In recent years, Bac Kan province has implemented many support programs to eliminate dilapidated houses and temporary houses for poor households, near-poor households, and policy families to improve living conditions for people.
Mobilize all resources
Bac Kan has mountainous terrain that covers most of its area, and its economy relies mainly on agriculture and forestry. Due to difficult conditions, many households here still have to live in makeshift, dilapidated houses. These houses are often built of bamboo, rattan or temporary wood, which are not safe enough, especially during the rainy and stormy season.
According to a report by the People's Committee of Bac Kan province, there are still about 3,000 households in the province with substandard housing, mainly concentrated in Pac Nam, Ba Be, Ngan Son and Cho Don districts. This is a major challenge to poverty reduction and socio-economic development in the locality.
In 2024, Bac Kan province will use more than 62 billion VND from the fund "The whole country joins hands to eliminate temporary and dilapidated houses for poor and near-poor households" to support the construction and repair of houses for 1,151 households; support 16 houses for poor households with housing difficulties from socialized sources with a budget of 950 million VND.
With capital from the “For the Poor” fund, Bac Kan uses 7.8 billion VND to support the construction of 112 Great Solidarity houses. With this capital, households will be supported at 2 levels: 80 million VND/house (80 houses) and 50 million VND/house (32 houses).
According to Ms. Do Thi Hien, Director of the Department of Labor, War Invalids and Social Affairs of Bac Kan province, up to this point, the province basically has enough capital to achieve the goal of eliminating more than 3,000 temporary and dilapidated houses in 2025. Currently, Bac Kan province is continuing to mobilize more resources to implement this program.
To address this situation, Bac Kan has implemented programs to support the construction of solid houses for poor households. In accordance with the National Target Program for Sustainable Poverty Reduction, poor households are supported with 40-50 million VND to build new houses. In addition, preferential credit programs of the Social Policy Bank also help people borrow capital to repair and upgrade their houses.
In addition to the State budget, Bac Kan has called for the cooperation of social organizations, businesses and kind-hearted individuals. Movements such as “House of Great Solidarity” and “Union Shelter” have helped hundreds of households have stable housing.
Positive results
Despite many difficulties in terms of support sources, by the end of 2024, Bac Kan had supported the construction and repair of more than 2,500 houses, reaching nearly 80% of the set target. There are many bright spots in the implementation of the dilapidated house elimination program, such as Pac Nam and Ba Be districts...
Pac Nam is the poorest district in Bac Kan province, with a poverty rate of over 40%. Thanks to support programs, the district has so far eliminated 650/800 temporary houses. Many families, after many years of living in dilapidated bamboo houses, now have solidly built houses, and can work with peace of mind.
According to Mr. Dao Duy Hung, Chairman of Pac Nam District People's Committee, the locality has issued a Plan to implement the emulation movement "Join hands to eliminate temporary and dilapidated houses in Pac Nam District in 2025" to promote the strength of the whole system, compete to successfully achieve the goal of eliminating temporary and dilapidated houses in the area. The emulation content is to promote the tradition of mutual love, "the whole leaf covers the torn leaf", humanity, affection, "love others as you love yourself" of our nation, to effectively implement social security policies.
In Ba Be district, 520 new houses have been built with support from the budget and the community. In particular, the local youth union and army have participated in supporting labor days and transporting construction materials to remote communes.
The newly built houses not only ensure safety but also motivate people to develop the economy and improve their lives. Many villages and hamlets that were previously backward now have a more spacious appearance.
Despite encouraging results, the elimination of dilapidated houses in Bac Kan still faces many challenges:
Limited resources: The provincial budget is still tight, while the need for support is great.
Difficulties in terrain: Mountainous terrain makes it difficult to transport construction materials to remote communes.
People's sense of self-reliance: Some households still wait and rely on support without proactively improving their living conditions.
Removing dilapidated houses is an urgent task.
Through practical implementation, Bac Kan has drawn valuable lessons on close coordination between levels and sectors, mobilizing all resources and raising community awareness.
In order to achieve the goal of completely eliminating dilapidated and temporary houses by 2025, the People's Committee of Bac Kan province has proposed solutions such as: Continuing to call for the cooperation of organizations, individuals and businesses to increase resources for building houses for poor households; Applying solutions to build low-cost, sustainable, environmentally friendly houses suitable for local conditions.
In addition, the authorities should strengthen supervision to ensure that the support funds are used effectively and to the right beneficiaries, while encouraging people to actively participate in the process of building and maintaining houses. At the same time, they should step up propaganda and encourage people to proactively improve their housing and develop the economy to stabilize their lives in the long term.
Chairman of the Bac Kan Provincial People's Committee Nguyen Dang Binh emphasized that removing dilapidated houses in Bac Kan is not only an urgent task but also a journey to bring hope and opportunities to change the lives of thousands of people. New houses are not only safe places to live but also the foundation for sustainable development of the community. With the consensus of the government, people and social organizations, Bac Kan is gradually changing its appearance, building a brighter new life on this land rich in revolutionary traditions.
