After 2 days of urgent, responsible and effective work, the 17th Session of the 18th Provincial People's Council entered its final working session with many important contents.

This morning (December 8), the 17th Session of the 18th Ha Tinh Provincial People's Council conducted important contents and the closing session.

Provincial Party Secretary - Chairman of the Provincial People's Council Hoang Trung Dung, Vice Chairmen of the Provincial People's Council Tran Tu Anh and Tran Van Ky chaired the meeting.

Speaking to receive and explain the contents of concern to delegates and voters, Chairman of the Provincial People's Committee Vo Trong Hai affirmed: In the context of the world situation continuing to develop rapidly, complicatedly, unpredictably, with more difficulties and challenges than forecasted, directly and in many aspects affecting the socio-economy, our province has still achieved positive and important results in all fields.

The economy achieved a high growth rate compared to the national average. The cultural and social fields achieved many outstanding results. Social security work was given attention and achieved practical results. Administrative reform was promoted, many regulations were issued to remove obstacles in policies and mechanisms, promote decentralization, resolve backlogs, and strengthen discipline and order. Political security and social order and safety were ensured.

Notably, economic growth reached 8.05%, ranking 15th out of 63 provinces and cities nationwide, economic growth in 2024 is expected to be at 8 - 8.5%; industry plays a role as a driving force for economic growth (contributing 3.5% to the overall growth of 8.05%); agriculture has a good harvest and good prices, 3,600 hectares of land have been converted (total converted area reached 10,700 hectares); public investment disbursement by November 30 reached 90% of the capital plan assigned by the Prime Minister (ranking 13th out of 114 ministries, branches and localities); directing the good implementation of the Pilot Project to build a province that meets NTM standards...

The Chairman of the Provincial People's Committee analyzed and clarified some issues of concern to voters related to various fields; requested the entire political system, elected representatives, and people of all walks of life to enhance their sense of responsibility, act more resolutely, and have greater determination to strive to successfully implement the set goals and tasks.

In the immediate future, focus on directing winter-spring crop production, disease prevention; resolutely implementing the tasks of budget collection, disbursement of public investment capital; site clearance for key projects; strengthening market management; ensuring the supply of goods at the end of the year; taking care of social security; best preparing conditions to serve people during Tet; promptly resolving incidents at the grassroots level, absolutely not allowing complicated hot spots of security and order to arise...

Concluding the questioning session, Provincial Party Secretary and Chairman of the Provincial People's Council Hoang Trung Dung emphasized: At the 17th session, the Provincial People's Council spent 1 day on the questioning session. Unlike previous sessions, in this session, delegates questioned the members of the People's Committee in a fundamental way. And in the following sessions, the Standing Committee of the People's Council will also question in this way so that members of the People's Committee, heads of departments, including heads of vertical departments directly under the Central Government, will be questioned.

The questions of the delegates reflected the issues that the people and voters are concerned about. Comrade Hoang Trung Dung also frankly acknowledged and pointed out: There are contents, some members of the Provincial People's Committee have not frankly recognized the responsibilities of the industry and the role of the leader; in the process of directing some tasks, there is still a lack of concern, recognizing the difficulties and bottlenecks but being confused in handling and advising; there is still a situation where cadres lack expertise, lack of updating new policies, not really exemplary in behavior and work; there are still signs of lax management in some areas, allowing negativity to occur; some areas of decentralization and delegation of authority are not clear...

In response to questions from members of the Provincial People's Committee, Mr. Hoang Trung Dung requested the Provincial People's Committee and departments to pay more attention to the following contents: Consulting on mechanisms and policies to support agricultural development, strongly developing organic agricultural models, strengthening the management of pesticides, focusing on deep processing, developing and improving the quality of OCOP products, and paying attention to the agricultural product consumption market. Along with perfecting the criteria to recognize 3 districts meeting NTM standards, "eliminating" 2 communes that have not met NTM standards, the whole province must focus on perfecting 10 provincial NTM criteria.

The Provincial Party Secretary also requested to take care of and handle problems and obstacles in the field of natural resources and environment; review projects that have been approved in principle, create favorable conditions for investors and handle projects that are not implemented according to commitments; effectively implement issued policies, promptly support cement, increase budget revenue, promote public investment disbursement; advise on projects and resolutions on the development of Ha Tinh culture and people and successfully organize many major events, creating great influence; strengthen information management, communication, press management; overcome the shortage of drugs, supplies, and biological products in medical facilities; effectively implement vocational training, job creation, and social security care...

Based on the results of the question-and-answer session at this meeting, the Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels and sectors to absorb the opinions of the People's Council delegates and voters, and proactively implement tasks and solutions. Committees, Provincial People's Council delegates and voters monitor and supervise the implementation of the contents answered by the Provincial People's Committee members.
