(PLVN) - June 26, 2024 is considered a memorable day in the new development phase of Da Nang, when the National Assembly passed Resolution 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.
Resolution 136 has a special provision, dedicating Article 13 with 2883 words to regulate the establishment of the Da Nang Free Trade Zone (FTZ); regulating from objectives, authority, establishment procedures, land policies, investment and tax incentives, customs priorities, infrastructure investment... for the Da Nang FTZ.
Policy breakthrough with Da Nang
According to the roadmap, in the first quarter of 2025, the project will be appraised by relevant ministries and branches and submitted to the Prime Minister for issuance of a decision to establish the Da Nang FTZ.
Speaking with PLVN Newspaper, Mr. Huynh Huy Hoa, Director of the Institute for Socio-Economic Development Research of Da Nang City, said that the FTZ model does not have a complete system of legal documents. However, the outstanding specific policies for Da Nang FTZ stipulated in Resolution 136 are the impetus to promote more strongly the development of the city in the coming time.

The Director of the Institute for Socio-Economic Development of the City analyzed that Da Nang has a small area, but has advantages in terms of geographical location and infrastructure. The city is among the very few localities that have both an international seaport and an international airport. Da Nang's seaports all play a key role in the Central region. Many important national routes pass through Da Nang.
The above factors give the city outstanding advantages in economic development, trade, services, and tourism, not only domestically but also in the Southeast Asian region. Da Nang also has strengths in production and high-tech development; it is the leading tourist attraction in the country.
“These are the premises for proposing the pilot establishment of FTZ Da Nang, a breakthrough in policies for the city; a basis for expectations to contribute to strongly attracting FDI capital flows into Da Nang and the Central dynamic region, promoting socio-economic development of Da Nang and the whole region,” said Mr. Hoa.

Sharing the same view, Mr. Vu Quang Hung, Head of the Management Board of Da Nang High-Tech Parks and Industrial Zones (DHPIZA) affirmed that Da Nang has had a lot of experience in building a number of models similar to FTZ such as high-tech parks and industrial parks. This is an important basis for researching new, more specialized, and more advanced policies for FTZ, to successfully develop this model, create new development momentum, and further promote the role of Da Nang in the region and the whole country.
Challenges and opportunities
According to the project, Da Nang FTZ is one of 12 zoning plans of the city, with a total planning area of nearly 1,300 hectares with strategic investment projects such as Lien Chieu port; Kim Lien station on the North-South high-speed railway; logistics center; high-tech park...
FTZ Da Nang is also adjacent to tourist areas and destinations that are shaping and will shape the tourism brand of Da Nang City and the Central region, thereby forming a dynamic area with the potential to attract international corporations to build concentrated shopping centers associated with high-quality services; diversifying commercial and service activities associated with the role of the Central region center of Da Nang City.

Before the National Assembly passed the Resolution to establish the Da Nang FTZ, for more than a year, the city organized many conferences and seminars, sought opinions from ministries, branches and many localities. Many leading experts and scientists also worked day and night so that the city had a basis to submit to the Government a specific policy to pilot the establishment of the FTZ.
However, as a pioneer and pilot project, there may be unforeseen difficulties. Among them, building a completely new legal corridor, mechanism and policy to apply this model in practice is a very difficult task.
The Director of the Institute for Socio-Economic Development of the City assessed that Da Nang will have to find ways to take full advantage of the superiority of this model to serve the common development. If the model is successful, it will be the basis for spreading throughout the country. If it is partially successful, it will also be valuable experience for policy makers to perfect regulations. "To put the policy into practice, Da Nang's work will be more and more difficult, so it must be more determined," said Mr. Hoa.

In the context that Da Nang needs to further develop to consolidate its position as the economic center of the Central region, the establishment of Da Nang FTZ to pilot mechanisms and policies aimed at attracting investment, finance, trade, tourism and high-quality services is both a challenge and a new opportunity for Da Nang.
“The establishment of FTZ Da Nang will create an overall “boost” for the city’s economy in general. This will also be a prerequisite for Da Nang to turn a new page in the city’s development history. FTZ Da Nang will help develop industries, promote the number of visitors to exchange, do business, and work, thereby creating a resonance for the city’s tourism development. FTZ Da Nang has tax incentives and will be an attractive destination for tourists because they have the opportunity to access high-quality goods at reasonable costs.”
