(QBĐT) - In recent times, Quang Binh has promoted the work of preventing and combating corruption, waste and negativity (PCTN, LP, TC), initially creating positive changes. Based on the directive documents of the Central Government and the Provincial Party Committee, the Provincial People's Committee, departments, branches, localities and units have synchronously and effectively deployed PCTN, LP, TC solutions, contributing to promoting socio-economic development, ensuring political security, social order and safety, and consolidating people's trust in the Party and the State.
Clear identification, high determination
On January 3, 2025, the Provincial Party Standing Committee issued Directive No. 39-CT/TU on strengthening the Party's leadership over the work of anti-corruption, anti-corruption, anti-corruption and thrift practice (THTK) in the new situation (referred to as Directive No. 39). Directive No. 39 clearly identified and objectively assessed the situation and results of anti-corruption, anti-corruption, anti-corruption and thrift practice (THTK) in the province in recent years. In addition to the achieved results, the Directive also pointed out the limitations and shortcomings.
That is, the implementation of the Party's guidelines and policies, the State's policies and laws on anti-corruption, anti-waste, anti-corruption and anti-corruption in some places is still slow; the self-awareness of some Party committees, Party organizations, agencies, organizations, units, cadres and Party members is not high; the work of anti-corruption and anti-waste has not been properly recognized and paid attention to.
In some localities and units, there are still incidents of harassment and inconvenience to people and businesses; the detection of internal corruption, waste and waste in some agencies and units is still limited; the recovery rate of lost and misappropriated assets is low; the management and use of land, resources, finance, public assets... contain many potential factors for corruption, waste and waste.
Based on practice, Directive No. 39 has outlined 6 key groups of tasks for the work of anti-corruption, anti-corruption, anti-corruption and anti-corruption in the province in the new situation. The groups of solutions focus on propaganda work; political determination and commitment, specific actions; control of power in areas and activities that are prone to corruption and anti-corruption; publicity and transparency in the activities of agencies, organizations and units; building a mechanism to protect and encourage people to reflect and denounce corruption and anti-corruption acts; strictly implementing the assessment criteria for anti-corruption work, the Index of serving people and businesses.
Directive No. 39 also emphasized a group of solutions on reviewing and evaluating inefficiently used public assets, improperly used public assets, and surplus public assets due to administrative unit and apparatus arrangement for timely handling; overcoming the situation of scattered, fragmented, prolonged, and ineffective public investment; strengthening state management of land, energy, mineral resources, forest resources, public finance, and public assets; urging the implementation of works and investment projects to ensure progress; strictly implementing the task of apparatus arrangement and staff streamlining; comprehensively implementing inspection, examination, supervision, investigation, trial, and execution of judgments to promptly detect and strictly handle violations, focusing on inspection, examination, and supervision of areas prone to corruption, waste, and public opinion and information.
Positive effects
After 3 months of implementing the tasks of 2025, which is also the time of implementing Directive No. 39, initial positive results have been achieved. Many violations have been detected and handled strictly, openly and transparently. The situation of scattered, fragmented and ineffective public investment has been gradually overcome. In particular, State management of land has been strengthened with many strong and drastic solutions to protect resources and promote the economy.
Since the beginning of 2025, through reviewing nearly 40 projects with long-term delays, 4 projects have been revoked and 12 projects are being proposed for revocation. Resolutely revoking delayed projects also opens up new opportunities for investors and businesses with real potential to combat waste, effectively exploit land resources, and create development momentum.
Also in the first quarter of 2025, after many efforts, good news came to the province when for the first time it achieved the achievement of being the leading locality in the Index of serving people and businesses on the National Public Service Portal. This is an impressive achievement because compared to the years 2022, 2023 and 2024, Quang Binh has jumped from 32 to 58 places to take the first position in March 2025. Although happy with the achievements, this is also a big challenge because to maintain a sustainable ranking requires high determination and relentless efforts.
From the positive results achieved, regarding the tasks in the coming time, Comrade Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Anti-Corruption, Anti-Corruption, and Anti-Corruption Le Ngoc Quang affirmed the determination, continuity, non-stop, resolute, and persistent fight against Anti-Corruption, Anti-Corruption, and Anti-Corruption according to the direction of General Secretary To Lam. He emphasized the breakthrough mechanisms and policies to completely resolve projects that are behind schedule, have been backlogged for a long time, are ineffective, and cause great loss and waste; solutions for each project, resolutely withdraw and eliminate unnecessary projects and works to focus on urgent projects, especially in the fields of land, environment, resources, minerals, asset management and use, and public finance. |
Discussing the positive impacts of the work of PCTN, LP, TC and THTK in general, the effectiveness of the province's role as a companion and support for investors and enterprises in particular, Mr. Chu Duc Tuan, Director of Capella Quang Binh Investment Co., Ltd., the investor of the Cam Lien Industrial Park infrastructure construction and business investment project, said that up to now, the project has basically ensured progress, some contents have exceeded the expectations of enterprises. Currently, the unit is urgently clearing the ground, making zoning plans, changing land use purposes, etc.
“Throughout this process, the Provincial People's Committee has actively directed departments, branches, sectors and localities on tasks related to the project with specific deadlines. In particular, in the site clearance work, the enterprise has received effective attention and coordination from departments, branches and localities, so the implementation has been smooth and the people have agreed. These results have accelerated the progress, and it is expected that the project will start construction in 2025 as planned,” Mr. Chu Duc Tuan shared.
At the same time, many other large projects are being accelerated, affirming the role of PCTN, LP, TC and the province's active accompaniment, service and support for people and businesses.
Regarding some concerns about the "gaps" that may appear due to the impact of the merger and streamlining of the apparatus in the coming time, the leaders of the Provincial People's Committee have been directing departments, branches, localities and units to take advantage of time and double or triple their efforts to promptly handle and speed up work progress, creating all favorable conditions for people and businesses.
