According to the inspection conclusion, from May 1, 2024, Ms. Nguyen Thi Khanh Ngan, accountant of Vinh Long High School, was transferred to work as accountant of Nguyen Binh Khiem Specialized High School (Ward 4, Vinh Long City). However, Ms. Ngan still kept the treasury digital signature, and only handed it over to Ms. Phung Ngoc Tuoi (accountant of Vinh Long High School) on May 13. In August 2024, Ms. Ngan handed over the social insurance and tax digital signature to Ms. Tuoi. During the time she was no longer an accountant of Vinh Long High School, Ms. Ngan still used the digital signature to sign 7 documents without Ms. Tuoi's consent, which is against the regulations.

In the 2023-2024 school year, Vinh Long High School collected less than 346 million VND in tuition fees; Principal of Vinh Long High School, Do Thi Kim Loan, arbitrarily used public assets to rent parking lots, collecting more than 44 million VND; The school has not transferred to the personal accounts of teachers the content of payment of preferential teaching allowances for 10 disabled students in the first semester of the 2023-2024 school year; The school has not completed the procedures to withdraw funds to pay for support of learning costs for 17 students eligible for support...

In addition, Ms. Loan issued regulations on evaluating and classifying civil servants for the 2022-2023 school year with content that is not in accordance with regulations; implementation of publicity in schools is not complete and not timely; democracy in the collective is not promoted, conditions for school officials to contribute opinions in meetings are not created; questions about the regime and finances of civil servants are not answered satisfactorily.

The principal compensated 34.7 million VND, the accountant compensated more than 325 million VND.

The Inspectorate recommended that Ms. Do Thi Kim Loan be responsible for compensating more than 22 million VND for not collecting enough tuition fees from 28 students without a valid reason; compensating the amount of 12.7 million VND for not ensuring expenses according to the content of the fundraising campaign...
