A district had to revoke its decision to recruit civil servants: Due to a lack of teachers?

On April 12, the People's Committee of Ia Grai district (Gia Lai) said that it had issued a document reporting the revocation of Decision No. 307 dated March 24, 2025 recognizing and approving the results of the 2024 teacher recruitment exam of this district (first time).

The revocation of the above decision is carried out in accordance with the direction of the Provincial People's Committee in Official Dispatch No. 861 dated April 8, 2025 regarding the failure to seriously implement the Central Government's direction to temporarily suspend recruitment of civil servants.

Explaining this recruitment, a leader of the Ia Grai District People's Committee said that the district's education sector's teaching staff is currently lacking compared to the prescribed standards according to the 2018 general education program (currently the district's education sector is still short of 235 people); every year, the cost of overtime due to not having enough teachers accounts for the majority of the district's budget revenue.

“The district is lacking a lot of teachers but there is no source to hire them. On the other hand, the distance between schools is far, in some places teachers have to go to teach more than 60 kilometers away from their current school, leading to the situation where teachers do not want to go to teach more, which has somewhat affected the quality of education. Therefore, the district People's Committee is recruiting teachers in 2024,” said the leader of the Ia Grai district People's Committee.

Previously, on April 9, the Gia Lai Provincial People's Committee issued a document requesting the Ia Grai District People's Committee to rectify the failure to strictly implement the Central Government's directive on temporarily suspending the recruitment of civil servants. Specifically, there were 61 cases that passed the 2024 teacher recruitment exam for kindergartens, primary schools and secondary schools in the district (first time). The Provincial People's Committee believes that Ia Grai District has not properly implemented the directive of the Politburo, the Central Organizing Committee and the Ministry of Home Affairs on temporarily suspending the recruitment of civil servants and public employees.

Failure to comply with the directive risks seriously affecting the process of reviewing, reorganizing the apparatus and implementing staff streamlining according to Resolution No. 18 dated October 25, 2017 of the Central Executive Committee; going against the goal of ensuring effective use of human resources and avoiding waste in public service units. To ensure consistency in implementing the Central's directive, the Gia Lai Provincial People's Committee requests the Ia Grai District People's Committee to immediately revoke Decision No. 307 dated March 24, 2025.

On April 11, the Ministry of Education and Training sent a document on recruitment, management and use of preschool and general education teacher quotas to the People's Committees of provinces and centrally run cities.

Accordingly, to address the shortage of teachers, the Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to direct units to urgently recruit teachers to ensure sufficient staffing levels assigned by competent authorities (including unused staffing levels and additional staffing levels in 2024-2025); not to let the work of restructuring and streamlining the apparatus affect the work of recruiting teachers.

At the same time, implement solutions to ensure the source of teacher recruitment. In addition, it is necessary to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking by school year, level, and subject from 2026-2027 to 2030-2031, and report to the Ministry of Education and Training. Continue to review and rearrange educational institutions; reduce school locations based on the principle of convenience for people and in accordance with the actual conditions of the region, area, and locality...
