Receiving opinions and recommendations from voters sent to the 7th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters of Ha Trung district proposed that the province open a bus route Thach Thanh - Ha Trung - Bim Son to meet the travel needs of the people. According to the settlement results: Currently, there are 3 bus routes passing through Ha Trung district, connecting Ha Trung district with Bim Son town, Thach Thanh district, Thanh Hoa city including: Bus route No. 05 and express bus route No. 05 (Bim Son town - Hong Duc University), Bus route No. 07 (Thanh Hoa city - Ha Trung - Nga Son), Bus route No. 08 (Thanh Hoa - Ha Trung - Vinh Loc - Thach Thanh). After the Department of Transport and bus transport businesses reviewed the travel needs of people in Bim Son town, Ha Trung and Thach Thanh districts by bus, the routes of the 3 bus routes mentioned above have basically met the travel needs of people in the province in general, and of people in Bim Son town, Ha Trung and Thach Thanh districts in particular.

Ha Trung voters requested the province to support funding to build Ha Tien Secondary School, which is currently degraded and does not ensure learning. According to the settlement results: According to the decentralization in Resolution No. 176/2021/NQ-HDND, dated December 10, 2021 of the Provincial People's Council, investment in secondary schools is under the expenditure task of the Ha Trung District People's Committee. The provincial budget will support implementation after balancing the source.

Voters of Ha Trung district requested the Provincial People's Committee to continue implementing the project to bring regular police forces to the locality. According to the results of the settlement: The Provincial Police are continuing to advise the Provincial Party Committee and the Provincial People's Committee to lead and direct the implementation of the policy of building a comprehensive regular police force in communes and towns in terms of functions, tasks, powers, organization, cadres, leadership, command, assignment, decentralization, facilities, logistics, techniques, equipment, means... capable of solving security and order issues right from the beginning and at the grassroots level; by 2025, ensuring that 100% of communes and towns have 8 or more staff and have headquarters and barracks that meet the requirements for working and living headquarters.

Voters of Ha Trung district proposed to soon invest in the construction of a Pineapple processing factory in Ha Long commune to stabilize the output of agricultural products. According to the settlement results: The report of the People's Committee of Ha Trung district said that the Pineapple factory project in Ha Long commune has been adjusted in the Ha Long urban master plan until 2045. Currently, the pineapple processing factory project in Ha Long commune has not attracted investors to study and implement the construction. Therefore, the Provincial People's Committee will direct the Department of Planning and Investment, in coordination with the Department of Agriculture and Rural Development, the People's Committee of Ha Trung district, the Center for Investment Promotion, Trade and Tourism to update the Pineapple processing factory project in Ha Long commune to the list of projects calling for direct investment capital of Thanh Hoa province to submit to competent authorities for approval to call for and attract investment.

Voters of Ha Trung district requested the Provincial People's Committee to provide specific instructions on the relocation of households living outside the dike that violate the regulations in Resolution 84 of the Provincial People's Council on flood prevention planning on rivers. According to the settlement results: The Ha Trung District People's Committee has directed functional departments and offices to coordinate with the Ha Trung Dike Management Department to strictly manage and prevent new violations from occurring. The Provincial People's Committee will direct the Ha Trung District People's Committee to develop a resettlement plan and a relocation plan to submit to the Provincial People's Committee for approval when the funding source is balanced.

Voters of Cam Thuy district proposed to support funding for the locality to build a flood-avoiding road from Van Cat of Cam Van commune to Quy Loc commune (Yen Dinh). According to the settlement results: Based on the Submission No. 154/TTr-UBND, dated September 5, 2023 of the People's Committee of Cam Thuy district, the Provincial People's Committee issued Official Dispatch No. 13578/UBND-THKH, dated September 14, 2023, assigning the Department of Finance to preside over and advise on resolving the district's request.

Voters of Ba Thuoc district proposed to invest in building bridges to replace and eliminate temporary bridges, suspension bridges for people, and passenger wharves across the river, including: 3 ferry wharves across the Ma River; 10 suspension bridges for people and 10 other temporary bridges across streams. According to the results of the settlement. Currently, 6 suspension bridges for people in the communes of Ban Cong and Co Lung are being invested in by the District People's Committee to build rigid bridges to replace the bridges for people including: Na Tang Bridge and Ba village bridge, Ban Cong commune and 4 bridges in Co Lung commune: Ta Pa A Bridge, Ta Pa Chang Bridge, Doc village bridge, Lac village bridge. For the remaining 2 suspension bridges including: Chieng Lau Bridge, Ban Cong commune and Lang Xi bridge, Luong Trung commune, they are basically stable and operating normally; 2 suspension bridges: Hang Keo bridge, Luong Trung commune and Na Kha bridge, Co Lung commune - have built spillways for traffic. For 3 ferries across the Ma River and 10 temporary bridges across streams, the District People's Committee has included them in the medium-term public investment plan for the period 2021-2025 and the following years; when funding is available, investment will be made.

Voters of Ba Thuoc district proposed to reclaim and hand over to Ba Thuoc district the management of 433,482 hectares managed by Cam Ngoc Forestry Company in the communes of Dien Quang, Ai Thuong and Dien Thuong. According to the settlement results: The Provincial People's Committee has Document No. 169/TTrUBND, dated November 16, 2023, submitted to the Prime Minister on the proposal to resolve the problem of legal status of forestry companies managed by the Provincial People's Committee. Therefore, after the Central Ministries and branches issued documents guiding regulations on arrangement, innovation and development, improving the operational efficiency of agricultural and forestry companies; The Provincial People's Committee will direct the Department of Agriculture and Rural Development to coordinate with relevant units to advise the Provincial People's Committee to review and rebuild the overall plan to reorganize and renovate Lang Chanh Forestry Company and Cam Ngoc Forestry Company, to have a basis for recovering land from Cam Ngoc Forestry Company and handing it over to the District People's Committee for management in Dien Quang, Ai Thuong, and Dien Thuong communes.

