(Fatherland) - On the afternoon of November 8, in Hai Phong, a conference was held to improve the quality and efficiency of the cultural and sports institutions at all levels.
The purpose of the Conference is to strengthen state management in the field of institutions and culture at all levels; Evaluate the performance of the institutional and cultural system at all levels; Identify directions, tasks and propose solutions for the next phase; Evaluate the implementation of documents on the grassroots cultural and sports institutional system for the period 2020-2024.
Conference Overview
The content of the Conference focuses on assessing the implementation of legal policies in the management and use of cultural and sports institutions at all levels in the period of 2020-2024; pointing out advantages, difficulties, and lessons learned. From there, it raises issues regarding the consultation and implementation of legal policies in the management and use of cultural and sports institutions at all levels in the following years, proposing solutions and recommendations to improve the quality and efficiency of the system of cultural and sports institutions at all levels.
According to the report on the implementation of legal policies in the management and use of cultural and sports institutions, up to now, 42/63 provinces and cities nationwide have planned land for the construction of cultural and sports institutions. Through the implementation of planning, grassroots cultural and sports institutions have been given attention and deployed. Most localities have allocated land for construction, and at the same time invested in the construction, repair, upgrade and renovation of existing institutions to meet the spiritual and cultural needs of the people.
The conference was attended by about 300 delegates.
After a period of changing the mechanism, cultural and sports institutions have now gradually innovated in the method of organizing activities, the facilities have been strengthened, and a number of large-scale, spacious, and beautifully-designed projects have been built. The general trend of the sports and physical training system is to be near schools and apartment buildings, serving the needs of the people at the grassroots level.
The system of cultural and sports institutions at all levels is being gradually consolidated, with synchronous investment in technical facilities such as multi-purpose halls, offices of leaders, professional departments, functional rooms, tables and chairs, sound and lighting equipment, sports facilities, simple sports playgrounds, children's entertainment areas and specialized facilities and equipment... serving cultural, artistic, sports and entertainment activities to meet the needs of the majority of people; contributing to the development of cultural, artistic and sports movements to serve local political tasks, improving the quality of people's spiritual life.
By the end of March 2024, the country had 66 provincial-level cultural institutions (Cultural Centers, Cultural and Artistic Centers, Cultural-Cinema Centers, etc.); 689/705 districts had Cultural-Sports Centers or Cultural Houses, reaching a rate of about 97.7%; 8,207/10,598 communes, wards and towns had Cultural-Sports Centers, reaching a rate of 77.4%, of which 5,625 met the standards (53%); 69,070/90,508 villages, hamlets, and villages... had Cultural Houses, reaching a rate of about 76.3%, of which 44,836 met the standards (49.5%). There were nearly 600 projects that met the standards for national and international sports competitions; 371 stadiums with stands; 222 stadiums with grandstands meeting national standards; 69 swimming pools with grandstands meeting national competition standards, 11,923 other sports grounds, such as shooting ranges, tennis courts, and facilities for organizing competitions for each sport.

Over the years, cultural and sports institutions have been gradually improved to effectively carry out propaganda work, serving political, economic, cultural and social tasks. Investment in technical facilities has been increased, basically meeting the needs of training, performing and organizing activities. Policies on human resources have been focused on, and operating costs have been gradually increased. Along with that, the content and methods of organizing cultural and sports activities have changed to suit actual conditions, contributing to improving spiritual and cultural life, building a healthy cultural environment, and promoting the process of economic and social development.
Cultural and sports institutions at all levels have performed well the function of organizing professional activities and providing vocational guidance, hobby clubs; building and organizing cultural and artistic activities, with increasingly streamlined content and programs, innovative methods, diverse, rich and flexible to suit each target group, meeting the needs of the majority of people.
In particular, in the current situation, cultural and sports institutions not only serve the organization of national, international and provincial events and tournaments, but also serve urgent political tasks such as: Prevention of natural disasters, epidemics, etc.
Visual propaganda and agitation work to celebrate major anniversaries and political events of the country and locality creates an exciting atmosphere, raising awareness of the implementation of the Party's guidelines and the State's policies and laws. Every year, cultural and sports institutions at all levels coordinate with units inside and outside the industry, socio-political organizations to socialize and build movements and organize cultural, artistic, physical education and sports activities that are promoted, focused and of high quality.
At the Conference, delegates presented many quality opinions, contributing to clear orientation for improving the operational efficiency of the cultural and sports institutional system at all levels.
In her concluding remarks at the Conference, Ms. Ninh Thi Thu Huong, Director of the Department of Grassroots Culture, highly appreciated the results achieved by the Departments of Culture, Sports and Tourism and local Departments of Culture, Sports and Tourism in the past time. Through the comments and suggestions, the Organizing Committee has summarized a number of basic groups of issues and proposed solutions.
Ms. Ninh Thi Thu Huong expressed her hope that in the coming time, the units will continue to proactively review Resolutions, Laws, and Decrees related to the industry, under local authority, to advise and propose appropriate solutions and plans to help improve the quality and efficiency of the system of cultural and sports institutions at all levels.
