On February 15, in Quang Ninh, a working delegation of the Ministry of National Defense led by Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, inspected and grasped the situation of border gate management and foreign affairs at the Quang Ninh Border Guard.

The delegation included: Lieutenant General Le Duc Thai, member of the Party Central Committee, member of the Central Military Commission, Commander of the Border Guard; Major General Vu Thanh Van, Director of the Department of Foreign Affairs, Ministry of National Defense; Major General Nguyen Van Chinh, Deputy Chief of Office of the Ministry of National Defense; Head of the Border Guard Command; Head of the General Staff, Political Department, Border Gate Department and agencies under the Border Guard Command; Quang Ninh Border Guard Command; Command Board of Mong Cai International Border Gate Border Guard Station; Management Board of Mong Cai International Border Gate.

Speaking at the meeting, Colonel Nguyen Van Thiem, Commander of the Quang Ninh Border Guard, reported to Senior Lieutenant General Hoang Xuan Chien and the working delegation on the situation and results of border gate work, immigration control and implementation of foreign affairs tasks in 2024.

Accordingly, in 2024, the work of border gates, control of entry and exit, and implementation of foreign affairs tasks of the Quang Ninh Border Guard will achieve many outstanding results. Thereby, creating conditions for the management and protection of territorial sovereignty and national border security, promoting entry and exit, import and export activities; promoting economic and social development, contributing to building a stable, peaceful, cooperative and mutually developing border and border gates on both sides.

During the year, the Quang Ninh Border Guard performed well in controlling people, vehicles entering and exiting the country, and import and export goods, with 7,667,240 people entering and exiting the country, and 306,270 vehicles transporting import and export goods through the border gate. Visa issuance and other documents at the border gate, the amount of fees and charges collected during the year was more than 232.7 billion VND. Handling cases at the road border gate, the unit discovered, arrested and handled 40 cases/40 Vietnamese citizens illegally exiting the country across the border... Handling cases at the port border gate, the unit arrested and handled a total of 65 cases/65 subjects, with 64 vehicles violating the laws in the fields of fisheries, border management and protection; with a total administrative fine of nearly 1 billion VND...

Quang Ninh Border Guard has thoroughly implemented the foreign policy of the Party, the State, the Central Military Commission, the Ministry of National Defense, and the Border Guard Command, with many outstanding results. The unit continues to thoroughly implement three legal documents on the border; the Border Defense Cooperation Agreement between the Ministry of National Defense of the Socialist Republic of Vietnam and the Ministry of National Defense of the People's Republic of China; the Cooperation Agreement between the Ministry of National Defense of the Socialist Republic of Vietnam and the Ministry of Public Security of the People's Republic of China on establishing a three-level law enforcement coordination mechanism in border control at border gates and land border management.

Quang Ninh Border Guard has also effectively implemented cooperation mechanisms such as: Regular and ad hoc talks; border meetings, joint patrols; hotline phone information exchange, sending letters and notes; congratulations on holidays and Tet; verification, handover, return, customs clearance at border gates, border management, and the fight against cross-border crimes. The twinning work between the Post and Station (Detachment) has deployed 12 pairs of units; advising local authorities to organize the signing of the twinning agreement in 10 residential areas on both sides of the border. Notably, during the year, the Exchange Program between Young Officers of the Vietnam Border Guard and Young Officers of the National Immigration Administration of China held in Mong Cai and Ha Long cities, Quang Ninh province was a great success.

After inspecting the situation at Mong Cai International Border Gate, Mong Cai International Border Gate Border Guard Station and listening to the report on the situation and results of border gate work, immigration and exit control and foreign affairs tasks in 2024 of Quang Ninh Border Guard, Senior Lieutenant General Hoang Xuan Chien, on behalf of the working delegation, warmly commended and acknowledged the achievements that the Quang Ninh Border Guard Command has achieved in all aspects of Border Guard work, especially border gate work and foreign affairs in 2024.

Senior Lieutenant General Hoang Xuan Chien requested officers and soldiers of the Quang Ninh Border Guard and forces on duty at the border gate area to continue to innovate, promote international integration and defense diplomacy, border diplomacy; raise awareness and responsibility of forces on duty at border gates and foreign affairs. Strengthen and further promote administrative procedure reform, implement digital transformation, pioneer in building smart border gates, digital border gates; innovate comprehensive thinking, innovate ways of doing things, contribute to making Quang Ninh continue to maintain and strive to be a rich, strong, civilized, modern province, ranked among the top in the country; in the immediate future, achieve the target of 14% GDP growth in 2025.

The delegation, together with leaders of Quang Ninh province and Mong Cai city, offered incense and flowers to pay tribute to the heroic martyrs of Po Hen.

The Deputy Minister of National Defense requested the Quang Ninh Border Guard and other forces to promote defense diplomacy, border diplomacy, further strengthen people's diplomacy; promote decentralization and authorization to all levels in border gate and foreign affairs work; be receptive, serious, and promptly overcome limitations in border gate control and foreign affairs work. Regarding equipment at the border gate, the Office of the Ministry of National Defense was assigned to notify the Military Industry - Telecommunications Group (Viettel) for implementation.

Propose that the provincial leaders, the Border Gate Management Board, and relevant sectors urgently research and propose to build a dedicated transport road at the Bac Luan 2 international border gate; soon establish a Logistics Center in the Mong Cai international border gate area. Assign the Border Guard Command to develop a plan to implement the 4th revised Border Guard Cooperation Agreement; transfer all exchange activities to cooperation or closely linked to cooperation.
