In recent years, Bac Kan province has implemented many programs to support the elimination of dilapidated and temporary housing for poor households, near-poor households, and families entitled to preferential policies, aiming to improve living conditions for the people.


Mobilize all resources

Bac Kan province has a mountainous terrain covering most of its area, and its economy is primarily based on agriculture and forestry. Due to difficult conditions, many families here still live in makeshift, dilapidated houses. These houses are often constructed from bamboo, reeds, or temporary wood, and are not safe enough, especially during the rainy and stormy season.

According to a report by the People's Committee of Bac Kan province, approximately 3,000 households in the province still live in substandard housing, mainly concentrated in the districts of Pac Nam, Ba Be, Ngan Son, and Cho Don. This poses a significant challenge to poverty reduction and socio-economic development in the locality.

In 2024, Bac Kan province used over 62 billion VND from the "Nationwide Fund to Eliminate Temporary and Dilapidated Houses for Poor and Near-Poor Households" to support the construction and repair of houses for 1,151 households; and provided support for 16 houses for poor households facing housing difficulties from social mobilization sources with a budget of 950 million VND.

With funding from the "For the Poor" fund, Bac Kan province used 7.8 billion VND to support the construction of 112 solidarity houses. This funding will be distributed to households at two levels: 80 million VND per house (80 houses) and 50 million VND per house (32 houses).

According to Ms. Do Thi Hien, Director of the Department of Labor, War Invalids and Social Affairs of Bac Kan province, the province has basically secured sufficient funds to achieve the goal of eliminating more than 3,000 temporary and dilapidated houses by 2025. Currently, Bac Kan province is still mobilizing additional resources to implement this program.

To address this situation, Bac Kan province has implemented programs to support the construction of sturdy houses for poor households. Under the National Target Program for Sustainable Poverty Reduction, poor households receive support ranging from 40 to 50 million VND to build new homes. In addition, preferential credit programs from the Social Policy Bank also help people borrow capital to repair and upgrade their houses.

Besides funding from the State budget, Bac Kan has called for the cooperation of social organizations, businesses, and benevolent individuals. Movements such as "Solidarity Houses" and "Trade Union Shelters" have helped hundreds of families have stable housing.

Positive results

Despite facing many difficulties in securing funding, by the end of 2024, Bac Kan province had supported the construction and repair of over 2,500 houses, achieving nearly 80% of the set target. Among these, several districts, such as Pac Nam and Ba Be, have shown promise in implementing the program to eliminate dilapidated houses.

Pac Nam is the poorest district in Bac Kan province, with a poverty rate exceeding 40%. Thanks to support programs, the district has now eliminated 650 out of 800 temporary houses. Many families, after years of living in dilapidated bamboo houses, now have sturdy brick houses, allowing them to work and produce with peace of mind.

According to Mr. Dao Duy Hung, Chairman of the People's Committee of Pac Nam District, the locality has issued a plan to implement the emulation movement "Joining hands to eliminate temporary and dilapidated houses in Pac Nam District in 2025" to leverage the strength of the entire system and strive to successfully achieve the goal of eliminating temporary and dilapidated houses in the area. The content of the emulation is to promote the tradition of mutual support, "helping those in need," compassion, kindness, and "loving others as oneself" of our nation, in order to effectively implement social welfare policies.

In Ba Be district, 520 new houses have been built with support from the budget and the community. Notably, youth union members and local soldiers have contributed labor and transported construction materials to remote and disadvantaged communes.

The newly built houses not only ensure safety but also motivate people to develop their economy and improve their lives. Many villages that were previously backward now have a more modern and attractive appearance.

Despite achieving encouraging results, the elimination of dilapidated housing in Bac Kan still faces many challenges:

Limited resources: The provincial budget is tight, while the need for support is great.

Geographical challenges: The mountainous terrain makes transporting construction materials to remote villages and communes very difficult.

People's sense of self-reliance: Some households still rely on and expect assistance instead of proactively improving their living conditions.

Removing dilapidated houses is an urgent task.

Through practical implementation, Bac Kan has learned valuable lessons about the importance of close coordination between all levels and sectors, mobilizing all resources, and raising community awareness.

To achieve the goal of completely eliminating dilapidated and temporary housing by 2025, the People's Committee of Bac Kan province has proposed solutions such as: Continuing to call for the joint efforts of organizations, individuals, and businesses to increase resources for building housing for poor households; and applying solutions for building affordable, sustainable, environmentally friendly houses that are suitable for local conditions.

Furthermore, authorities are strengthening supervision to ensure that support funds are used effectively and for the right beneficiaries, while encouraging people to actively participate in the construction and maintenance of housing. They are also promoting awareness campaigns to encourage people to proactively improve their housing and develop their economy for long-term stability.

Chairman of the Bac Kan Provincial People's Committee, Nguyen Dang Binh, emphasized that eliminating dilapidated houses in Bac Kan is not only an urgent task but also a journey that brings hope and opportunities for a better life to thousands of people. These new homes are not only safe places to live but also a foundation for the sustainable development of the community. With the concerted efforts of the government, the people, and social organizations, Bac Kan is gradually changing its appearance and building a brighter new life on this land rich in revolutionary traditions.
