The Private Economic Development Research Board has just announced the report "Survey results on the current status of providing/implementing administrative procedures for enterprises in 2024".
During its operational life cycle, enterprises must carry out 6 basic groups of administrative procedures related to production and business activities, including: Group of administrative procedures related to business start-up; Group of administrative procedures related to labor and social insurance (SI);
Group of administrative procedures related to import and export; Group of administrative procedures related to land, environment, construction; Group of procedures related to tax; and Group of procedures related to dissolution and suspension of operations.
In 6 groups of administrative procedures, compared to 2023, enterprises assessed the implementation as bringing about a level of "improvement/much improvement" which is still not high, accounting for only about 10% - 30% of the total number of enterprises assessing.
In particular, the administrative procedure groups with high improvement levels according to enterprises' assessment include: The group of procedures related to business start-up is assessed at the level of "Improved/Very improved", accounting for 26.4%; The group of procedures related to labor and social insurance is assessed at the level of "Improved/Very improved", accounting for 22.7%.
The group of procedures related to dissolution and suspension of operations accounted for 12.6% of the assessment "Improved/Very improved" in the implementation of administrative procedures.
On the contrary, administrative procedure groups with less favorable improvement levels according to enterprises' assessment include: Procedures related to tax, assessed at the level of "Much less favorable/Less favorable" accounting for 39.1%; Procedures related to land, environment, and construction, assessed at the level of "Much less favorable/Less favorable" accounting for 36.5%.
According to the survey results, difficulties in implementing administrative procedures and complying with legal regulations are among the three biggest groups of difficulties that businesses face, with 44.4% of the total number of businesses participating in the survey choosing them, along with difficulties in orders (56.1%) and the risk of criminalizing economic transactions (47%).
In terms of enterprise size, 56.3% of small and micro enterprises (with less than 50 employees), which are already limited in development resources, are still the ones facing the greatest difficulties in the process of implementing administrative procedures compared to other enterprises. Along with that, enterprises with a revenue of less than 50 billion are the ones reflecting the same level of difficulty compared to other enterprises, accounting for 61.6% of the total number of enterprises.
Based on the above situation, the report recommends that ministries and branches promote digitalization and data connection between management agencies; Enhance the supporting role of management agencies and enforcement officers; Issue legal regulations based on common principles and goals; Shorten the time and simplify investment and construction licensing procedures; Improve online tax declaration and payment systems, customs declaration;
At the same time, ensure "continuity" in the context of strong and extensive reform of the state administrative apparatus.
