Implementing the Party's guidelines and policies, the State's policies, and the Government's and Prime Minister's directions on science and technology, the industry and trade sector has concretized and synchronized solutions from perfecting policy mechanisms, restructuring science and technology organizations, increasing investment, focusing on human resource development, international cooperation and communication.
These are important orientations for industry and trade units to follow closely in the process of implementing scientific and technological activities to serve the cause of industrialization and modernization.
Specifically, Minister of Industry and Trade Nguyen Hong Dien has just signed Decision No. 337/QD-BCT on promulgating the Action Program of the industry and trade sector to implement Resolution No. 02/NQ-CP of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness by 2025; including breakthrough solutions in institutions and preferential policies to attract, transfer, and master high technology, new and advanced technology in priority sectors and fields.
In addition, the Minister of Industry and Trade also issued Decision No. 116/QD-BCT on the Action Plan of the Ministry of Industry and Trade to implement Resolution No. 03/NQ-CP of the Government on the Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. In particular, it emphasized the use of institutions as a competitive advantage in science, technology, innovation and digital transformation development.
Decision No. 116/QD-BCT clearly states that the Department of Science and Technology is the focal point for synthesizing and advising the Ministry's leaders on the contents of the Law on Science, Technology and Innovation and related laws in the Law-making project to remove difficulties, create a favorable legal corridor to promote science, technology and innovation; simplify administrative procedures, promote decentralization and delegation of power in state management.
In addition, focus investment resources from the state budget, attract non-budgetary investment for science, technology and innovation; accept risks, venture capital and delays in scientific research, technology development, innovation... apply technology in foundational industries, priority industries; develop core technology, strategic technology.
Assess the performance of the Institutes under the Ministry; develop and propose a development roadmap and plan to arrange the Institutes for the period up to 2030, with a vision to 2050; guide the Institutes to develop and implement the Institutes' Development Plan for the period 2026 - 2030; in which, focus on implementing tasks of developing science, technology, innovation and digital transformation associated with priority sectors and fields, strategies of the Ministry of Industry and Trade...
According to experts, in recent times, the state management of the industry and trade sector on science and technology activities has been innovated and improved in a practical and effective manner; creating a favorable environment and healthy competition in research and innovation. The system of legal documents on science and technology in the sector is regularly reviewed, amended and supplemented to better suit practical requirements in the new situation.
Most of the science and technology tasks managed and implemented by the Ministry of Industry and Trade have clear focus, key points and directions, acting as an important lever to encourage science and technology activities and innovation in enterprises. Many corporations and enterprises have established Science and Technology Development Funds to promote science and technology activities and innovation; enhance science and technology potential through in-depth investment, equipment enhancement and training of science and technology human resources.
Mr. Ly Quoc Hung, Director of the Department of Science and Technology (Ministry of Industry and Trade) said that in recent times, the results of scientific research, technology and innovation have been applied in many sectors and fields of the Ministry of Industry and Trade, bringing positive results to businesses. For example, in the field of oil and gas exploration, exploitation and processing, many of the world's newest and most advanced technologies in the oil and gas sector have been applied, bringing strong development to the industry.
Not only applying and mastering modern technology in the world, together with capable domestic research and consulting units, many Vietnamese oil and gas enterprises have researched, manufactured and successfully implemented projects that bring economic efficiency and significance to the region and the world.
According to Mr. Ly Quoc Hung, in the field of electric power, the enterprise has paid special attention to innovating technology and equipment through importing and mastering new and advanced foreign technology to serve the development of power sources, power grids, and domestic power control - dispatch - information - telecommunications systems.
