Regarding the unusual exam scores in the 2024-2025 school year 10th grade entrance exam in Thai Binh province, on August 21, the leader of the provincial People's Committee informed the press that the People's Committee had decided to extend the temporary suspension of Mr. Nguyen Viet Hien, Director of the provincial Department of Education and Training, to serve the inspection of the above exam.

The extension of the temporary suspension is 15 days from August 21. Previously, Mr. Nguyen Viet Hien was temporarily suspended from work by the competent authority for 15 days from July 31 for the same purpose.

The decision to extend the temporary suspension of Mr. Nguyen Viet Hien was made by the People's Committee of Thai Binh province after the Provincial Inspectorate announced the conclusion on the errors in the "Recalling essay test papers" stage of the 10th grade high school entrance exam for the 2024-2025 school year in the province and recommended that the competent authority extend the temporary suspension of the Director of the Provincial Department of Education and Training to continue serving the inspection of contents related to the exam.

Providing information on the initial results of the exam inspection at a press conference held by the Thai Binh Provincial People's Committee on August 20, a representative of the Provincial Inspectorate said that through inspection and verification, the inspection team determined that the cause of the abnormal exam scores in the 10th grade entrance exam for the 2024-2025 school year in the province stemmed from errors in the process of "Recalling essay test scores".

Specifically, during the implementation of "Recalling the essay test scores", the number of test scores checked for hand-matching only reached 0.71%, not ensuring at least 20% of the essay test scores as prescribed in Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.

When errors are discovered (some exam papers are out of sync), the Secretariat does not make a record but only records the information of the candidates with errors and forwards it to the Head of the Exam Steering Committee.

However, the Head of the Exam Steering Committee did not clearly identify the cause and take measures to correct the error through checking the matching of the Secretariat, and did not comply with the regulations in Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.

According to the representative of the Provincial Inspectorate, the Inspection Team conducted manual matching of 100% of the essay exams (no re-grading of the exams), determining that 2,997 exams were out of sync, causing incorrect scores for 2,750 exams.

There were 49 exams with errors in scoring and entering scores, of which 19 exams had incorrect scores compared to the published score sheet.

The total number of essay exams with incorrect scores was 2,769; of which: 1,368 exams had scores higher than the announced scores, 1,401 exams had scores lower than the announced scores.

The total number of candidates with incorrect admission scores is 1,589 candidates; of which 781 candidates have a higher admission score than the announced admission score, and 808 candidates have a lower admission score than the announced admission score.

According to the Provincial Inspectorate, after the inspection process, the inspection team determined that the new admission scores for the first round had changed in 4/12 specialized classes and 11/29 Admission Councils of mass high schools.

The inspection conclusion also said that most of the examination councils had candidates with different total scores, the most being Thai Binh Specialized High School (223 candidates), Quach Dinh Bao High School (157 candidates), Dong Tien Hai High School (141 candidates)...

After the second round of re-evaluation, 11 general high schools and 4 specialized classes of Thai Binh Specialized High School had an increase or decrease of 0.1 to 0.4 points in the entrance standard. In particular, the standard score for the IT major of Thai Binh Specialized High School increased by 0.75 points, leading to 252 candidates going from failing (according to the first announced results) to passing; 258 students going from passing to failing.

“The Head of the Exam Steering Committee and the Secretariat did not comply with the regulations during the implementation of the "Recall of essay test papers" in the 10th grade high school entrance exam for the 2024-2025 school year, leading to the incorrect announcement of the total admission scores of 1,589 candidates, incorrect admission scores for the first round of 4/12 specialized classes under the Admission Council of Specialized High Schools and 11/29 Admission Councils of General High Schools, and incorrect admission results of 510 candidates," the representative of the Provincial Inspectorate stated in the conclusion.

The cause of the violation, according to the representative of the Provincial Inspectorate, was “due to the Head of the Secretariat and related individuals of the Secretariat not fully performing their responsibilities in performing their official duties. The Head of the Exam Steering Committee was irresponsible, did not inspect, supervise and did not promptly report to the Provincial People's Committee about unusual incidents at the exam”.

Speaking at the press conference, Vice Chairman of Thai Binh Provincial People's Committee Pham Van Nghiem acknowledged "this is a very sad incident".

"Although the main responsibility belongs to the Department of Education and Training, the Provincial People's Committee also recognized that there were shortcomings in the leadership and direction of the organization of the exam, which was not closely followed. The Provincial People's Committee would like to apologize to parents and students," said Mr. Pham Van Nghiem; adding that "adults who make mistakes must correct them according to regulations, creating fairness, in the spirit of real learning, real exams, real exam scores."

The leader of Thai Binh Provincial People's Committee affirmed that he is directing the inspection sector to continue clarifying other contents related to the organization of the above exam in the province; clarifying the causes and responsibilities leading to violations of collectives and individuals, handling them according to regulations; directing the Department of Education and Training and related units and localities to urgently implement the inspection conclusions to ensure that the new school year in the province is deployed according to plan.
