These days, people in Trieu Phong and Hai Lang districts are excited as their localities have completed the criteria for a new rural district. These are the two districts chosen by the Provincial People's Committee to be included in the plan to build a new rural district in the 2021-2025 period.

At the time of starting to implement the National Target Program on New Rural Construction, the New Rural Construction criteria in the communes of Trieu Phong district were low, the structure of agriculture, forestry and fishery accounted for a high proportion (53.4%), the group of criteria on planning, socio-economic infrastructure and production organization had very few communes meeting, the average of the whole district reached 4.6 criteria/commune. The average income per capita reached 10.2 million VND/year, the number of poor households accounted for 23.11%. Meanwhile, a part of the people, due to not being deeply aware of the meaning and importance of building New Rural Construction, did not actively participate in the implementation, and did not promote their role as subjects in building New Rural Construction.
Faced with that situation, Trieu Phong District Party Committee issued a thematic resolution on the National Target Program on New Rural Construction to focus on leadership and direction of implementation; The District People's Committee developed a project on New Rural Construction at the district level, with annual plans, roadmaps and specific solutions for implementation. At the same time, it directed specialized agencies to inspect, urge and guide communes to review and evaluate the current situation according to the National Criteria for New Rural Construction, develop planning and projects for New Rural Communes according to regulations as a basis for implementation. During the implementation process, periodic preliminary and summary conferences were held to promptly remove difficulties and obstacles right at the grassroots level.
To improve the capacity of the staff implementing the construction of the new rural areas, from 2011 to present, the District Steering Committee and the District New Rural Area Office have organized and coordinated with the Provincial New Rural Area Coordination Office to organize many training courses for staff at all levels, and at the same time established many delegations to visit and learn from the experience of building the new rural areas in localities to research and select good models and creative methods for reference and application.
The good news is that the result of mobilizing resources to build the new rural district has reached 1,608,131.8 million VND so far, of which the central budget supports 181,265.1 million VND, the provincial budget supports 47,237.7 million VND, the district budget supports 24,930 million VND, the commune budget supports 1,875 million VND, the combined capital from programs is 1,081,270 million VND, enterprise capital is 52,027 million VND, credit loan capital is 151,700 million VND, and community capital is 67,827 million VND.
Up to now, Trieu Phong district has 17 communes that have completed the new rural criteria, 2 communes have completed the advanced new rural criteria, and Ai Tu town has completed the civilized urban criteria. Trieu Phong district has achieved 9/9 new rural district criteria according to regulations.

For Hai Lang district, by the end of November 2023, the whole district had 13/15 communes meeting the NTM standards, reaching a rate of 86.6%, an average of 17.5 criteria/commune, 12/15 communes meeting the NTM standards according to the set of criteria for the period 2016-2021, 1/15 communes meeting the NTM standards for the period 2021-2025. The district still has 2 communes, Hai An and Hai Khe, that have not met the standards, striving to meet the standards in 2023.
Regarding the results of implementing the criteria for a new rural district, up to now, Hai Lang district has achieved 6/9 criteria, the remaining 3 criteria are close to being achieved, striving to complete by the end of 2023, including economic, environmental, and quality of living environment criteria.
To complete the criteria of new rural communes and new rural districts, right from the beginning of implementation, on the basis of regulations and instructions of the central and provincial governments in implementing the National Target Program on new rural construction, Hai Lang District People's Committee promptly issued documents to organize implementation.
Accordingly, the assignment and division of work for each level and sector is clear with the spirit that communes that have reached the NTM target from 2021 onwards must complete the reduced criteria in 2022, improving the quality of the achieved criteria; communes that have not reached the target must be more determined and drastic in building to meet NTM standards according to the set roadmap.
Along with that, promote propaganda work, mobilize people to actively participate in responding to the campaign "All people unite to build new rural areas, civilized urban areas", the movement "Hai Lang joins hands to build new rural areas", at the same time, improve the quality of activities of the steering committees for new rural construction at all levels.
Focus on mobilizing resources, especially socialized resources, integrating national target programs, targeted support programs, other programs and projects; have mechanisms and policies to strongly encourage investment from economic sectors; mobilize people's contributions.
Focus on directing the drastic implementation and disbursement of capital to implement the two national target programs as well as promptly assigning detailed plans and capital allocation for projects and works, and allocating career capital to units and localities.
On the other hand, mobilize the participation of the entire political system and district-level sectors to focus on supporting localities in carrying out the task of building new rural areas and promoting production development, improving people's lives and income.
In the first 9 months of 2023 alone, Hai Lang district mobilized about 101,656 million VND to build new rural areas, of which the central budget was 34,763 million VND, the provincial budget was 13,851 million VND, public capital was 4,215 million VND, the rest was from the district budget, commune budget, combined capital, capital mobilized from businesses and people's contributions.
To complete the criteria for being recognized as a district meeting NTM standards in 2023, this December, the District People's Committee will focus on directing and guiding communes to continue completing a number of reduced criteria according to the NTM Criteria Set for the period 2021-2025, ensuring that 100% of communes meet NTM standards according to the new Criteria Set, and at the same time direct the construction of Dien Sanh town to meet civilized urban standards as well as complete the criteria and targets of the NTM district according to the set plan.
