After more than 3 years of implementing the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period (National Target Program 1719) in Lao Cai province, many positive results have been achieved.
With the supervisory role of the Vietnam Fatherland Front at all levels, "bottlenecks" and obstacles have been promptly removed, contributing to improving the effectiveness of policies in ethnic minority areas.
Promoting the role of the Front in implementing the National Target Program 1719, along with propaganda and mobilization of the purpose and significance of the program among ethnic minorities, the Lao Cai Provincial Fatherland Front Committee has proactively participated in monitoring to contribute to bringing the Programs and projects closer to ethnic minorities. During the implementation of the component projects of the National Target Program 1719, the Standing Committee of the Lao Cai Provincial Fatherland Front Committee has developed a monitoring plan in a number of key districts and organized delegations to monitor the overall Program.
Specifically, the Standing Committee of the Lao Cai Provincial Fatherland Front Committee has organized supervision of the implementation of solutions to the shortage of residential land, housing, production land, and domestic water in Bac Ha district; Supervised the implementation of planning, arrangement, and settlement of residents in necessary places in Van Ban and Bao Yen districts. Through supervision activities, the Fatherland Front has promptly detected difficulties and obstacles in the implementation process and organization in localities, thereby reflecting opinions and recommendations to relevant agencies to ensure the implementation of support policies suitable to local conditions and meeting people's aspirations.
Commenting on the difficulties in the implementation of the National Target Program 1719, Mr. Ly Van Hai - Chairman of the Lao Cai Provincial Fatherland Front Committee said that many current policies are not applied stably, the determination of beneficiaries based on the delimitation of areas according to the level of development makes it difficult to implement ethnic work and ethnic policies at the local level in ensuring the goals of education - training, health, economic life... for ethnic minority areas, highland and border areas.
For example, for Project 1 on “Solving the shortage of residential land, housing, production land, and domestic water”, in reality, many localities in the province have not yet planned land use or adjusted land use planning. Along with that, the situation of people not being granted Land Use Right Certificates or registering land use rights for the land area that has been managed and used is quite common, so there is no basis to determine that households lack production land according to regulations.
2024 is the year of acceleration to implement the goals and tasks of the National Target Program 1719 Phase I from 2021 - 2025. Lao Cai province is focusing on accelerating the disbursement of the Program's capital to contribute to stabilizing the lives and developing the socio-economy for ethnic minorities. As with Project 1, we continue to focus on addressing those who do not have residential land or lack agricultural land, ensuring that households are arranged and stabilized. Based on the allocated capital, localities continue to address the housing shortage, speeding up the progress of houses under construction that have not been completed. Currently, the province has built 148/351 houses, and it is expected to complete the construction of the remaining 131 houses in 2024.
In addition to housing support, districts and cities continue to review and make a list of households eligible for decentralized domestic water support; focus on removing difficulties and obstacles for households eligible for support who do not have land use right certificates or are building houses on agricultural land; support people in registering for land use right certificates, etc.
