What solutions are there to recruit party members among students in the current period? Lesson 3

To contribute to the realization of the policy of "Focusing on discovering, nurturing and recruiting outstanding members into the Party" according to the Resolution of the 13th National Party Congress, researching and proposing solutions for developing Party members in general and students in particular is an important task to strengthen the building of a contingent of young Party members with high intellectual level, good qualities, abundant physical strength, and pure morality, contributing to improving the leadership capacity and fighting strength of the Party.

There are still problems and barriers.

Currently, Binh Thuan province has 1 university with 1,889 students, 1 college with 2,702 students, 28 high schools with 38,253 students, of which grade 12 has 12,138 students, grade 11 has 12,652 students and grade 10 has 13,463 students.

According to the assessment of comrade Nguyen Thanh Nam - Head of the Provincial Party Committee's Organization Board, despite great efforts, great determination and positive initial results, in general, the proportion of party members who are students is still low and not evenly distributed in schools and localities. In 2021 and 2022, the whole province admitted 34 students from colleges and universities and 113 students from high schools, but mainly concentrated in schools in Duc Linh district (24 students), Tanh Linh (19 students), Phan Thiet city (18 students), Bac Binh (12 students), Binh Thuan Community College (29 students). Some Party committees have not paid due attention to the work of developing party members among students. There are still a number of students who are indifferent to politics and lack motivation to strive and practice.

Through discussions, the opinions of many high school leaders in the province show that although the number of high school students in Binh Thuan admitted to the Party is increasing, the rate is still low, while the potential is great, but the implementation is still limited. The number of high school students admitted to the Party in recent years still faces many barriers, including the age of admission to the Party. At the time the Party cell considers admission, people joining the Party must be 18 years old (calculated by month) or older. In many cases, union members are students who have been trained for a long time and meet the requirements in terms of moral qualities, awareness and learning results, but after completing the processes and procedures to develop the Party, it usually falls in late May and early August of the year. At this time, 12th grade students have graduated from school. Union members must move to their hometowns while waiting for the results of admission to universities, colleges and intermediate schools. Therefore, the Party Committee in the school cannot make decisions related to Party admission. In addition, individuals selected for Party admission must have good overall achievements in studying, training, and actively participating in Youth Union activities at school and in the locality, so in reality, the number of students who meet the above criteria is not much, so the number of admissions to the Party is still low.

Another reason why the rate of party membership among students is still low stems from the psychology of students and their parents. Many parents just want their children to focus on studying to achieve good results in the high school graduation exam or to study abroad, and do not want to spend more time on other things. There are also students who think that after graduating, they will work for private companies or foreign companies, so there is no need to strive to join the party. In addition, the education and training work to create a source of party members in many educational institutions has not received due attention. These problems have existed for a long time but have not been thoroughly resolved, leading to a waste of an abundant human resource to supplement the party membership.

The whole political system must get involved.

The work of developing party members plays a very important role, and is a part of the work of building the Party. The work of developing party members among students always originates from the political tasks set forth by the Party . With the new situation and revolutionary tasks, our Party is required to constantly supplement the revolutionary force of young party members, contributing to improving the leadership capacity and fighting strength of the Party. Students are a large, intelligent, enthusiastic, and dynamic force, a very important source of young vitality to supplement the party members.

To carry out this task, the entire political system must participate, not only the education sector and general schools, but also Party committees at all levels, Party committees of universities, colleges and the Youth Union. In particular, Party cell secretaries, Party committees and Principals of schools need to have greater responsibility in this work. The Fatherland Front and socio-political organizations focus on strengthening the organization, innovating methods, improving the quality and effectiveness of Party organizations and socio-political organizations in schools, organizing political activities, launching activities, promoting patriotic emulation movements to create an environment for students to participate. At the same time, continue to raise awareness and responsibility of Party committees, Party organizations and organizations in high schools, colleges and universities on developing Party members among students, along with specific actions.

What solutions to successfully implement the Provincial Party Congress Resolution?

On December 14, 2022, Binh Thuan Provincial Party Committee issued Plan No. 117-KH/TU to implement Resolution No. 21-NQ/TW dated June 16, 2022 of the Central Executive Committee (term XIII) on strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period; in which, the target is set: "Every year in the 2020 - 2025 term, admit 2,000 new party members. The annual rate of new party members admitted in the 2026 - 2030 period reaches 3.5% of the total number of party members".

To achieve the set targets, it requires high determination of the entire political system, because in reality, the source creation in localities in the province is facing difficulties, especially the number of elite people in the civil service, public employees, militia, reserve mobilization, and residential areas is decreasing because the elite people who meet the requirements have been admitted to the Party, other people have to go to work far away, and some people lack training and striving. Therefore, determining the development of the Party among students is the right direction, both urgent in the short term and a long-term strategy, in line with the functions and tasks of the Education and Training sector, and in line with current reality.

From the results achieved and current difficulties, it is necessary to propose more specific solutions for Party admission work among students through the issuance of specialized Resolutions, Directives, and Plans on Party development work among students. Research and organize specialized seminars and talks to exchange experiences and replicate the model. In the plan to assign annual Party admission targets, the superior Party committees need to assign specific targets to each school in the direction of striving for each high school to admit at least 2 Party members each year; each college and university to admit at least 15 Party members or over 1% of the number of students studying at the school. District, town, and city political training centers open at least 1 class each year to foster Party awareness for students at the request of the schools. Every year, it is necessary to organize a summary, preliminary assessment, experience drawing, commendation and reward for the Party development work among students . In addition, there must be a shared responsibility and proactive coordination in the work of educating revolutionary ideals and awareness of the Party between schools, localities and the Youth Union. The Youth Union needs to be proactive and flexible, discover typical and outstanding factors, create opportunities for members to strive, practice, mature, and create a source of recruitment for the Party.

Inheriting and promoting the results achieved in the past time, together with the drastic direction of Party committees at all levels in the province, the participation of the entire political system, especially the attention and responsibility of Party committees, school boards, and youth unions of universities, colleges, and high schools, we believe that the work of developing the Party among students in the province will increasingly develop in both quantity and quality, contributing positively and importantly to the excellent completion of the Party member development target set forth by the Resolution of the Binh Thuan Provincial Party Congress, term 2020 - 2025.
