ADMINISTRATIVE REFORM HAS CHANGED
Reporting to the inspection team, Director of the Department of Home Affairs Nguyen Viet Hung said that the Provincial Party Committee Standing Committee established a Steering Committee, a Working Group, assigned tasks, issued operating regulations, and developed action programs and plans. Provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns have also established Steering Committees for administrative reform of agencies, units, and localities to promptly lead and direct the implementation of key tasks on administrative reform.
At regular meetings of the Provincial People's Committee, the Chairman of the Provincial People's Committee regularly directs, thoroughly grasps and requests agencies, units and localities to promote administrative reform, focus on digital transformation, increase the application of information technology to improve the effectiveness of direction, administration and handling, solving work, ensuring the correct motto of "fast, correct, effective" direction, transforming "explanation, explanation to solution, resolution".

Establish special working groups of the Provincial People's Committee to direct and urge sectors and levels to implement tasks serving socio-economic development, focusing on identifying causes and proposing solutions to remove bottlenecks and bottlenecks in administrative reform and administrative procedure reform.
The propaganda work of State administrative reform has been carried out in many diverse forms. The work of inspecting administrative reform has been focused on; inspection of discipline and administrative order has been strengthened. The tasks assigned by the Government and the Prime Minister and the Provincial People's Committee have all been completed on schedule and with quality assurance.

Nghe An has reviewed and simplified 74 administrative procedures; established an interdisciplinary working group to promote administrative procedure reform, improve the investment and business environment and cooperate with foreign countries. Currently, 100% of administrative procedures have been announced and made public on the National Public Service Portal, the Provincial Administrative Procedure Information System, and the Provincial Electronic Information Portal.
100% of administrative procedures have built and approved internal processes and electronic processes to be set up on the provincial administrative procedure settlement information system; 100% of administrative records and procedures received, resolved and returned results of handling records and administrative procedures are publicly and transparently disclosed on the provincial administrative procedure settlement information system.

Monthly, evaluate the reception and settlement of administrative procedures in the province, thereby, rectify and urge departments, branches and localities with overdue records. 100% of records and administrative procedures that are delayed or late are reported with reasons explained and apologized. The Provincial Public Administration Service Center and the Reception and Result Delivery Department at district and commune levels operate effectively, the rate of records for handling administrative procedures on the online public service portal is over 47%.
Project 06 was implemented with quality and efficiency. Pilot model units were built to implement Project 06 in Nghe An; in which, 2 district-level units and 6 ward-level units were selected to lead the pilot. Units and localities have proactively researched and implemented many good practices and creative models in implementing Project 06. Effectively implemented 25 essential public services according to Project 06.

Nghe An has reduced 15 departments, offices and equivalents under the department, 4 departments under the district People's Committee. Completed the arrangement and consolidation of agencies and units. For public service units, there was a sharp reduction in focal points, the whole province reduced 249 units compared to 2017; The average minimum reduction of the whole province was 11% of the payroll receiving salaries from the State budget compared to 2015. In the first 9 months of 2023, the whole province streamlined the payroll of 183 cadres, civil servants and public employees.
Direct the implementation of the Project on Adjusting Administrative Boundaries to Expand Urban Space of Vinh City; Review, develop and submit to competent authorities a plan to arrange administrative units at district and commune levels for the period 2023-2025.

