Number of exams and exam subjects, certificate of completion, no conversion to IELTS 4.0... are new points in the high school graduation exam regulations from 2025.
The Ministry of Education and Training (MOET) has just issued regulations on high school graduation exams. Compared to before, the regulations on high school graduation exams from 2025 have 6 notable new points.
Firstly , the exam is organized into 3 sessions, including 1 Literature session, 1 Math session and 1 optional exam session. Candidates will be arranged according to the optional exam combination to optimize the exam room and score.
Compared to previous years, the 2025 high school graduation exam has one less exam session and two fewer exam subjects, helping to reduce pressure and social costs while still ensuring exam quality.
Second , use a combination of process assessment scores (report cards) and exam results in graduation recognition at a ratio of 50-50. The average report card score of the years is calculated by weight.
According to the Ministry of Education and Training, increasing the rate of using process assessment scores from 30% to 50% helps to more closely assess learners' abilities according to the 2018 general education program (including many other abilities that the graduation exam does not fully assess).
In addition, the report card scores of grades 10 and 11 are also used (with a smaller weight than grade 12) instead of only grade 12 scores as before; this change has the effect of promoting teaching and learning right from when students enter high school.

Third , foreign language certificates will continue to be used to exempt exams in graduation recognition but will not be converted into 10 points as before; the graduation score calculation formula does not include foreign language points in this case.
"This method continues to encourage foreign language learning but aims for greater fairness in graduation exams. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, just like students with an IELTS 8.5 score," the Ministry of Education and Training emphasized.
Fourthly, regarding incentive points, the Ministry will no longer add points for vocational certificates for all candidates; and will no longer add points for IT certificates, foreign languages, and vocational secondary school certificates for candidates in continuing education. This is consistent with the 2018 general education program, and at the same time creates equality because students graduating from both formal and continuing education systems are all awarded the same type of graduation certificate.
Fifth, the Ministry of Education and Training allows foreign candidates to use Vietnamese language certificates to be exempted from the Literature exam in the consideration of high school graduation recognition.
This content is intended to facilitate the recognition of graduation for foreigners studying general education programs in Vietnam, but still ensure basic knowledge of literature through studying this subject in class and taking exams to obtain a Vietnamese language certificate.
Sixth, for the first time, the high school graduation exam has an additional method of transporting exam questions from the exam council's location to the exam printing locations of 63 provinces and cities via the encrypted and secure transmission system of the Government Cipher Committee.
This is an important step forward in applying technology to key stages of the exam organization process. The new method helps to transfer original exam papers quickly and promptly, reducing time and personnel for transportation; it is also an early, remote and important preparation step in the transition from paper-based exams to computer-based exams.
The 2025 high school graduation exam is scheduled to take place on June 26-27. Candidates will only take 4 subjects, including 2 compulsory subjects (Literature, Mathematics) and 2 elective subjects (from the remaining subjects studied in grade 12 including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology). This is the first time that Information Technology and Technology (Industry, Agriculture) have become graduation exam subjects.
Literature will be tested in essay format with a time limit of 120 minutes. The remaining subjects will be tested in multiple choice format, in which Math will have a time limit of 90 minutes, the remaining subjects will have a time limit of 50 minutes.
