According to the Decision, the Minister of Finance is the Chairman of the Council; the Deputy Minister of Finance is the Vice Chairman of the Council.
Council members include leaders of the Ministries of Construction; National Defense; Public Security; Agriculture and Environment; Science and Technology and leaders of the People's Committees of Binh Dinh and Gia Lai provinces.
The Ministry of Finance is the standing body of the State Appraisal Council.
The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Council's standing body shall be implemented in accordance with the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investment.
Members are responsible for providing their opinions within the time limit as requested by the Standing Body of the Council. If they fail to respond within the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding on time. The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that the Project's Pre-Feasibility Study Report is eligible for the Government to approve and submit to the National Assembly for decision on investment policy.
The Council's appraisal costs shall be implemented in accordance with the provisions of Article 12 of Decree No. 29/2021/ND-CP. The Council shall use the seal and account (if necessary) of the Ministry of Finance to serve the Council's operations.
Agencies with members of the State Appraisal Council shall send written nominations to the Council's standing body (Ministry of Finance).
The Ministry of Construction is responsible for providing complete documents related to the appraisal process of the Project's Pre-Feasibility Study Report.
This Decision takes effect from the date of signing and promulgation, April 6, 2025.
