In fact, in previous years, if there were storms and heavy rains in Ninh Binh, Gia Vien district was one of the localities most severely affected. Therefore, every year, the work of preparing for natural disaster prevention and control (PCTT) is deployed and planned very early by all levels and sectors of the district.
At the conference to deploy tasks for 2024, the representative of the District Steering Committee for Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) continued to affirm that PCTT&TKCN is a key, regular annual task. Therefore, to be proactive, this work needs to be fully prepared, specific, timely, suitable to the characteristics of the situation of each locality and each sector, ensuring uniformity in organizing and implementing response measures to natural disaster situations.
Assessing the work of preparing for the rainy and storm season and mitigating natural disasters in 2024, Deputy Head of the District Economic and Infrastructure Department Pham Xuan Binh said: The District Steering Committee for Disaster Prevention and Search and Rescue has been established, conducting inspections and assessments of the current status of natural disaster prevention and control works; the Lac Khoi spillway operation plan and developing a response plan for natural disaster risk levels throughout the district.
Currently, the whole district has dike routes with a total length of nearly 58 km, 6 embankments, 1 spillway, 30 sluices, 1 lock, 16 pumping stations divided into 2 areas: the left and right areas of the Hoang Long River. In general, the dike routes have been concreted and their cross-sections have been expanded. The works are increasingly solidly built. In 2023, the left dike routes of the Hoang Long River and the right dike route of the Day River in the area have been maintained and repaired from the Central dike maintenance and repair fund invested by the Irrigation Sub-Department. Up to this point, the work of flood prevention and control has been directed by all levels, sectors and localities in Gia Vien district, developing plans, preparing materials, human resources, and means for flood prevention and control.
Discussing the preparation of materials, means, and forces to meet the requirements of PCTT&TKCN, comrade Bui Trong Tinh, Vice Chairman of Gia Hung Commune People's Committee said: The PCTT&TKCN Command Committee of the commune has been established, consisting of 27 comrades, the Chairman of the Commune People's Committee is the Head of the Committee. Gia Hung Commune People's Committee has signed a responsibility contract with the District Economic and Infrastructure Department to fully prepare 10 trucks from 5 to 10 tons with full equipment, drivers and vehicles ready to operate when there is a dispatch order from the PCTT&TKCN Command Committee of the district, province and Central, at the vehicle and machinery gathering location.
In particular, the Commune People's Committee is responsible for checking and grasping the number and regular berths of vessels that need to be requisitioned so that they can quickly be mobilized to the assembly point when necessary. At the same time, reminding the vehicle owners to prepare the necessary conditions to be ready for operation and unconditionally comply with the mobilization order of the District Steering Committee for Disaster Prevention and Control...
The Vice Chairman of Gia Hung Commune People's Committee also added that every year, Gia Hung is affected by many floods of the Boi River. Most recently, in 2016, 2017 and 2018, nearly 200 hectares of rice produced in the area outside the dike of Do Luong Agricultural Cooperative and Hoa Tien Cooperative (Gia Hung) were flooded. The commune has 9/13 hamlets with over 600 households living in the area outside the Hoang Long left dike, located in the flood diversion and flood slowing belt in Gia Vien district.
In 2024, Gia Hung commune also identified key dike routes including Cau Than sluice, Mai Phuong sluice, Loi Ha dike, Hoa Tien embankment and 2 spillways. With many years of experience, before the storm season, the Steering Committee for Disaster Prevention and Search and Rescue of Gia Hung commune deployed comprehensive and thorough prevention work with specific response plans: Focusing on mobilizing forces to deal with storms, organizing rescue and relief; promoting measures to protect production, proactively draining buffer water in low-lying areas at risk of flooding, urgently harvesting ripe rice, farmed and grown aquatic products. Strictly implementing the 24/7 on-duty task, with 100% of the force ready to respond when storms make landfall to ensure safety for people and property.
Gia Hung also implemented the "4 on-site" motto well, such as preparing 300 m3 of land, a contract to buy 2,000 bamboo poles or more and 5,000 sacks to contain soil. Along with that, each household prepared 2 sacks to contain soil, 1 bamboo pole 1.5 m long, prepared 7 days of food and fuel for the family... Along with that, to proactively prevent and effectively cope with natural disasters, propaganda work, announcement of forecasts, warnings and telegrams directing and operating storm prevention and control were regularly broadcast on the commune radio station every 30 minutes.
Like Gia Hung commune, at this time, localities throughout Gia Vien district are ready to proactively prevent, promptly respond, and effectively overcome the impacts of natural disasters, in which "prevention is the main task, ensuring absolute safety for dykes, embankments, and culverts and protecting the lives and property of the State and the People". Proactively take solutions to avoid localized flooding in urban and residential areas, especially areas under construction, striving to minimize the consequences caused by natural disasters.
