On the morning of June 7, right after the group of issues related to ethnicity, the National Assembly conducted the third group of questions related to science and technology. Minister of Science and Technology Huynh Thanh Dat took the floor to answer questions. 120 delegates registered to question Minister of Science and Technology Huynh Thanh Dat. This is the largest number of delegates registered since the beginning of the question period.

Participating in the questioning, delegate Le Thanh Van (Ca Mau delegation) asked the Minister to tell us how many research topics using the State budget were put into application last year? How many of them brought about practical results?

Responding to delegate Le Thanh Van , Minister Huynh Thanh Dat said that the Party and State pay great attention to innovation and creativity. The Government has allocated funds for the Ministry of Science and Technology to meet the needs of science and technology, equivalent to 0.64% of GDP.

Chairing the question-and-answer session, National Assembly Chairman Vuong Dinh Hue "reminded" the Minister to go straight to the issue the delegates questioned. "Delegate Le Thanh Van asked how many scientific research topics have been applied, how many topics are still in the "drawer"? What are the solutions to make a breakthrough in science and technology, especially the solutions for State management?", the National Assembly Chairman reiterated.

After being asked to "go straight to the point", Minister Huynh Thanh Dat said that scientific and technological research is a special field, essentially looking for something new, so it can be successful or unsuccessful, can be successful early or successful late. Therefore, it is difficult to determine how many successful topics are applied in practice.

The important thing is to determine how those results serve the economy and society, but at the same time serve to improve the research capacity of scientists, increase the prestige of research institutes and universities.

In fact, the research results have contributed to improving the rankings of universities in the region and internationally. Currently, there are 9 universities appearing on the world ranking map. This is the result of scientific development and innovation.

All topics have risks and delays, and sometimes not all topics have results, especially in transfer and commercialization.

The Minister said that the State has many policies to transfer research results from schools and laboratories to society.

Regarding solutions to help make technological breakthroughs, the Minister said there are many solutions to do this.

First of all, it is investing in scientific research, technology and innovation. Investing in resources, mechanisms and policies to help scientists have the conditions and mindset to be ready to contribute to science.

The Minister believes that if proper investment is made and suitable conditions are created, scientists will be able to fully develop their capabilities to create conditions for technological breakthroughs.

Speaking at the debate, delegate Le Thanh Van was not satisfied with the Minister's answer to the question about the "trigger point" in the policy to help Vietnamese science and technology make a breakthrough.

According to the delegate, the important factor for science and technology to make a breakthrough is talent. "Only science and technology talent can change the face of Vietnamese technology," the delegate stated, adding that without modern technology, we will be far behind neighboring countries.

The delegate suggested to the Minister the order of priority for policy selection to detonate in the technology sector, including talent in the fields of artificial intelligence, blockchain, information technology, new device technology , etc.
