Focus on completing the National Target Program on New Rural Construction

Implementing the National Target Program on New Rural Construction (NTM) for the period 2021 - 2025 for district and commune-level administrative units after being rearranged according to the guidance documents of the Ministry of Agriculture and Environment, the Provincial People's Committee directed departments, branches and localities to continue to focus on and urge the progress of implementing the targets and tasks of NTM construction to ensure continuity and sustainability in commune-level administrative units after the merger.

Implementing the National Target Program on New Rural Construction for the 2021 - 2025 period, up to now, 4 districts and cities of the province have completed the construction of New Rural Construction, including Binh Xuyen, Yen Lac, Vinh Yen, Phuc Yen; Vinh Tuong has basically completed the criteria for New Rural District and is submitting them to competent authorities for recognition. The remaining districts strive to complete the criteria in 2025.

100% of the province's communes have been recognized as meeting NTM standards, of which 37 communes have met advanced NTM standards, 4 communes have met model NTM standards, striving to have 42 communes meeting advanced NTM standards, 11 communes meeting model NTM standards in the second quarter of 2025 according to the plan for the period 2021 - 2025.

Regarding the criteria of model new rural villages and smart villages, the whole province currently has 231 villages recognized as model new rural villages, exceeding 71% of the planning target for the period 2021 - 2025; 34 villages recognized as smart villages, more than 3 times the planning target for the period 2021 - 2025.

Implementing the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Vinh Phuc province in the period of 2023 - 2025, in December 2024, Tay Son commune (Lap Thach) was established on the basis of merging Trieu De and Dinh Chu communes.

After the merger, Tay Son commune has a total natural area of ​​over 10 km2 with 19 residential villages and a population of over 14,700 people. Previously, Trieu De commune had completed the criteria for an advanced NTM commune, while Dinh Chu commune had not yet met the criteria for an advanced NTM commune. After the merger, Tay Son commune has 16/19 villages meeting the advanced NTM standards.

Chairman of Tay Son Commune People's Committee Tran Hong Tu said: "Implementing the National Target Program on New Rural Construction for the period 2021 - 2025 for district and commune-level administrative units after rearrangement according to the guidance documents of the Ministry of Agriculture and Environment and the direction of the Provincial People's Committee, immediately after completing the organization of the administrative apparatus, the Commune People's Committee directed the review and assessment of the New Rural criteria, focusing on completing the advanced New Rural criteria in 3 villages that have not met.

At the same time, deploy tasks and solutions to continue building Tay Son commune to meet the criteria of a model new-style rural commune and smart new-style rural commune according to the set roadmap, ensuring continuity and sustainability in new-style rural construction.

With the consensus and high determination of the political system and people, up to now, 19/19 villages of Tay Son commune have met the advanced NTM criteria, 5 villages have been recognized as meeting the model NTM village standards, 4 villages have completed the model NTM village criteria and 3 villages are completing the model NTM criteria, ensuring the completion of the goal of bringing Tay Son commune to meet the model NTM commune standards in 2025.

To ensure continuity and sustainability in building new rural areas, the Provincial People's Committee directed the Department of Agriculture and Environment to coordinate with localities to continue reviewing and guiding the implementation of the National Target Program on building new rural areas for commune administrative units formed after the rearrangement.

For commune administrative units formed after the rearrangement from communes that have been recognized as meeting advanced NTM standards, or from communes that have been recognized as meeting model NTM standards, the district-level People's Committee shall submit to the provincial People's Committee a decision to recognize meeting advanced NTM standards or model NTM standards for commune administrative units formed after the rearrangement.

At the same time, direct the implementation of specific tasks and solutions, continue to strive to build model new rural communes for communes that have met advanced new rural standards, build smart new rural commune models for communes that have met advanced new rural standards/model new rural standards in qualified places.

For commune administrative units formed after the rearrangement from communes that have been recognized as meeting NTM standards, review and evaluate the level of meeting NTM standards according to regulations for the period 2021 - 2025, submit to the Provincial People's Committee to issue a decision to recognize NTM standards when meeting the prescribed criteria; at the same time, continue to strive to build advanced NTM communes.

For commune administrative units formed after the rearrangement between communes that have been recognized as meeting advanced NTM standards and some newly recognized communes that have met NTM standards, when the commune administrative units formed after the rearrangement fully meet the conditions and standards according to regulations, the district-level People's Committee shall submit them to the provincial People's Committee for appraisal and recognition as advanced NTM communes.

For commune administrative units formed after the arrangement between communes that have been recognized as meeting model NTM standards with some communes that have met advanced NTM standards or have met NTM standards, the People's Committee at the district level shall direct the organization to implement the construction of advanced NTM communes for commune administrative units formed after the arrangement between communes that have been recognized as meeting model NTM standards with communes that have been recognized as meeting NTM standards; and to build model NTM communes for commune administrative units formed after the arrangement between communes that have been recognized as meeting model NTM standards with communes that have been recognized as meeting advanced NTM standards.

When the commune administrative unit is formed after the arrangement and fully meets the conditions and standards according to regulations, the district People's Committee shall submit it to the provincial People's Committee for appraisal and recognition as an advanced NTM commune or a model NTM commune.

The Provincial People's Committee assigned the Department of Agriculture and Environment to update the progress of the implementation of the National Target Program on New Rural Construction in localities; urge and summarize difficulties and problems in the implementation process to submit to the Provincial People's Committee for timely direction and resolution, focusing all resources to ensure the completion of the National Target Program on New Rural Construction for the period 2021 - 2025.
