Our Party and State have issued Resolution 57-NQ/TW (Resolution 57), which the General Secretary likened to a "Resolution to liberate scientific thinking", paving the way for bold breakthroughs to move the country forward.

In which, human resources play a key role, mentioned many times in this pillar Resolution.

Dan Tri Newspaper had a conversation with Professor Dr. Nguyen Thanh Thuy - Chairman of Vietnam Association of Information Technology about human resources and high-quality human resources, current situation, bottlenecks in training and solutions so that we can have human resources that meet the new demands of the times.

At the end of December 2024, when approaching Resolution 57, we scientists were very pleased. The Resolution demonstrates the strong determination of the Party and State in making science, technology, innovation and digital transformation become the core driving force for Vietnam's socio-economic development.

This is a strategic step, laying the foundation for Vietnam to not only catch up but also surpass in the global competition of the 4th industrial revolution era.

In the context of Vietnam's deep integration into the global economy, Resolution 57 affirms a strong and clear orientation on mechanisms and policies to promote domestic science and technology potential, while taking advantage of knowledge and achievements from the world.

Resolution 57 is not only a guideline but also a call for comprehensive and widespread national action to help Vietnam avoid the risk of falling behind, while making the most of its advantages of a young, dynamic population and strategic geopolitical position.

In reality, Vietnam has an abundant source of young labor, but the quality of training is uneven, and there is a serious shortage of highly qualified human resources, especially experts in emerging fields such as artificial intelligence, cybersecurity or big data.

According to surveys and statistics, there is an imbalance between the training program and the practical needs of the labor market, only about 30% of IT graduates meet the requirements of businesses.

The training program is still heavy on theory, lacking practice, and the facilities and equipment at many training institutions do not meet requirements and have not kept up with global technology trends such as AI, blockchain or semiconductor technology.

The link between universities and businesses is still limited, leading to a gap between academia and practice.

In addition, IT students' foreign language ability (especially English) and soft skills are still weak, making it difficult to compete in the international market. Another problem is the phenomenon of "brain drain" when many talents choose to work abroad due to the difference in income and working conditions.

Resolution 57 places great demands on high-quality human resources, especially in cutting-edge fields such as semiconductors, quantum, artificial intelligence, and blockchain. However, the current situation shows that there are still many challenges that need to be solved.

In fact, graduates do not meet recruitment needs, there is a large gap between school training and business requirements, and there is no competitive edge for IT human resources in the international labor market because IT training has bottlenecks such as: training programs that have not kept up with reality, lack of high-quality lecturers, lack of opportunities for practice and real-life experience, uneven input quality, weak startup and innovation ecosystem...

Among them, the bottleneck of training programs not keeping up with reality is the most serious.

The solution to this problem is: Updating the curriculum periodically (every 2-3 years) according to technology trends, applying the Project-Based Learning (PBL) model, creating more opportunities for students to practice, cooperating with businesses to build training programs according to actual needs, bringing in experts from companies to teach, creating paid internships from years 2-3 so that students can get acquainted with the business environment early.

There needs to be a closer connection between training institutions and businesses. Businesses need to participate more deeply in the process of building training programs, providing internship and practice opportunities for students.

Universities and colleges need to expand cooperation with businesses and research organizations, creating conditions for students to access new technologies and practical projects. It is necessary to innovate teaching methods, focusing on developing soft skills and creative thinking skills for learners.

In addition to imparting professional knowledge, lecturers need to guide students in teamwork, problem-solving skills, self-study and research abilities. At the same time, it is necessary to increase the application of information technology in teaching, using online teaching methods, virtual reality simulations, helping students have vivid and effective learning experiences.

It is necessary to invest in improving the quality of the teaching staff, creating conditions for them to participate in training courses, professional development, and updating new knowledge. Lecturers not only need to have solid professional knowledge but also good pedagogical skills and the ability to inspire students.

In addition, to improve the quality of lecturers and enhance practical experience for lecturers, educational institutions proactively invite foreign experts and send lecturers to train in developed countries.

To help students overcome the weak language barrier, difficulty in accessing international documents and working in a global environment, it is highly recommended to integrate English training in parallel with professional training. In order to build a practical environment, educational institutions and businesses proactively apply cooperation models to invest in laboratories and high-tech zones so that students have the opportunity to apply their knowledge.

- In the past year, educational institutions have received attention from the Government through the issuance of a series of policies to remove bottlenecks and focus on developing high-quality human resources, especially human resources in the semiconductor industry.

Official Dispatch No. 83/CD-TTg dated August 23, 2024 of the Prime Minister on enhancing training of high-quality human resources in the fields of semiconductor microchips, artificial intelligence and cloud computing.

