interacting, asking questions, searching and exploiting information in a simple, convenient and accurate way. iHanoi will also improve information security, equip security functions to prevent cyber attacks and record all system activities in real time. The application will also ensure stable operation on multiple platforms, easy integration and sharing of information with the city's information systems and central agencies. Hanoi City requires conducting a survey to assess the needs and desires of people, businesses and agencies involved in handling feedback and recommendations, thereby analyzing the data collected on iHanoi to identify strengths and weaknesses, thereby improving the functions, features and interface of the application.

100% OF PEOPLE OVER 15 YEARS OLD WHO OWN SMARTPHONES CAN INSTALL AND USE IHANOI EASILY

Hanoi City aims to ensure that 100% of people over 15 years old who own smartphones can easily access and use the iHanoi Application. All feedback and recommendations from people and businesses will be received and resolved promptly through the application, increasing satisfaction in communication with the government. The City also aims to increase the number of users of the application by 30% annually and commits to 100% data security. In addition, AI will be integrated into 30% of services on iHanoi to support smart and efficient management and operation. Regarding the development of the implementation plan, the City requires the development of a detailed plan for each stage of the development of the iHanoi application; at the same time, organize training courses for users in the City's agencies and units on new features and ways to support users. Accordingly, the roadmap for implementing the iHanoi Application will begin with the development of a detailed plan, registration of capital allocation and budget for this plan in the fourth quarter of 2024. From November to the end of December 2024, the city will conduct surveys, assess needs, analyze data and usage performance on the iHanoi application to develop appropriate plans and solutions for the development, upgrading and expansion of the application. In January 2025, the plans and technical solutions for the development and upgrading of the iHanoi Application will be completed. Next, the city will develop a level 3 information security proposal for the iHanoi platform to submit to the City People's Committee for approval in the first quarter of 2025. Finally, the selection of service providers will be carried out in the first quarter of 2025, to ensure full preparation and readiness for the next implementation phases.
