Accelerating digital transformation in Quang Tri province

The Resolution affirms the role of science, technology (S&T) and innovation (I&T) as a key driving force to promote economic growth, increase labor productivity and improve national competitiveness, and at the same time, proposes breakthrough mechanisms and policies, prioritizes and encourages the development of S&T, I&T and digital transformation (DCT). Regarding the implementation of Resolution No. 57 in Quang Tri province, Quang Tri Newspaper interviewed Mr. TRAN NGOC LAN, Director of the Department of Science and Technology, Standing Member of the Provincial Steering Committee on the development of S&T, I&T and DCT in Quang Tri province.

- Sir! How is the province currently implementing Resolution No. 57 in the area?

- Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, on February 24, 2025, the Standing Committee of the Provincial Party Committee issued Action Program No. 144-CTHĐ/TU on implementing Resolution No. 57 of the Politburo; The Department of Science and Technology advised the Provincial People's Committee to issue Plan No. 47/KH-UBND dated March 4, 2024 on implementing Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Action Program No. 144 of the Standing Committee of the Provincial Party Committee on implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, thereby contributing to promoting digital transformation in the province and improving the digital transformation index (DTI) of Quang Tri province.

Currently, the Department of Science and Technology is consulting on the Project on regulations on breakthrough policies to support the development of science and technology, innovation and digital transformation. These are necessary policies and solutions to promote digital transformation in the province in the coming time.

- In fact, in recent years, the province has also implemented digital transformation and achieved certain results. Now, with the promulgation of Resolution No. 57, what are your comments on the resolution's promotion of digital transformation in Quang Tri province in the new situation?

- Infrastructure developed with advanced, modern digital technologies, super large capacity, super wide bandwidth; some strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and some emerging technologies have been gradually popularized.

State management from central to local levels will be carried out in a digital environment, connecting and operating smoothly between agencies in the political system. Databases of departments, branches, sectors and localities will be created, completed and connected, sharing national databases synchronously to exploit and effectively use digital resources and digital data. It is forecasted that a number of data trading floors may be formed in the province. Digital government, digital economy, digital society, digital citizens, and digital cultural industry will develop. Quang Tri will reach the national average in digital transformation.

- What breakthroughs help Quang Tri province to quickly promote digital transformation and what policies does the province need to have to support and prioritize organizations, people and businesses to implement digital transformation, sir?

- Strengthening information technology (IT) infrastructure; developing high-quality human resources; developing digital government platforms; promoting digital transformation in enterprises are breakthroughs that help accelerate digital transformation in the province. In particular, one of the breakthroughs that requires the participation and support of the province's youth union members is developing digital services for people and raising public awareness about promoting digital transformation.

Currently, the Department of Science and Technology is consulting on the Project on regulations on breakthrough policies to support the development of science and technology, innovation and digital transformation. One of the important policies is to support the application of IT and digital transformation for small and medium enterprises, cooperatives, production establishments, business households, organizations and individuals in the province.

Accordingly, 100% support for the value of consulting contracts, training on digital transformation solutions for enterprises on business processes, management processes, production processes, technology processes and business model transformation. 100% support for costs for enterprises to purchase (or rent for the first 2 years) digital platforms serving the enterprise's digital transformation process.

Support 100% of the contract value for consulting on successful account registration, maintaining accounts to sell products and services on international e-commerce platforms. Support the application of digital technology, automation of smart agricultural farming models, post-harvest technology and large-scale agricultural processing in rural and mountainous areas...

- In the coming time, what orientations and goals will Quang Tri province set to implement Resolution No. 57, sir?

- Plan No. 47/KH-UBND dated March 4, 2024 of the Provincial People's Committee identifies: The goal by 2030 is: The scale of the digital economy strives to reach 20% of GRDP; the rate of people and businesses using online public services (DVC) strives to reach over 80%; non-cash transactions strive to reach over 80% and 80% of people have electronic payment accounts.

By 2045, develop 6G infrastructure to cover the entire province, build a regional data center, complete the smart urban system in Dong Ha city and towns, develop a smart traffic system for the entire province; provide 100% of high-level online public services on demand; build a comprehensive smart management system, complete the province's digital database and connect with the country; build a comprehensive network security system, ensuring data security for people and businesses.

To achieve the above goals, the province focuses on the following solutions: Raising awareness, making breakthroughs in innovative thinking, strong political determination, resolute leadership and direction, creating new momentum and new spirit in the whole society regarding digital transformation.

Specify mechanisms and policies to promote digital transformation in accordance with the practical situation of the province. Increase investment and improve infrastructure to serve digital transformation. Develop human resources and make good use of talents to meet digital transformation requirements. Support enterprises in digital transformation. International cooperation in digital transformation.