Decision 916/QD-TTg dated August 27, 2024 of the Prime Minister approving the Project on developing human resources for legal advisory work to meet task requirements by 2030.

Decision No. 1017/QD-TTg dated September 21, 2024 of the Prime Minister approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".

Directive 43/CT-TTg dated December 4, 2024 of the Prime Minister on promoting human resource training for the semiconductor industry and some core digital technology industries.

It can be said that a series of policies promptly issued by the Government will help overcome bottlenecks in the coming time.

Some immediate solutions we can implement include:

- Update training program: Incorporate international standards into teaching, enhance practice and learning based on real projects.

- Promote business-university cooperation: Encourage businesses to participate in course design, provide in-depth internships and scholarship support, create a coordination model for businesses to participate more deeply in the training process, from program development to internship organization, encourage experts and experienced people to participate in the teaching process.

- Invest in modern facilities and equipment to serve specialized training, oriented to the needs of society and businesses.

- Reskilling and upskilling: Organize short-term courses on reskilling and upskilling to respond to rapid changes in technology.

In the long term, we need to innovate education, improve training programs in a flexible and updated manner, focus on developing soft skills and creative thinking for students, bring STEM (science, technology, engineering, mathematics) into the general education program, and encourage creative thinking.

Update training content according to new technology trends, integrate practical knowledge and soft skills. Promote online training models and lifelong learning. Innovate teaching methods (Apply project-based learning, Teaching according to the Bootcamp model), Use technology in teaching (Apply artificial intelligence, virtual reality (VR), augmented reality (AR) to enhance the learning experience).

We need to build research centers: Establish cutting-edge technology training facilities, linking with advanced countries such as the US, Japan, and Korea.

To retain and attract talent, it is necessary to apply preferential policies such as reducing personal income tax for IT experts, while attracting overseas Vietnamese and international talents with an attractive working environment. Improve input quality and support policies: Selective admission, Financial support for excellent students.

We really need a comprehensive and systematic strategy to develop high-quality human resources. Develop a high-quality teaching staff: Provide professional training for lecturers and enhance scientific research and international cooperation.

In addition, it is necessary to promote innovation, entrepreneurial spirit and digital transformation to respond to new changes. Build a startup and innovation ecosystem, encourage student startups, create a practice environment through Hackathons and programming competitions.

We also need to strengthen cooperation between schools and businesses: Cooperate in training according to the "learning by doing" model, invite experts from businesses to teach, build research and development (R&D) centers and create conditions for students to participate in research projects and practical applications in businesses.

Finally, it is necessary to promote international cooperation and seek support from leading technology corporations to improve training quality.

The role of the Vietnam Association for Information Technology, as a bridge between the information technology community, businesses, research institutes and state management agencies, plays an important role in implementing Resolution 57.

This is reflected in many aspects and throughout all activities of the Association.

Firstly, the Vietnam Association of Information Technology is a bridge between scientists, experts, leading enterprises in the field of IT and state management agencies. Through activities such as organizing seminars, talks, forums, we will create a space for exchanging, discussing, and proposing solutions to promote science and technology, innovation and national digital transformation.

Second, the Vietnam Association of Information Technology has a team of leading experts in the field of IT who will actively participate in building, consulting, and reviewing policies related to IT and digital transformation, contributing to creating a favorable legal environment for the development of the IT industry.

Third, the Vietnam Association of Information Technology is a bridge between universities specializing in IT training and businesses to train in "hot" professions that businesses need... especially in new fields such as AI, Big Data, and network security.

Specifically, the Vietnam Association of Information Technology promotes the following activities: Policy consulting (contributing ideas, proposing specific mechanisms to support technology enterprises, promoting scientific research and innovation), Community connection (creating a platform for experts, researchers and enterprises to exchange about technology trends and digital transformation).

At the same time, disseminate knowledge (organize seminars and forums to raise awareness and digital skills for society), promote startups (support technology startups to access financial resources, advice and connect with investment funds).

In the longer term plan, Vietnam Association of Information Technology actively participates in building strategies:

Consulting to support the Government in concretizing policies in Resolution 57, especially in the field of national digital transformation, organizing national forums (inviting experts from the US, Europe, Korea, Israel, Singapore to share experiences, creating opportunities for cooperation and learning)

Boost training: Implement IT skills certification programs, update new trends such as AI, blockchain, cloud computing for students and current human resources,

Local support: Consulting provinces and cities to build a digital transformation roadmap suitable to actual conditions, Strengthening international cooperation: Linking with global IT organizations to attract investment and transfer technology to Vietnam.
