(Dan Tri) - Mr. Nguyen Van Thi, Permanent Vice Chairman of Thanh Hoa Provincial People's Committee, signed a decision approving the land use rights auction plan for the residential area project east of the administrative center, Sam Son city.
The auctioned land is located within the administrative boundaries of Quang Chau, Quang Tho, and Quang Vinh wards of Sam Son city (Thanh Hoa). The East borders the ecological urban area along the banks of the Do River, the West borders the technical infrastructure project of the Administrative Center, the South borders the green land along the river, and the North borders National Highway 47.
The total area of the auctioned land is over 115,000m2, of which residential land accounts for over 55,000m2, including over 15,000m2 of villa land with 48 villas and 340 townhouses. The remaining nearly 60,000m2 is for construction of technical infrastructure items and works.

The land has been cleared and compensated since 2021 and is expected to be auctioned for land use rights in 2025.
Auction participants include individuals, economic organizations, people of Vietnamese origin residing abroad, and economic organizations with foreign investment capital, as prescribed in Article 119 of the 2024 Land Law.
Auction participants must meet the prescribed conditions and pay a deposit of 20% of the total value of the land plot or land area calculated at the starting price.
According to the report of the People's Committee of Sam Son city, the total minimum value collected from the auction is expected to be more than 352 billion VND. Auction participants can negotiate to replace the deposit with a bank guarantee and the owner of the auctioned property can request to freeze the separate payment account of the property auction organization.
Auction participants will not receive their deposit back if they do not participate in the auction, violate the regulations, or refuse the auction result. If the auction winner does not pay the full amount within 120 days from the date of approval of the results, the tax authority will notify to cancel the decision to recognize the auction result.
The auction will be conducted in the form of a package for the entire area of 48 villas and 340 townhouses, using the method of ascending bids and publicly announced to auction participants.
Within 5 working days after the end of the auction, Sam Son City People's Committee will prepare a dossier recognizing the auction winning results and send it to the Department of Natural Resources and Environment for appraisal and submit it to Thanh Hoa Provincial People's Committee to issue a decision recognizing the results.
The successful bidder must pay 50% of the land use fee within 30 days from the date of notification and the remaining 50% within 90 days. If the full amount is not paid, the decision to recognize the auction result will be canceled and the successful bidder will not receive a refund of the deposit.
