On the afternoon of December 1, at the Presidential Palace, President Vo Van Thuong received comrade Wang Yi, Politburo member, Director of the Office of the Foreign Affairs Commission of the Communist Party of China Central Committee, and Minister of Foreign Affairs of China, on the occasion of his visit to Vietnam to organize the 15th meeting of the Steering Committee for Vietnam-China Bilateral Cooperation.
At the reception, President Vo Van Thuong sent his warm regards to General Secretary and President of China Xi Jinping. President Vo Van Thuong once again thanked Xi Jinping and the Chinese leaders for the warm and respectful welcome given to President Vo Van Thuong and the Vietnamese high-ranking delegation on the occasion of attending the 3rd Belt and Road Forum for International Cooperation held in Beijing last October.
The two sides agreed that, after the very successful visit to China by General Secretary Nguyen Phu Trong in October 2022, the relationship between the two Parties and the two countries of Vietnam and China has maintained a positive development momentum and achieved many new results. High-level and all-level exchanges and contacts have taken place closely, cooperation in all fields, especially in economics and trade, has grown, and exchanges between localities and people of the two countries have become increasingly vibrant.
President Vo Van Thuong emphasized the profound symbolic significance of General Secretary Nguyen Phu Trong's recent visit to Lang Son province and planting a "Friendship Tree" at the Friendship International Border Gate (August 25), thereby educating future generations to always remember the friendship and solidarity between the two countries.
The President emphasized that Vietnam and China are close neighbors, sharing many similarities in history and culture, and are both persistently advancing towards socialism under the leadership of the Communist Party. The friendship "both comrades and brothers" that was painstakingly cultivated by President Ho Chi Minh, Chairman Mao Zedong, and previous leaders of the two countries is the common asset of the two Parties, two countries, and two peoples. The Party, State, and People of Vietnam always consider relations with China a strategic choice, a top priority in Vietnam's overall foreign policy of independence, self-reliance, multilateralization, and diversification.

Comrade Wang Yi affirmed that the Party, Government and people of China attach great importance to the friendly neighborly relationship and comprehensive cooperation with the Party, State and people of Vietnam, always considering this a priority direction in China's overall neighborly foreign policy, always supporting Vietnam to successfully carry out industrialization and modernization, moving towards realizing the vision, goals and aspirations for development as determined by the 13th National Congress of the Communist Party of Vietnam.
To further deepen the Vietnam-China comprehensive strategic cooperative partnership in the coming time, the President suggested that the two sides strengthen and carry out high-level exchanges and contacts; effectively implement cooperation between the two Parties, between the National Assembly, the Vietnam Fatherland Front and the National People's Congress and the Chinese People's Political Consultative Conference; continue to promote the role of the Steering Committee for Bilateral Cooperation; strengthen cooperation in important areas such as diplomacy, defense, and security; improve the quality and effectiveness of substantive cooperation in all fields, focusing on economics, trade, investment, and transportation; enhance people-to-people exchanges, and consolidate the good social foundation of the bilateral relationship.
Regarding the East Sea issue, the President suggested that both sides implement the high-level common perception, better control and resolve disagreements at sea, put themselves in each other's shoes, respect each other's legitimate and legal interests, in accordance with international law and the 1982 United Nations Convention on the Law of the Sea, and jointly build the East Sea into a sea of peace, friendship, cooperation and development.
Expressing his sincere gratitude for President Vo Van Thuong's concern and enthusiastic opinions on developing relations between the two Parties and countries, Comrade Wang Yi expressed his agreement that the two sides should continue to implement the high-level common perception; effectively deploy specific cooperation measures identified at the 15th Meeting of the Steering Committee for Vietnam-China Bilateral Cooperation; promote further deepening cooperation in various fields between the two countries; properly control and handle disagreements at sea, and continuously develop the comprehensive strategic cooperative partnership between China and Vietnam in a healthy and stable manner, bringing practical benefits to the people of the two countries.
