Prime Minister launches the "Digital Literacy" movement for all people

On the afternoon of March 26, at Hanoi University of Science and Technology, Prime Minister, Deputy Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation Pham Minh Chinh attended the launching ceremony of the movement and the launch of the "Digital Popular Education" platform.

Previously, on November 18, 2024, General Secretary To Lam, Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, requested the launch and implementation of the "Digital Popular Education" movement. At the ceremony, Prime Minister Pham Minh Chinh and other leaders and delegates performed the launching ceremony of the movement and launched the "Digital Popular Education" platform at https://binhdanhocvuso.gov.vn/.

A particularly important and urgent task is to "eliminate ignorance" about digital transformation.

Speaking at the event, Prime Minister Pham Minh Chinh stated that this is an important task to concretize the Party's guidelines and policies in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation; responding to and implementing the direction of General Secretary To Lam on lifelong learning and implementing the "Digital Education for All" movement.

According to the Prime Minister, the "Digital Literacy for All" movement has important and deeply humane significance for the country's development, demonstrating the determination of the Party and State in the cause of developing a digital nation, digital government, digital economy, digital society, digital citizens, and developing rapidly, comprehensively and sustainably. "The country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science, technology, innovation and digital transformation. We must carry out a particularly important and urgent task, which is to popularize knowledge, technology on digital transformation, digital skills for all people, that is, to "eliminate illiteracy" about digital transformation," the Prime Minister stated.

Reviewing some outstanding results in national digital transformation in recent times, the Prime Minister said that the digital government has achieved many positive results, the rate of online public services throughout the process reached 45%, people logged into the National Public Service Portal using the VNeID platform, with more than 93 million visits. Digital infrastructure has developed strongly, 5G has been commercialized, international internet speed has increased sharply; 96.4% of villages and hamlets have fiber optic internet, 82.9% of households use broadband fiber optic internet. The digital economy has made great strides, contributing 18.3% of GDP, with a growth rate of 20% per year. E-commerce continues to grow strongly (28 billion USD in 2024, up 36%). Cashless payments are widely deployed (average annual growth rate of 57%). Digital data has been built and exploited intensively, with 10 key national databases, of which the national population database has been connected to 18 ministries, branches, and 63 localities, serving more than 1.8 billion queries...

Pointing out the shortcomings and limitations in digital transformation in recent times, the Prime Minister said that the awareness and actions of Party committees, Party organizations, and authorities at all levels, especially leaders, regarding digital transformation are still limited. There is still a mentality that digital transformation is something that happens somewhere, belongs to someone else, not to oneself, to one's unit or agency. The work of perfecting institutions, mechanisms, and policies is still slow, not keeping up with practical requirements.

Ministries, departments, branches and localities basically do not have a breakthrough project on digital transformation. The quality and efficiency in providing and using online public services are not high; many applications and systems have been developed, but they are still fragmented, incomplete, and have not formed many large-scale, shared digital platforms. Data has been formed, but is still fragmented, not connected, shared and exploited effectively, with the potential risk of information leakage.

Human resources specialized in digital transformation in agencies and organizations are still lacking and uneven. Digital skills are not yet widely popularized in society.

A nationwide, comprehensive, far-reaching movement, leaving no one behind.

Regarding the viewpoint and guiding ideology, the Prime Minister stated that the "Digital Popular Education" movement is closely linked in name, core values ​​and lessons learned from the previous "Digital Popular Education" movement - one of the most successful movements in the history of the Vietnamese revolution. Therefore, the "Digital Popular Education" movement must become a revolutionary movement, for the entire people, comprehensive, encompassing, far-reaching, leaving no one behind. The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, so we only discuss doing, not retreating. If the movement wants to "live long", it must bring practical results, must harmonize individual interests and common interests, between individual interests and collective interests, the interests of the Fatherland and the country.

This movement must be an important political task, a command of the heart, a smart thinking of the mind, a decisive action of each citizen; must arouse and spread the revolutionary spirit, the tradition of great solidarity, the spirit of self-reliance, self-confidence, self-reliance, self-strengthening and national pride; must definitely be completed according to the set schedule; compete to achieve achievements towards celebrating major holidays in 2025 and welcoming party congresses at all levels, towards the 14th National Party Congress.

Each party member, cadre and civil servant must be a pioneer and exemplary in implementing the movement, creating a strong change in awareness and action; transforming the process of learning, training and applying digital knowledge and skills into the personal needs of each person; promoting the reduction of training and coaching costs; aiming for complete free provision for the disadvantaged, remote areas, border areas and islands. The spirit is "going to every alley, to every house, guiding every person" and with the motto "Fast deployment - Wide connection - Smart application".

One goal, two promotion, three guarantees, four key tasks

The Prime Minister proposed focusing on implementing "One goal, two promotion, three guarantees, four key tasks" in implementing the movement.

One goal is to popularize basic digital knowledge and skills for all people in a revolutionary, all-people, comprehensive, inclusive, and far-reaching spirit, leaving no one behind. Two promotions include: promoting and mobilizing comprehensively and effectively the resources of the state, society, businesses, and the entire population; promoting the cultural traditions, love of learning, lifelong learning spirit, and aspiration to rise up of the Vietnamese people. Three guarantees are: ensuring open and appropriate mechanisms and policies to implement the movement practically and effectively; ensuring smooth infrastructure, synchronization, connectivity, flexibility, no formality, embellishment, and targeting the right people; ensuring effective use of resources, enhancing transparency, fighting negativity, corruption, and waste.

Four key tasks include: First, the task of building a digital learning ecosystem (developing a digital learning platform for the entire population, applying artificial intelligence and big data). Second, the task of building a mechanism to encourage and motivate learning (introducing digital skills into the labor assessment and recruitment system; incentives for disadvantaged groups; encouraging businesses to participate). Third, the task of building and improving the capacity of digital lecturers (developing a team of digital lecturers and volunteers; mobilizing union members and association members to participate). Fourth, the task of building an effective inspection, monitoring and evaluation mechanism (building an evaluation mechanism; promoting information and propaganda; conducting independent monitoring from social organizations, the press and the community to ensure transparency).

To successfully implement the "Digital Education for All" movement with the above determination, expectations, viewpoints and goals, the Prime Minister requested that Party committees and authorities at all levels, especially leaders, need to take the lead in improving digital capacity, promoting digital transformation at localities and agencies, considering this a key task, linked with administrative reform and socio-economic development; creating conditions for people to access digital skills, services, digital platforms, taking people and businesses as the center and driving force of digital transformation. The Fatherland Front, socio-political organizations, business community and people need to actively respond to the movement. Technology enterprises play a pioneering role, popularizing digital skills through appropriate platforms, services and solutions; accompanying the government and people in the digital transformation process...

With high political determination, with the spirit of solidarity, creativity and strong aspirations for national development, the "Digital Education for All" movement will spread widely, creating motivation and inspiration for everyone, bringing benefits to all people and to the nation, all for the goal of building a rich, civilized, prosperous country, with people increasingly prosperous and happy.
