Announcement of decisions on personnel work of the Customs Department after the reorganization

(PLVN) - On the afternoon of March 7, the Customs Department held a Conference to announce the Decision regulating the functions, tasks, powers, and organizational structure of the Customs Department and its internal organizations; and to announce the Decisions on the personnel work of the Customs Department. Attending the Conference was Deputy Minister of Finance Nguyen Duc Chi.


At the Conference, the Organizing Committee announced Decision No. 382/QD-BTC regulating the functions, tasks, powers and organizational structure of the Customs Department. This Decision takes effect from March 1, 2025. Accordingly, the Customs Department will be organized according to a 3-level model from the central to local levels.

The conference also announced Decision No. 877/QD-BTC of the Minister of Finance appointing 3 Deputy Directors of the Customs Department including: Mr. Luu Manh Tuong, Mr. Au Anh Tuan and Mr. Tran Duc Hung;

Announcing Decision No. 931/QD-BTC of the Minister of Finance appointing and transferring 12 comrades to the positions of Head of Department and equivalent positions of the Customs Department:

Ms. Pham Thi Thu Huong was appointed to the position of Chief of Office;

Mr. Kim Long Bien was appointed as Head of the Legal Department;

Mr. Le Xuan Hue was appointed to the position of Head of the Inspection and Examination Department;

Mr. Tran Quang Trung was appointed to the position of Head of the Personnel Organization Department;

Mr. Le Duc Thanh was appointed to hold the position of Head of Information Technology and Customs Statistics Department;

Mr. Dao Duy Tam was appointed to hold the position of Head of the Customs Management and Supervision Board;

Mr. Nguyen Sy Hoang was appointed to the position of Head of Customs Tax Department;

Mr. Quach Dang Hoa was appointed to the position of Head of Risk Management Department;

Mr. Trinh Van Nhuan was appointed to the position of Head of Finance and Administration Department;

Mr. Nguyen Nhat Kha was appointed to the position of Head of the Customs Inspection Sub-Department;

Mr. Nguyen Hong Linh was appointed to the position of Head of the Post-clearance Inspection Department;

Mr. Vu Quang Toan was appointed to the position of Head of the Anti-smuggling Investigation Department.

The conference also announced the Decisions of the Director of the Customs Department appointing 20 Regional Customs Branch Directors:

Mr. Duong Phu Dong, Director of Hanoi City Customs Department - General Department of Customs holds the position of Director of Customs Branch Region I;

Mr. Nguyen Hoang Tuan, Director of Ho Chi Minh City Customs Department - General Department of Customs holds the position of Director of Customs Branch Region II;

Mr. Tran Manh Cuong, Director of Hai Phong City Customs Department - General Department of Customs holds the position of Director of Customs Branch Region III;

Mr. Tran Manh Hung, Deputy Director of Hai Phong City Customs Department - General Department of Customs holds the position of Director of Customs Branch Region IV;

Mr. Pham Chi Thanh, Director of Bac Ninh Provincial Customs Department - General Department of Customs holds the position of Director of Customs Branch Region V;

Mr. Nguyen Van Hoan, Director of Lang Son Provincial Customs Department - General Department of Customs holds the position of Director of Customs Branch Region VI;

Mr. Nong Phi Quang, Deputy Director of the Import-Export Tax Department - General Department of Customs, holds the position of Director of the Customs Branch of Region VII;

Mr. Nguyen Van Nghien, Director of Quang Ninh Provincial Customs Department - General Department of Customs holds the position of Director of Customs Branch Region VIII;

Mr. Pham Tien Thanh, Director of Quang Binh Provincial Customs Department - General Department of Customs holds the position of Director of Customs Branch Region IX;

Mr. Duong Minh Duc, Deputy Director in charge of Ha Nam Ninh Customs Department - General Department of Customs holds the position of Director of Customs Branch of Region X.

Mr. Bui Thanh San, Director of Ha Tinh Provincial Customs Department - General Department of Customs, holds the position of Director of Customs Branch Region XI;

Mr. Duong Xuan Sinh, Director of Quang Nam Provincial Customs Department - General Department of Customs, holds the position of Director of Customs Branch Region XII;

Mr. Vu Le Quan, Director of Khanh Hoa Provincial Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XIII;

Mr. Do Viet Toan, Deputy Director of Dak Lak Provincial Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XIV;

Mr. Nguyen Truong Giang, Director of Ba Ria - Vung Tau Provincial Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XV;

Mr. Nguyen Tran Hieu, Director of Binh Duong Provincial Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XVI;

Mr. Nguyen Trung Hai, Chief of Office - General Department of Customs, holds the position of Head of Customs Branch Region XVII;

Mr. Le Van Thung, Director of Dong Nai Provincial Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XVIII;

Mr. Vu Anh, Director of Can Tho City Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XIX;

Mr. Nguyen Thanh Sang, Deputy Director of Ba Ria - Vung Tau Customs Department - General Department of Customs, holds the position of Director of Regional Customs Branch XX.

Directing at the Conference, Deputy Minister of Finance Nguyen Duc Chi acknowledged the results of the implementation of the major policy of the Party, State, and Ministry of Finance in rearranging the organization of the General Department of Customs into the Customs Department to operate more effectively, efficiently, and better fulfill the functions, tasks, and powers assigned by the Party and State. This result is the effort of the entire team. The leaders of the Ministry of Finance highly appreciated the sense of responsibility of the Customs sector, especially the pioneers who retired and voluntarily sacrificed part of their benefits and gave up their positions in the process of streamlining and rearranging the apparatus, contributing to the results of the apparatus streamlining revolution.

Congratulating the Customs Department on announcing the Decision on functions and tasks, congratulating individuals who received the Decision on appointment to key positions of the Customs sector nationwide, Deputy Minister Nguyen Duc Chi emphasized that we must work together to make the reform and arrangement of the apparatus bring real efficiency. The Deputy Minister requested that each individual must be responsible together, together with all civil servants of the Customs sector, to make efforts, have solutions, and be creative in completing the assigned tasks excellently.

At the end of the Conference, the leaders of the Customs Department directed the units to urgently stabilize the organizational structure, complete the arrangement of personnel at positions and working departments to operate under the new management model from March 15. During the implementation of the new organizational model, customs procedures for exported and imported goods; means of transport exiting, entering and transiting will still be carried out according to the codes and locations for customs procedures previously announced (now the Customs at the border gate/outside the border gate) and according to the provisions of the Customs Law and related legal documents to ensure smooth operation of the units, customs clearance of exported and imported goods takes place normally, without interruption of work.

* Also on the afternoon of March 7, the Customs Department held a meeting with retired leaders of the General Department, leaders of Departments, Bureaus and equivalent positions of the General Department of Customs.

Attending the Program were Party Secretary, Director of Customs Department Nguyen Van Tho; Deputy Directors: Luu Manh Tuong, Tran Duc Hung, Au Anh Tuan.

Here, the Organizing Committee announced the retirement decisions according to the regime for Mr. Dinh Ngoc Thang - former Deputy Director General of the General Department of Customs and leaders of Departments, Bureaus and equivalents under the General Department of Customs.

On behalf of the leaders of the Customs Department, Director Nguyen Van Tho acknowledged and highly appreciated the great contributions of the officers to the development of Vietnam Customs, contributing to the overall achievements of the Finance sector. In particular, the Director also acknowledged the leaders who voluntarily resigned, showing exemplary behavior and sacrifice to facilitate the agency in arranging personnel when restructuring the apparatus.
