The Ministry of Public Security is seeking comments on the draft Law on Road Traffic Order and Safety. It proposes four cases in which headlights must be turned off and low beams turned on.

According to the draft, the proposed regulations on the use of vehicle lights are as follows:
- Drivers and operators of specialized motorbikes participating in traffic from 7:00 p.m. the previous day to 5:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility must turn on the following lights:
+ Front lights are high beam or low beam;
+ Rear license plate light;
+ Position lights are equipped according to the manufacturer's design.
- Drivers and operators of specialized motorbikes must turn off high beams and turn on low beams in the following cases:
+ When meeting pedestrians crossing the street;
+ When traveling on roads through residential areas where lighting systems are installed and operating;
+ When meeting a vehicle going in the opposite direction;
+ When changing direction at an intersection.
- Drivers and operators of specialized motorbikes must turn on the yellow warning lights when working on the road.
