Previously, on January 5, 2015, the Prime Minister issued Decision No. 02/QD-TTg approving the Project on Investigation and Collection of Information on the Socio-Economic Status of 53 Ethnic Minorities. Accordingly, the General Statistics Office in coordination with the Ethnic Committee conducted two surveys in 2015 and 2019. In 2024, the General Statistics Office will continue to conduct the 3rd Survey.
On July 14, 2023, the Director General of the General Statistics Office (Ministry of Planning and Investment) signed Decision No. 628/QD-TCTK on Promulgating the Plan for Investigation and Collection of Information on the Socio-Economic Status of 53 Ethnic Minorities in 2024.
The 2024 Ethnic Minority Survey aims to investigate and collect information on the socio-economic situation of 53 ethnic minorities, including: Information on population, housing conditions of ethnic minority households and socio-economic conditions to reflect the socio-economic situation of 53 ethnic minorities to compile statistical indicators of the National Statistical Indicator System and the Statistical Indicator System on Ethnic Minority Work to serve the development and planning of socio-economic development policies for ethnic minority areas in the period 2026 - 2030. At the same time, it serves as a basis for updating the information system and statistical data on ethnic minorities in Vietnam.

Speaking at the launching ceremony, comrade Hau A Lenh emphasized the very important significance of this investigation. Through the investigation, reliable data and evidence will be provided to help central agencies as well as localities in ethnic minority areas have accurate assessments of the results of implementing ethnic policies until 2024 and expected until 2025, evaluate 5 years of implementing the Master Plan for socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, the Ethnic Work Strategy until 2030; the results of implementing the National Target Program as well as the results of implementing ethnic work in the period 2021 - 2025, prepare to build the national target program, the development plan for the next period 2026 - 2030; serve as a basis for Party committees and organizations at all levels to prepare reports and documents serving Party Congresses at all levels for the 2025-2030 term and the 14th National Congress of the Party.
According to the Chairman of the Ethnic Committee, the stage of collecting information in the area is extremely important. Collecting information that fully and accurately reflects the current population and housing situation will help the Party and State develop correct plans and strategies, building a foundation for the rapid and sustainable development of the country and ethnic minority areas.
“I hope that this survey will continue to provide quality information and data for the Party, National Assembly, Government, ministries, sectors and localities to develop and plan ethnic strategies and policies in the coming time; gradually overcome and resolve difficulties while promoting more strongly the potential and strengths of ethnic minority communities and ethnic minority and mountainous areas; and strengthen and build an increasingly solid national solidarity bloc,” said Comrade Hau A Lenh.

Also at the launching ceremony, Deputy Minister of Planning and Investment Tran Quoc Phuong shared that the successful organization of the launching ceremony of the Investigation and collection of information on the socio-economic situation of 53 ethnic minorities in 2024 in Hoa Binh is very important in promoting the purpose and significance of the investigation to ethnic minority households in the province; thereby actively coordinating with statistical investigators to provide complete, accurate and timely information. At the same time, the launching ceremony also helps leaders at all levels and the entire political system in the province understand the importance of the investigation, thereby directing the good implementation of the investigation in the locality.
On this occasion, comrade Dinh Cong Su, Vice Chairman of the People's Committee of Hoa Binh province pledged: "The Party Committee, Government and People of all ethnic groups in Hoa Binh province, I express my agreement and high determination with the goal and plan to deploy the investigation and collect information on the socio-economic situation of 53 ethnic minorities in 2024 nationwide".
According to comrade Dinh Cong Su, Hoa Binh province clearly identified the role and significance of the survey for the locality, and with the nature of the survey in the province taking place on a wide scale, with rich survey content and difficult operations, the province has been directing the Department of Statistics and the Provincial Ethnic Minorities Committee to closely coordinate with departments, branches and localities to focus on implementing the survey well, collecting information on the socio-economic situation of ethnic minorities in 2024.

Mr. Matt Jackson, Representative of the United Nations Population Fund in Vietnam, affirmed: UNFPA Vietnam is proud to be a partner supporting the Government of Vietnam to improve its capacity to collect and analyze data, and build a data system to serve the planning and monitoring and evaluation of the implementation of evidence-based policy plans. “UNFPA is pleased to witness the outstanding efforts of the Government of Vietnam in data collection. We are committed to continuing to provide technical support to the General Statistics Office and ministries and sectors to build and optimize the use of quality data to promote social equity and sustainable development in Vietnam,” said Mr. Matt Jackson.
This survey was conducted in 54 provinces and centrally-run cities, including 51 provinces with communes in ethnic minority and mountainous areas and 03 provinces and cities with communes/wards/towns with many ethnic minorities living: Ho Chi Minh City, Long An and Ha Tinh.
The results of the investigation will be handed over to the Ethnic Committee in April 2025 and announced around May - July 2025.
