According to the report of the Ministry of Industry and Trade sent to the Ministry of Home Affairs, proposing a plan to reorganize the apparatus, many functional departments will be reduced, and many units will be merged with many new names.
Ministry of Industry and Trade merges many units
Specifically, the Ministry of Industry and Trade proposed to end the activities of the Party Committees and establish the Ministry of Industry and Trade Party Committee under the Government Party Committee according to the requirements and plans of the Politburo.
End the activities of the Party Committee Office, transfer the tasks to the Party Committee of the Ministry of Industry and Trade. Arrange and consolidate the structure and organization of departments under the Party Committee of the Ministry of Industry and Trade according to the instructions of competent authorities.
At the same time, the following units will be arranged: Ending the organizational model of the General Department of Market Management. Establishing the Department of Domestic Market Surveillance Management based on the functions and tasks of the General Department of Market Management and the Domestic Market Department.
With 63 local Market Management Departments, they will be transferred to the People's Committees of provinces and cities and propose a model of Market Management Sub-Department under the Department of Industry and Trade.
Merging the Electricity and Renewable Energy Authority and the Electricity Regulatory Authority, the new unit's name after the arrangement is expected to be the Electricity Authority.
Merging the Department of Local Industry and Trade, Department of Energy Saving and Sustainable Development, Department of Science and Technology, the new department name after the arrangement is expected to be the Department of Technology and Innovation.
Rename the Department of Planning and Finance to the Department of Planning, Finance and Enterprise Management. Transfer the function of synthesizing the local industrial and trade development situation of the local Department of Industry and Trade to the Department of Planning, Finance and Enterprise Management.
Transfer the state management function for the field of small-scale industry and industrial clusters from the local Department of Industry and Trade to the Department of Industry.
Other units will continue to research, organize, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.
For public service units, the Central School for Training and Fostering of Industry and Trade Officials will be merged into the Institute for Research on Strategy and Policy of Industry and Trade.

Merging many schools and institutes
For public service units, in addition to the organizational structure, the Ministry of Industry and Trade also has a specific arrangement plan.
Including the arrangement of 8 colleges under the ministry located in Thai Nguyen, Phu Tho and Hanoi provinces in 2024-2025 (reducing 4 schools). Including merging Thai Nguyen Industrial College into the College of Commerce and Tourism; merging the College of Technology and Industrial Economics into the Vietnam - Germany Industrial College.
Merge Phu Tho College of Industry and Trade into Food Industry College; merge Hanoi College of Industrial Economics into College of Economics - Technical Commerce.
Arrange 2 institutes into 2 universities as follows: Merge the Institute of Research, Design and Manufacturing of Agricultural Machinery into the Vietnam - Hungary University of Industry; merge the Institute of Oil and Oil Plants Research into the Ho Chi Minh City University of Industry and Trade.
In addition, other organizations will continue to maintain the operations of the Office of the Inter-sectoral Steering Committee for International Economic Integration and the Office of the State Steering Committee for Energy Sector Projects.
These units serve the operations of the two Government steering committees, while continuing to evaluate operations, research arrangements, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.
For enterprises under the State Capital Management Committee managed by the Ministry of Industry and Trade in industries and fields, it takes over the function of representing the State capital ownership for 6 State corporations and groups including: Vietnam Oil and Gas Group; Vietnam Electricity Group; Vietnam Petroleum Group; Vietnam Chemical Group; Vietnam National Coal and Mineral Industries Group; Vietnam Tobacco Corporation.
243 staff reduction in three years
Also according to the report of the Ministry of Industry and Trade, from 2022, the ministry has 6,451 administrative positions assigned, but has reduced 108 positions, accounting for 0.16% compared to 2021; in 2023, the number of positions is 6,385, a decrease of 66 positions; in 2024, 6,316 positions, a decrease of 69 positions.
Thus, in the period 2022 - 2024, the number of positions will be reduced by 243 positions, following the regulation that the number of positions to be reduced by 2026 will be 323 positions.
