Accordingly, Deputy Prime Minister Tran Hong Ha signed Decision No. 1759/QD-TTg approving the Planning of Vinh Long province for the period 2021 - 2030, with a vision to 2050, with the goal that by 2030, Vinh Long will be a high-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta; with a synchronous, modern infrastructure system connecting smoothly with localities in the Mekong Delta.

Vision to 2050, Vinh Long will be a province with comprehensive, civilized, modern, ecological, sustainable development, with a fairly high level of development compared to the whole country; with a synchronous, modern and climate change-adaptive socio-economic infrastructure system; historical relics and cultural identities are preserved, embellished and promoted; national defense and security are ensured; people have a prosperous and happy life.
According to the development direction, the agricultural and aquatic sector of Vinh Long province has shifted from agricultural production thinking to agricultural economic thinking; increased application of science and technology, development of ecological, organic, circular agriculture, adaptation to climate change; construction of concentrated, large-scale commodity production areas associated with processing industry according to value chains and building product brands.
Transforming the structure of crops and livestock, effectively and flexibly using rice land, increasing the area of effective crops in areas and regions with favorable conditions. Researching and developing the production of plant varieties, gradually turning Vinh Long province into a center for production and supply of plant varieties in the Mekong Delta.
Along with that, develop the livestock and aquaculture industry in the direction of industry and high technology, ensuring food safety; promote investment attraction in agriculture and rural areas.
Also according to the Plan, the industry focuses on developing deep processing industry of agricultural, aquatic and food products associated with concentrated raw material production areas, along with developing supporting industries to serve agricultural production and processing industry.

Vinh Long is a province located in the central region of the Mekong Delta; 136 km northeast of Ho Chi Minh City and 40 km south of Can Tho city; North and northeast bordering Tien Giang and Ben Tre provinces; Southeast bordering Tra Vinh province; Southwest bordering Hau Giang province and Can Tho city; Northwest bordering Dong Thap province.
Vinh Long has a natural area of 1,479.128 km2, equal to 0.4% of the country's area, and a population of 1,031,994 people in 2010, equal to 1.3% of the country's population.
Vinh Long has a terrain spread along the Tien and Hau rivers, gradually sloping down from North to South. The terrain is relatively flat (slope less than 20), the elevation is quite low compared to sea level. The absolute elevation from 0.6 to 1.2m accounts for 90% of the natural area of the whole province, the rest is Vinh Long city and Tra On town with an average elevation of about 1.25m. This is a type of estuarine flood plain terrain, the sub-terrain of the province is in the shape of a basin in the center of the province and gradually rises in 2 directions of the Tien, Hau, Mang Thit rivers and along the banks of large rivers and canals. Not affected by salt water and less affected by floods.
