On January 31 (the third day of Tet), General Secretary To Lam and his delegation offered incense at the Hoa Lu Ancient Capital National Special Relic Site (Ninh Binh).

At the Temple of King Dinh Tien Hoang and the Temple of King Le Dai Hanh (in the Hoa Lu Ancient Capital Special National Relic Site), General Secretary To Lam and the delegation of the Central Government and Ninh Binh province respectfully offered incense before the ancestral altar of Emperor Dinh Tien Hoang; Incense was offered in memory at the Temple of King Le Dai Hanh, who contributed to the construction and protection of the country after the Dinh Dynasty in the 10th century.

Before the souls of the former emperors, General Secretary To Lam vowed to join the entire Party, army and people to continue promoting the revolutionary spirit and patriotic tradition of the nation, unite to overcome all difficulties, and be determined to successfully complete the goals and tasks set out in the Resolution of the 13th National Party Congress, creating momentum to bring the country into a new stage of development, firmly entering a new era - the era of national growth.

On the morning of January 31, General Secretary To Lam and the delegation offered incense at the Temple of King Ly Thai To, King Tran Nhan Tong and the ancestors in the Kinh Thien area, Gia Sinh commune, Gia Vien district, Ninh Binh province.

General Secretary To Lam attended the launching ceremony of "Tree Planting Festival to forever remember Uncle Ho" in the Spring of At Ty 2025, at Dinh Tien Hoang De Square (Hoa Lu city, Ninh Binh province).

At the launching ceremony, the General Secretary emphasized that more than 65 years ago, on November 28, 1959, President Ho Chi Minh wrote the article "Tet Tree Planting", published in Nhan Dan Newspaper under the pen name Tran Luc, calling on everyone, every household, every organization, and every locality to actively compete in planting and caring for trees, analyzing the great significance and practical benefits of planting trees and afforestation.

He pointed out: "This work is inexpensive but has many benefits", "it is also a long-term but gentle competition that everyone from the elderly to children can enthusiastically participate in" and he suggested organizing a "Tree Planting Festival" throughout the country.

His call quickly became a widespread mass movement, receiving positive responses from all classes of people with a spirit of self-awareness and concrete actions.

Since then, every spring, the Tree Planting Festival has truly become a festival for the entire Party, people and army. This is not only an activity with profound traditional significance, but also a concrete and practical action to fulfill Vietnam's strong commitment to the international community and implement the national strategy on climate change, towards a green planet, for the rapid and sustainable development of the country.

Also in the morning of the same day, General Secretary To Lam and the delegation attended the inauguration ceremony of Le Duan Street and Van River Bridge (Hoa Lu City, Ninh Binh Province).

This is an important main axis connecting the East and West of Hoa Lu city, connecting the Hoa Lu Ancient Capital area with the Trang An Scenic Landscape Complex heritage and the Eastern gateway, ensuring synchronous connection and traffic connection between Hoa Lu city and the North-South expressway, opening up space to promote urban development in the South of Hoa Lu city, as well as socio-economic development of Ninh Binh province.

Le Duan Street is nearly 3 km long, with 6 lanes, and construction began in June 2022. Van River Bridge is 65 m long, with 6 lanes synchronized with Le Duan Street, and construction began in March 2023. The total value of the construction volume of the two projects is 386 billion VND.

To date, the projects have been completed, qualified for inauguration and put into use. These are both important traffic projects and at the same time, highlight projects in urban landscape architecture.

These are also key traffic works, chosen by Ninh Binh province to put up signs welcoming the 23rd Congress of Ninh Binh Provincial Party Committee, term 2025 - 2030.
