This is the information given by Standing Committee member of the City Party Committee, Head of the Organization Committee of the City Party Committee Vu Duc Bao in the report on the results of Party building work in 2024, presented at the 21st Conference of the Hanoi Party Executive Committee, which took place on the morning of January 21.
Head of the Organizing Committee of the City Party Committee Vu Duc Bao said that 2024 is an important year to implement the goals and targets of the Resolution of the 17th City Party Congress; the year to synchronously implement tasks and solutions to concretize Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045" and the 5-year programs and plans for 2021-2025 of the City, although Hanoi Capital and the whole country have to face many difficulties and challenges, especially the situation of natural disasters, storms, floods, and climate change that are unusual and sometimes beyond forecast; however, the City Party Committee and Party committees at all levels have closely followed the direction of the Central Committee to focus on leading, directing, and promptly and drastically implementing political tasks, achieving quite comprehensive and effective results.
Accordingly, the City has completed many important strategic tasks to create a premise for the development of the Capital in the coming period, such as: The Capital Law 2024 was passed by the National Assembly with outstanding mechanisms for development; 2 Capital Plannings were approved by the Prime Minister. The Capital's economy continues to recover. State budget revenue in the area increased; economic structure shifted towards sustainability (increasing the proportion of trade - services, especially revenue from tourism and cultural activities); production, business activities; urban management and development changed positively; urban infrastructure was well maintained; cultural and social fields continued to develop, education quality was maintained; social security was ensured; national defense, political security, social order and safety were maintained. Proactively responding and resolutely implementing measures to overcome the consequences of fires, storms, floods. Foreign affairs and international integration activities continue to be effectively implemented.
The city focuses on concretizing and thoroughly implementing the directives of the Central and City on Party building and personnel work. Resolutely deploy key tasks and strategic tasks related to the development of the capital such as implementing Directive 35-CT/TW of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party. Resolution 1286/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Hanoi in the period of 2023 - 2025. Accordingly, from January 1, 2025, Hanoi will have 526 commune-level administrative units (reduced by 53 units), including 160 wards, 345 communes and 21 towns. Deploying the summary of the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
Regular and key contents in propaganda work, Party building organization, inspection, supervision, mass mobilization, internal affairs, and Party Committee offices continue to be implemented synchronously, achieving comprehensive results. The effectiveness and efficiency of government operations at all levels have been enhanced. The role of the Vietnam Fatherland Front and socio-political organizations has been increasingly promoted, operating practically and closely with the grassroots. The leadership of Party Committees in implementing socio-economic development tasks, ensuring national defense and security has been closely concerned, maintaining political security and social order and safety, overcoming difficulties and challenges, ensuring a peaceful life for the people of the capital.
The city also proactively directed the preparation for the Party Congresses at all levels and the 18th City Party Congress. Leaders successfully organized the Congress of the Vietnam Fatherland Front, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi, the 8th Congress of the Vietnam Youth Union of Hanoi, term 2024 - 2029, the "Exemplary Veterans" emulation congress for the period 2019 - 2024, and the mid-term review of the implementation of the Resolution of the Women's Congress for the term 2021 - 2026.
In addition, administrative reform in the Party and digital transformation in the political system have been resolutely directed, deploying software applications in operational activities and professional tasks; directing the construction and putting into operation the City Party Committee's Data Integration Center to initially meet the requirements of exploitation and use.
Specifically, in 2024, the whole city established 104 Party organizations (reaching 115.56%); admitted 1,024/903 new Party members, including 13 private business owners. To date, the total number of Party organizations in non-state enterprises is 2,482 Party organizations. The whole city has consolidated 18/20 grassroots Party organizations monitored by the City and District Steering Committees, the remaining 2 grassroots Party organizations will be transferred to 2025 for continued monitoring.
The city also deployed 50 party committees under the City Party Committee and 579 communes, wards and towns to use the online version of the software "Operation and management of party members" and 2,560 grassroots party committees and branches to use the offline version; standardizing data of party members and 3,284 party organizations on the software.
The Standing Committee of the City Party Committee conducted 1 inspection of 48 Party organizations and 14 Party members and 2 supervisions of 15 Party organizations and 11 Party members. Lower-level Party Committees inspected 1,472 Party organizations and 1,051 Party members; supervised 1,072 Party organizations and 1,261 Party members.
During the past year, the Inspection Committees at all levels in the City Party Committee inspected 126 Party organizations and 261 Party members when there were signs of violations; completed the inspection and concluded that 98 Party organizations (accounting for 77.8%) and 216 Party members (accounting for 82.7%) had violated; 26 Party organizations (accounting for 26.5% of the violating Party organizations) and 107 Party members (accounting for 49.5% of the violating Party members) had to be disciplined.
Regarding the work of preventing and combating corruption, 7 cases have been resolved; 12 cases have been transferred to the Steering Committees of districts, towns and city Party Committees for monitoring and urging the resolution of 12 cases; 28 cases have been continued to be urged and directed for resolution (including 9 complicated and prolonged mass complaints)...