Regarding the construction and development of e-Government and digital Government, up to now, digital infrastructure has been connected to 100% of communes, about 3,743/3,806 villages and hamlets; Completed technical connection from LGSP (e-Government deployment platform) of the province to the national data integration and sharing platform to exploit 17 services; Digital platforms and shared software of the province are all deployed on cloud computing platforms, ensuring efficient operation and information security.
At the meeting, members of the working group discussed, evaluated and pointed out some of the province's shortcomings and limitations in digital transformation; decentralization; handling administrative procedures in the electronic environment; announcing, publicizing and updating administrative procedures on the national database in some areas that are still slow; handling administrative procedures for people and businesses is still slow and overdue...; at the same time, they requested the province to have effective solutions to resolve the above shortcomings and limitations. Leaders of departments, branches and sectors discussed and explained the opinions of the members of the working group.
FRANKLY ADMIT PROBLEMS AND OVERCOME THEM
Speaking at the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that Nghe An always identifies administrative reform as a key and especially important task. The province's administrative reform work has changed in recent times, but has not yet met the requirements, there are still many issues that people and businesses are not satisfied with.
Since the establishment of the Provincial Steering Committee, administrative reform has made progress, especially in the awareness and compliance attitude of cadres, civil servants and public employees; when there is public information that cadres and civil servants have committed violations in performing their duties or have been corrupt, the province takes immediate measures to handle them.

The Chairman of the Provincial People's Committee said that Nghe An has received attention and favorable conditions from the Central Government. Recently, the Politburo issued Resolution No. 39 on building and developing Nghe An province until 2030, with a vision to 2045. This is an important political foundation, along with specific mechanisms and policies that will create more motivation and resources for the province to develop in the coming time.
One of the important tasks and solutions in Resolution No. 39 of the Politburo is that Nghe An must make a breakthrough in administrative reform, improve the investment and business environment, and strive to raise the PCI, PAR INDEX, and PAPI indexes to the top positions in the country. And to achieve the above goal, great efforts are needed from Party committees and authorities at all levels.
Nghe An realizes that, in addition to the achieved results, administrative reform still has many shortcomings and limitations: The rate of online file processing is not high; decentralization is still modest and has many obstacles; digital transformation has not achieved its goals. Although the province has made efforts, because Nghe An is the province with the largest area in the country, the 4th largest population in the country, limited resources, and the difficult lives of people in mountainous areas... has significantly affected the results of administrative reform.
The Chairman of the Provincial People's Committee emphasized that through today's inspection, Nghe An province frankly acknowledged the shortcomings and limitations; fully accepted the opinions that the working group assessed and pointed out. From here, the province will propose solutions to comprehensively handle and overcome, focusing on key issues so that the province's administrative reform work in the coming time will have positive changes.

Besides, Nghe An also hopes to continue receiving attention and support from central ministries and branches, including the Ministry of Home Affairs, regarding the possibility of studying additional mechanisms and specific features for the province regarding staffing and decentralization.
Concluding the meeting, Comrade Nguyen Trong Thua - Deputy Minister of Home Affairs highly appreciated the results in socio-economic development of Nghe An province in recent years, especially the economic scale, growth rate, traffic infrastructure, and investment attraction of the province which are increasingly improving.
Appreciating the establishment of the Provincial Steering Committee for Administrative Reform by the Provincial Party Secretary as Head of the Steering Committee, the Deputy Minister of Home Affairs proposed that in the coming time, Nghe An continue to maintain measures to promote the achieved results; overcome shortcomings and limitations; pay attention to and direct drastically and synchronously the administrative reform work in the area.

Agreeing with the tasks and solutions proposed by the province in the coming time, the Deputy Minister of Home Affairs suggested that the province continue to review, revise and perfect legal regulations to overcome difficulties and obstacles in institutions, mechanisms and policies; Continue to review and propose to reduce and simplify administrative procedures.
On the other hand, continue to focus on investing in upgrading equipment and software systems, regularly updating databases and smart utilities to improve the effectiveness of implementing the one-stop and one-stop mechanisms. Strengthen the review and decentralization of administrative procedure settlement and promote the digitization of records and results of settlement of valid administrative procedures, meeting the requirements of the Government.

Nghe An also needs to promote the development of e-government towards digital government, digital economy and digital society according to the Government's roadmap, in accordance with local practical conditions. Deploy online public services in an effective, practical and formal manner; focus on propaganda solutions, improve professional skills and professionalism for civil servants receiving and processing online records.
