August internal affairs meeting

Comrade Tran Quoc Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee concluded the conference.

In August, under the leadership and direction of the Party Committee, the government, and the internal affairs agencies, the internal affairs work in the province achieved many important results. The political security situation, social order and safety were ensured; the fight against crime had positive changes. During the month, 12/12 cases were investigated and clarified, 22 subjects committing crimes against social order were arrested (an increase of 2 cases compared to the previous month); 57 cases were discovered, arrested and handled, 73 subjects committing drug crimes, 1,086g of heroin, more than 278g of synthetic drugs, nearly 417.5g of opium were seized; people were mobilized to hand over 77 guns of various types, 510 lead bullets... contributing to limiting factors that complicate security and order. The two-level procuracy, people's court, and civil judgment enforcement agencies have strictly controlled the reception and handling of denunciations and recommendations for prosecution, ensuring timely settlement and trial of all types of cases. The inspection and settlement of complaints and denunciations have achieved many results. The entire inspection sector has conducted 24 administrative inspections, discovering economic violations of more than 3 billion VND. All levels and sectors have organized 139 receptions with 161 citizens.

Comrade Pham Duc Toan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, gave his opinion at the conference.

The conference focused on discussing and clarifying the security situation in the area, especially cyber security, rural security, religion, drug crimes; border security situation; traffic safety work; the situation of people leaving the country to Laos; the settlement of spontaneous markets; local defense work; progress in resolving outstanding issues at key projects; site clearance for some projects (Thanh Hung and Thanh Luong bypasses); water source security; investigation and handling results related to the case of 20 people in Co Puc village, Hua Thanh commune (Dien Bien district) being poisoned by drinking water suspected of containing herbicides. Violations of forestry laws, illegal transportation of animals, etc.

Concluding the conference, Provincial Party Secretary Tran Quoc Cuong emphasized that in August, a number of hot spots emerged regarding the situation of illegal drug trafficking, transportation, and use; traffic safety work; the warning sign system at construction sites has not received due attention; traffic safety signs are still lacking and limited. The traffic accident on the morning of September 5 in Thanh Binh Ward, Dien Bien Phu City, which killed two students on the spot, was partly due to the lack of traffic signs (the national highway turned into a construction site road, but the sign was placed deep inside). Regarding water security, it is necessary to strictly manage and increase warnings about environmental pollution and water security; request relevant authorities (Department of Agriculture and Rural Development; Department of Science and Technology; Department of Health) to get involved, study, consider, and review documents regulating water safety. In the work of site clearance for projects, it is necessary to strengthen propaganda and dissemination of legal regulations, not compromise with the people; at the same time, optimize the application of policies that benefit the people, not seek to benefit the people against the law. Regarding personnel work, it is recommended that localities review cadres, and replace those who show signs of procrastination, lack of responsibility, fear of making mistakes and do not want to work immediately with those who are capable, qualified, and enthusiastic about their work.
