General Secretary To Lam requested to focus on resolving 220 long-standing complaints and denunciations in the second quarter of 2025, not allowing security and order hotspots to arise.
On the afternoon of March 17, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Government Inspectorate Party Committee on inspection work and handling of people's complaints and denunciations.
Attending the meeting were Mr. Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission; Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister; Party Central Committee members, leaders of ministries, central departments, branches and Hanoi city.
After listening to Mr. Doan Hong Phong, member of the Party Central Committee, Inspector General of the Government, Secretary of the Party Committee of the Government Inspectorate, report on the implementation of assigned tasks and the delegates discussed and clarified related contents; including proposing solutions in 2025 to focus on resolving 220 long-standing backlog cases; continuing to implement instructions on citizen reception, handling complaints and denunciations; strengthening the Party's leadership in citizen reception; localities proactively grasp the situation, promptly and remotely resolve cases as soon as they arise, not allowing hot spots to occur.
Speaking at the working session, General Secretary To Lam acknowledged the efforts of the Government Inspectorate and the entire inspection sector in receiving people and handling complaints in recent times.
Since the beginning of the term, the inspection sector has handled a large volume of work, ensured the rights of many individuals and organizations, recovered assets for the state, recommended handling of groups and individuals with violations, contributing to strengthening people's trust in the Party and the State.
Pointing out a number of causes of limitations in the work of receiving citizens and handling petitions and complaints in the past, the General Secretary noted that in the coming time, the Party and State will simultaneously implement many major policies and strategies of a revolutionary nature, creating a solid foundation for the country to develop; especially preparing well for Congresses at all levels, towards the 14th National Party Congress; many key national projects and works will continue to be implemented, more or less affecting the interests of individuals and organizations. If not handled well, complicated complaints and denunciations will arise, while hostile reactionary forces and political opportunists will increasingly take advantage to sabotage. Therefore, the work of handling complaints and denunciations must receive more attention.
Recent complicated incidents must be resolved completely, and at the same time, synchronous measures must be taken to minimize the occurrence of new complicated incidents.
To achieve that goal, the General Secretary emphasized that Party committees at all levels, Party organizations of sectors and localities must thoroughly grasp and seriously implement Conclusion No. 107-KL/TW, dated December 24, 2024 on continuing to strengthen the Party's leadership in the work of receiving citizens and handling complaints, denunciations, recommendations and reflections; Directive No. 35-CT/TW, dated May 26, 2014 of the Politburo on strengthening the Party's leadership in the work of receiving citizens and handling complaints and denunciations; Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving citizens, having direct dialogue with people and handling people's reflections and recommendations.
Recalling Uncle Ho's advice when speaking to the conference of inspectors in the whole North in March 1960, he said: "People only complain when they are wronged, or because they do not fully understand the policies of the Party and the Government. We must resolve the matter quickly and well so that people can clearly see that the Party and the Government care and are concerned about their interests. Therefore, the relationship between the people and the Party and the Government will be further consolidated," the General Secretary requested that Party committees and authorities at all levels thoroughly implement it.
The Central Inspection Commission, the Central Internal Affairs Commission, and the Government Inspectorate need to strengthen inspection, supervision, review, and handle the responsibilities of leaders regarding the responsibility of receiving citizens and resolving complaints and denunciations, ensuring that these regulations are implemented in the most serious and substantial manner to meet requirements.
The General Secretary requested to focus on resolving 220 complicated complaints and petitions that are regularly brought to the Central Government in the second quarter of 2025, not allowing security and order hotspots to arise; at the same time, review and synchronously implement solutions right from the grassroots level, minimizing the emergence of new cases brought to the Central Government.
Any locality that is irresponsible and allows mass complaints to be filed with the Central Government, resulting in a security and order hotspot, the head of that local Party Committee and government must take responsibility.
The General Secretary assigned the Central Inspection Commission to strictly inspect and consider responsibility for each case and each locality.
The Government Party Committee leads and directs the Government Inspectorate to preside over and coordinate with central ministries, departments and branches to guide and urge provincial and municipal Party Committees and People's Committees to review and resolve the above 220 cases, not leaving it to localities, avoiding focusing only on resolving all the authority without focusing on resolving all the content.
Regarding issues under the authority of the Central Government, timely guidance and resolution are required. Legal issues need to be specifically analyzed and statistics must be collected and proposed to amend and supplement relevant legal documents.
