After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Lao Cai Province, in 2019, ethnic minority and mountainous areas have achieved important and comprehensive results in all fields.
Socio-economic development and poverty reduction have achieved remarkable results, especially in areas with particularly difficult socio-economic conditions.
The lives of ethnic minorities have improved significantly, and the poverty rate has decreased rapidly.
In addition, education, training, vocational training; health care, culture, information, and communication continue to receive investment and development in both quantity and quality, contributing to improving the intellectual level and quality of human resources. Political security, order, and social safety are maintained.
From 2019 to present, the Central Government and Lao Cai province have spent more than 18,400 billion VND to invest in ethnic minority and mountainous areas to develop socio-economy, sustainably reduce poverty and improve people's living standards.
The implementation of goals and tasks achieved many positive results.
The multidimensional poverty rate of the whole province decreased sharply from 25.19% in 2021 to 14.94% in 2023 (ranked 6th out of 14 northern midland and mountainous provinces); 60 communes in ethnic minority areas were recognized as "Communes meeting new rural standards"...
Besides the achieved results, ethnic work in Lao Cai province still has some shortcomings and limitations such as: The rate of poor households who are ethnic minorities compared to the total number of poor households in the whole province is still high (accounting for 95%).
The income of ethnic minorities in rural areas is still low compared to the general level of the province.
Some backward customs have not been completely eliminated; rural infrastructure is not yet synchronous, not meeting the needs of socio-economic development goals...
The congress devoted a lot of time for delegates to contribute ideas on promoting the self-reliance of ethnic minorities; mobilizing ethnic minorities to participate in protecting border markers; promoting the strength of great national unity in socio-economic development and participating in building a clean and strong Party and government...
Speaking at the congress, Minister and Chairman of the Ethnic Minorities Committee Hau A Lenh praised and highly appreciated the results that Lao Cai province has achieved in implementing ethnic affairs and ethnic policies. The achievements of the province in implementing the Resolution of the 3rd Congress of Ethnic Minorities are very proud, due to the political determination and strong leadership of the Party Committees, authorities at all levels and the efforts and overcoming difficulties of the people of all ethnic groups in Lao Cai province.
