(PLVN) - On the occasion of the 20th anniversary of Vietnam Entrepreneurs' Day, a survey report on the business situation was published. The report shows that, with the difficulties of the private business sector, especially small and medium enterprises, special support steps are needed so that this force, which currently accounts for 98%, has the internal strength to develop as well as contribute effectively to the growth targets of the economy.
Specific policies are needed for fair competition.
The newly published report of Board IV (Board for Private Economic Development Research) shows that enterprises, especially the private sector, are still facing many difficulties and challenges after major global difficulties such as the Covid pandemic, inflation in 2023 and especially storm No. 3 in Vietnam. Accordingly, the report shows that the private economic sector appears to be "out of breath" compared to other economic sectors in the recovery process, as shown through all 3 surveys from April 2023 to present.
The survey results for this period show that 20.4% of non-state enterprises assessed the current macroeconomic situation as "very negative" compared to the same period in 2023, while the rates for state-owned enterprises and foreign-invested enterprises (FDI) were 9.7% and 14.8%, respectively); 42% of non-state enterprises assessed the current situation as "negative" (compared to 17% of state-owned enterprises and 39.5% of FDI enterprises). "Compared to previous surveys, the average score of non-state enterprises assessing the economic situation is also lower than that of other business sectors and the recovery rate of business confidence is slower," the report said.
The survey of the business situation also shows that the recommendations of businesses still focus on a number of issues such as continuing to reduce costs and improve the competitiveness of businesses, paying special attention to non-state enterprises to truly cultivate internal strength and promote the capabilities of these enterprises; Access to loans; Access to markets and Improving the investment and business environment.
In particular, tax exemption and reduction for small and medium enterprises is recommended by most enterprises because according to the explanation of this group of enterprises, tax reduction means that private enterprises can keep a little more profit for reinvestment, especially in the situation where enterprises are already small, revenue is decreasing, and they have to pay a large part of it in taxes, it will be very difficult and impossible to survive this economic recession.
In addition, this community also suggested that support policies need to be more specific so that enterprises can truly compete fairly with FDI enterprises. Because small and medium enterprises currently find it very difficult to compete with FDI enterprises because they do not enjoy as many incentives as FDI enterprises. Therefore, it is necessary to create conditions for domestic enterprises to compete fairly with FDI enterprises and have more preferential policies on taxes, land rent, etc. In addition, the Government also needs to have stronger preferential policies for the group of domestic private enterprises, this group pays a lot of taxes but is facing difficulties in all aspects due to its small scale.
Need to be decisive between policy and implementation
The representative of Board IV commented that the results of the latest survey showed a much more positive context than previous surveys and the trend of recovering business confidence of enterprises was relatively stable. However, the recovery is not really sustainable; enterprises, especially private enterprises, are still facing many difficulties and challenges, and are in great need of internal strength to develop as well as contribute effectively to the growth targets of the economy.
Therefore, according to Committee IV, the policy focus should be on the private economic sector because it is the "internal force" of the economy, playing a decisive role in improving labor productivity and helping Vietnam overcome the poverty trap, becoming a high-income country by 2045.
Committee IV assessed that the determination and timeliness in the direction and administration of the Government and the Prime Minister with the spirit of "for the people, for businesses" is truly the most important measure to foster trust among people and businesses and needs to be continuously maintained and spread to the grassroots levels to ensure consistency between policies and implementation. In addition, solutions to reduce cost pressure for people and businesses and to build internal strength still need to be focused on designing and promoting implementation because this is still the time to consider "relaxing the people's strength".
Notably, Committee IV proposed that the policy orientation should not only focus on “existing” large enterprises but also pay attention to creating a favorable environment to help many domestic enterprises to be able to rise up and gain a leading position. Accordingly, setting out major national problems according to the “ordering” mechanism with the requirement of “linking domestic value chains”, along with transparent mechanisms, ensuring fairness, and not discriminating between state-owned enterprises and private enterprises is a trend that many enterprises expect.
This is also the expectation of many experts when most of them believe that there needs to be mechanisms, policies as well as more attention to the private enterprise sector, especially more than 98% of small and medium enterprises, so that they have internal strength, the ability to receive and transfer technology from FDI enterprises, helping this sector have a position and contribute more to national economic development.
