Maintain the role of supporting the economy

After only 9 months, Thanh Hoa's food output has reached more than 1.56 million tons, exceeding the plan for the whole year of 2024 by 1.4%. With the value of livestock, forestry and fishery all reaching thousands of billions of VND, Thanh Hoa's agricultural sector deserves to be a pillar and foundation for the province's economic development.

Modernize to increase value

Thanh Hoa's 2024 autumn-winter rice crop was about to be harvested when the floods following storms No. 3 and No. 4 last September seemed to want to sweep everything away. Although the storm's eye did not hit Thanh Hoa, heavy rains and floods caused the collapse, flooding, damage and impact on the yield of about 3,206 hectares of rice and many other crop areas. With timely irrigation and drainage solutions, the rice crop still achieved an average yield of 56 quintals/ha. Combined with the previous spring-winter crop, which had the highest harvest in history, and other agricultural crops growing well without pests and diseases, the province's food output in the first 9 months reached 1.56 million tons, equal to 101.4% of the yearly plan.

The remarkable thing about Thanh Hoa's crop production sector in recent years is that it is being strongly innovated towards modernization. According to Mr. Vu Quang Trung, Head of Thanh Hoa Crop Production and Plant Protection Department: "The production organization method has been changed from small-scale farming to concentrated, developing on an increasingly large scale, with cooperation with enterprises, cooperatives and between household groups. In recent years, the whole province has had more than 80,000 hectares of crops through production linkages, accounting for about 30% of the total crop area. Thanh Hoa is also the first province in the country where the Provincial Party Committee issued a separate resolution (Resolution No. 13-NQ/TU, January 2019) on land accumulation and concentration to develop large-scale, high-tech agriculture. Since then, the whole province has accumulated more than 3,200 hectares of agricultural land of all kinds. This is the basis for organizations, individuals and businesses to invest in science and technology, and is a resource to develop modern production models.

In the last autumn-winter rice crop, Tho Xuan district piloted the planting of 10 hectares of organic rice in Ngoc Trung village, Xuan Minh commune. Unlike traditional farming, rice is cultivated according to a safe production process, without using chemical fertilizers and toxic pesticides, and is supplemented with nutrients through leaves by spraying organic fertilizer from imported fish protein. Households participating in the model are guided by affiliated enterprises and local cooperatives in techniques and training on cultivation stages. Not only ensuring safe production, the rice yield in the model also reached 60.2 quintals/ha, 2.2 quintals higher than mass production areas in the same field. Although it is only the first pilot crop, this new farming direction is changing awareness and modern rice farming methods, meeting market demand for rice products. Also a traditional crop but with a new cultivation direction, Tho Xuan in particular and the whole province in general are gradually approaching many domestic and foreign markets for agricultural products.

According to the agricultural sector, the province has developed 220 hectares of greenhouses for high-tech agricultural production. Each year, localities maintain about 2,000 hectares specializing in the production of rice, corn and vegetable varieties, applying modern production methods. About 50,000 hectares of cultivated land are also mechanized every year in production stages, with machines replacing manual labor, increasing labor productivity and economic efficiency many times over.

In many forums as well as practical guidance of the agricultural sector, and with the active initiative of production entities, Thanh Hoa agriculture is moving towards the application of modern science and technology, organic production, and circular production. Agricultural development is also oriented towards comparative advantages based on the selection of products that the market needs and absolute advantages in some regions such as growing native fruit trees, winter vegetables, etc.

Ensuring stability and social security

Although it does not bring as much value as the industrial sector, nor can it compare in terms of revenue with the trade and service sectors, agriculture is the economic sector that creates the most jobs, closely associated with the majority of people in the province. Especially in rural areas, agriculture still brings the main source of income and creates stability for hundreds of thousands of households. Developing agricultural production, first of all, stabilizes food security, ensures the maintenance of household economy, so that authorities at all levels and people can continue to develop the economy and society.

Talking about the role of agriculture, Head of the Thanh Hoa Department of Cultivation and Plant Protection Vu Quang Trung shared: “Over the years, Thanh Hoa province has identified agriculture as the foundation and pillar of the economy. Developing agriculture is primarily for the purpose of ensuring stability and social security. That is the “root”, the condition for the development of other economic sectors as well as the socio-economy in general. It is most evident during the COVID-19 pandemic, when other economic sectors stagnated, a large part of the labor force in society was unemployed and had no income, agriculture still developed stably. Agricultural products returned to serve the entire population to make a living and survive the most difficult period...”.

According to statistics from the Department of Agriculture and Rural Development, in the first 9 months of 2024, the production value of the crop sector alone reached VND 9,405 billion, an increase of 2.1% over the same period. The total cultivated area was 389,758 hectares, reaching 100.5% of the plan. Of which, the winter crop was planted on 47,088 hectares; the spring crop was planted on 190,670 hectares; the autumn-autumn crop was planted on 152,000 hectares, reaching 100% of the plan. The total food output of the whole sector in the first 9 months reached 1,561,518 tons, equivalent to 101.4% of the yearly plan. At the same time, the whole province converted nearly 1,580 hectares of low-economically efficient rice land to grow crops with higher economic efficiency. The value of crop products per hectare of cultivated land in Thanh Hoa has reached 125 million VND/year, an increase of 5 million VND/ha compared to 2023.

Along with cultivation, the livestock industry also achieved great results with a total production value of about VND5,586 billion, up 4.8% over the same period. This is thanks to localities focusing on directing the development of livestock farming to ensure biosafety. In the context that neighboring provinces have had epidemics in pigs and poultry, the work of preventing and controlling diseases for livestock has been directed strongly and well controlled. Up to now, the whole province is maintaining a herd of 122,110 buffaloes, 232,000 cows, 1.223 million pigs, and 26.95 million poultry. The output of fresh meat in the first 9 months reached 233,635 tons, up 6.8% over the same period. The output of poultry eggs was 221.65 million, and fresh milk reached 47.29 thousand tons.

Although not too large, the production value of aquaculture and forestry activities of the province in the past 9 months also reached the value of "trillions", respectively 3,487 and 1,182 billion VND. These are the 2 stable "pillars" to contribute to the overall success of the whole industry, and are the source of income to stabilize the lives of households in mountainous areas and coastal plains.

With 1,386 enterprises, 772 cooperatives and 2 cooperative unions, 1,058 farms, 1,266 cooperative groups operating in the agricultural sector and millions of dynamic producers in the province, they are continuing to make efforts to develop production and business. The Department of Agriculture and Rural Development also identified 13 "bottlenecks" in agriculture to focus on removing, striving to exceed many targets set for 2024.
