Proposal of 91,000 billion VND to universalize preschool education for children from 3 to 5 years old

Specifically, the Ministry of Education and Training proposed to support the cost of education for 3-5 year old children of workers (with labor contracts) in industrial zones. Currently, tuition fees for this group in localities range from 10,000 - 220,000 VND/month, except for 5 year old children who are exempted.

Public preschool teachers recruited from the 2025-2026 school year will also receive an attraction allowance, paid at a minimum of 12 months of basic salary (currently about 28 million VND). Recruits must commit to working for at least 5 years; at the same time, invest in developing a network of schools and classes to meet universalization requirements, with priority given to disadvantaged and extremely disadvantaged areas, ethnic minority areas, mountainous areas, border areas, coastal areas, and islands.