Voters of Ba Thuoc district proposed to upgrade 2 district roads to provincial roads, including: Route from National Highway 217 (Lin Truong intersection, Dien Quang commune) to Dien Thuong commune (Ba Thuoc) to Thach Lap commune (Ngoc Lac); route from National Highway 217 (Dien Thuong intersection) to Dien Ha commune to Cam Thanh commune (Cam Thuy). According to the settlement results: The Provincial People's Committee has issued Decision No. 1014/QD-UBND, dated March 28, 2023, upgrading the district road route from National Highway 217 to Dien Quang commune, Dien Thuong commune (Ba Thuoc) and to Thach Lap commune (Ngoc Lac) to a provincial road (Ngoc Lac town - Thiet Ong/DT.518E). The route from National Highway 217 (Dien Thuong intersection) to Dien Ha commune to Cam Thanh commune (Cam Thuy) is not yet included in the list of routes planned to be upgraded to a provincial road. Propose that the People's Committees of Ngoc Lac and Ba Thuoc districts review and report to the Provincial People's Committee to supplement the planning in the next planning adjustment period.

Voters of Yen Khuong and Giao Thien communes (Lang Chanh) requested the province to pay attention and have practical and specific solutions to allocate forest land under the management of Yen Khuong Border Guard Station and Lang Chanh Protective Forest Management Board to households without production land in Yen Binh village, Xang Hang village, Yen Khuong commune and Hung village, Giao Thien commune. According to the settlement results: Currently, Yen Binh village and Xang Hang village, Yen Khuong commune are two border villages with a total of 212 households, of which 149 households do not have production land. Hung village, Giao Thien commune has 112 households (of which 66 are poor households and 28 are near-poor households), of which 50 households lack production land. According to the settlement results, regarding the allocation of forest land under the management of Lang Chanh Protective Forest Management Board to households without production land: The Provincial People's Committee will direct the Department of Agriculture and Rural Development to direct the Lang Chanh Protective Forest Management Board to coordinate with the Lang Chanh District People's Committee and the People's Committees of related communes to review the land area that is no longer needed, prepare a dossier to request the return of land and send it to the Department of Natural Resources and Environment for appraisal and submission to the Provincial People's Committee for recovery according to regulations; the implementation deadline is in 2024. Regarding the allocation of forest land under the management of Yen Khuong Border Guard Station to households without production land: The Department of Natural Resources and Environment is continuing to urge the Lang Chanh District People's Committee and Yen Khuong Border Guard Station to complete the land recovery dossier according to regulations and appraise it and submit it to the Provincial People's Committee for issuance of a decision; the expected completion time is before June 30, 2024; on that basis, the Lang Chanh District People's Committee is responsible for preparing a land use plan and submitting it to the Provincial People's Committee for approval as a basis for land allocation and land lease according to regulations.

Voters of Lang Chanh district proposed that the province allocate funds to relocate two areas of Tam Van Primary and Kindergarten, located in an unsafe area, at risk of flash floods and frequent flooding during the rainy and stormy season, directly affecting teaching and learning activities, as well as the safety of teachers and students in the commune. According to the settlement results, according to the decentralization in Resolution No. 176/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council, investment in preschools and primary schools is under the expenditure task of Lang Chanh District People's Committee. The provincial budget has supported the construction of Tam Van Kindergarten in Decision No. 4115/QD-UBND dated November 25, 2022; the provincial budget will continue to support the implementation after balancing the capital source.

Voters of Thach Thanh district proposed to support funding for the construction of a road from Thanh Tam and Thanh Cong communes (Thach Thanh) connecting with Ky Phu and Cuc Phuong communes, Nho Quan district, Ninh Binh province, with a length of about 17 km and a road surface of 9 m. According to the settlement results: Currently, the project is under the expenditure task of the district budget. However, the People's Committee of Thach Thanh district proposed that the Provincial People's Committee add the list of roads to the provincial road and invest in construction to serve the socio-economic development needs of the locality. The Provincial People's Committee will direct the Department of Transport to coordinate with relevant units to advise and propose according to regulations.

Voters of Thach Thanh district proposed financial support to invest in the road, the starting point connecting with National Highway 217B in Van Bao village, Thanh Tam commune through Ngoc Trao, Thanh An, Thanh Tho communes, the end point connecting with National Highway 45 in Dong Khanh village, Thanh Tho commune, about 11km long. According to the settlement results: Thach Thanh district People's Council issued Resolution No. 130/NQ-HDND dated February 25, 2023 on deciding the investment policy of the project: Traffic road in Thanh Tho, Thanh An, Ngoc Trao, Thanh Tam communes (phase 1), with a total length of 5.3km; currently, the road is under construction. For the remaining part of the project, the Provincial People's Committee will consider supporting the district to implement it when the resources are balanced.

Voters of Thach Thanh district proposed that the province support funding for investment in renovating and upgrading Provincial Road 522 from Thanh Long Commune gas station to Provincial Road 523 Thanh An Commune (Thach Thanh) with a road length of about 6.0km. According to the settlement results, in 2023, the Department of Transport repaired the section Km8+700- Km9+900 (DT.522) with a total investment of 4.4 billion VND. Currently, implementing Decision No. 4828/QD-UBND dated December 18, 2023 on approving the list of provincial road repair works under the 2024 road maintenance plan, the Department of Transport is repairing the section Km9+900 - Km11+800 (DT.522) with a total investment of 9.0 billion VND, scheduled to be completed in the fourth quarter of 2024.
